Thank you for your interest in U.S. Department of Housing and Urban Development (HUD) programs. The purpose of this "Colorado Affordable Housing Guide" is to provide you with the resources you need to obtain housing.

If you are seeking rental help, you can find identical information online at . Simply click "STATE INFO" at the center of the top of the page, select "Colorado," and then click "Get Rental Help" in the "I Want To" section on the left side of the page. From there, simply click: (1) "Search for a subsidized apartment," (2) "PHAs in Colorado," or (3) "Contact a housing counseling agency."

I. Subsidized Apartments

HUD helps apartment owners offer reduced rents to low-income tenants. HUD does not provide housing directly to the public. You should contact subsidized apartments to apply for rental help. A list of subsidized apartments is available in Section I.

II. Public Housing Authorities

Public Housing Authorities (PHAs) run HUD-funded rental help programs. HUD does not provide housing directly to the public. You should contact PHAs to apply for rental help. A list of PHAs is located in Section II.

III. Emergency Shelter Service Providers

HUD funds Service Providers who offer emergency shelter. Some Service Providers also offer other services. HUD does not provide emergency shelter directly to the public. You should contact Service Providers directly to apply for emergency shelter. A list of Service Providers is located in Section III.

IV. Housing Counseling

HUD funds Housing Counseling Agencies that provide free or low-cost advice. Housing Counseling Agencies are able to offer advice on such topics as buying a home, renting, default, foreclosure avoidance, credit issues, and reverse mortgages. A list of Housing Counseling Agencies is located in Section IV.

Subsidized Apartments

Apartments are subsidized through the Project Based Section 8 Subsidy Program. The purpose of the program is to promote low-income affordable housing that is safe, decent and sanitary for families, and for elderly and disabled populations.

Participants in the program receive the benefit of rental assistance paid by HUD. Under most circumstances, a participant will pay no more than 30% of his/her adjusted income for rent. HUD then pays the remaining portion of the rent to the landlord.

Rental assistance is tied to the apartment. Upon move-out, the assistance stays in place for the next participant. Each property is privately owned and managed. Accordingly, it is necessary to apply directly to the property.

Please note that the waiting lists for subsidized apartments may be long. As a result, you should apply to as many properties as you can. You can find out which waiting lists are open by calling each property.

Public Housing Authorities

Public Housing Authorities (PHAs) run two HUD-funded housing programs: the Public Housing (PH) Program and the Tenant-Based Section 8 Housing Choice Voucher (HCV) Program.

? PH Program: These properties are owned and managed by the local PHA. PH properties come in all sizes and types. They range from single-family homes to high-rise apartments. Please keep in mind that some homes and apartments are for disabled and/or elderly (62 and over) households only.

? HCV Program: Under this program, a PHA agrees to pay part of a household's rent. The PHA pays the rent directly to the landlord. The household is free to choose any housing that meets HUD's program rules. The household is in charge of finding housing owned by someone who agrees to rent under the program.

Under most circumstances, a household will pay no more than 30% of its adjusted income for rent under these programs.

To be a part of either of these programs you must have very low income.

Please also note that the waiting lists for these programs may be long. As a result, you should apply to as many PHAs as you can. You can find out which waiting lists are open by calling each PHA.
