Played a central role in adapting and using COMPARE to forecast the impact of the Patient Protection and Affordable Care Act (ACA). Assessed the impact of eliminating subsidies in the ACA’s federally facilitated marketplaces. This work was cited in John Roberts’ majority opinion of the U.S. Supreme Court decision in King v. Burwell.Conducted a study to evaluate the impact of President Obama’s “Keep Your Health Plan Fix” on the newly-created Marketplaces. This work was cited widely in the media, including the Washington Post and the New York Times. Led effort to assess the economic impact of improved medication adherence among diabetes, hypertension, coronary heart disease patients using COMPARE. Met with U.S. Senate staff to discuss the implications of the employer mandate delay and the economic impact of Medicaid expansion. Interacted directly with clients at HHS ASPE and CCIIO/CMS.Supported the conversion of pre-ACA Medicaid eligibility group thresholds to equivalent modified adjusted gross income (MAGI) eligibility thresholds under the ACA. Led effort to reweight the Survey of Income and Program Participation (SIPP) to match the income and demographic distributions of each state. Defense Policy Analysis ? Conceptualized and developed a discrete event simulation workflow model in the R programming language of the queuing process associated with imagery tasking, collection processing, exploitation, and dissemination (TCPED) by the U.S. Navy geospatial intelligence (GEOINT) community. Briefed results of the model to officials in the senior executive service (SES) at the Pentagon, including OPNAV N2/N6 and OSD CAPE. Also briefed results at a MORS conference hosted by the National Defense University. ? Formulated and solved analytically a nonlinear optimization model that maximizes message data flow in a mobile ad-hoc network (MANET) by choosing the optimal number of gateways between sub-networks. Results presented at the Military Communications (MILCOM) Conference 2011 and are published in the conference proceedings. ? Conducted a statistical evaluation of the inventory and supply chain management practices of depot-level repairable items for weapons systems across the services of the U.S. military. ? Formulated and implemented a mixed-integer optimization model for the U.S. Forest Service that determines the asset allocation strategy minimizing the overall cost of responding to wildfires in the U.S. ? Implemented and applied Dijkstra’s algorithm to the GMR Systems Integration Test data to determine the least-cost path between radios in a MANET and to assess the relationship between the optimal path length and the message completion rate (MCR).
