The following is a brief description of the new features in TRCS 3.0.0 release.

New fields added to the NCCRF Form:

• Crash Data group – Release Number: Set to TRCS 3.00.0000 when the NCCRF Form is initially created. Printed on the NCCRF Report but not burned on the DMV349 image created by DMV.

• Crash Data group – Host Name: Computer Name is initially set when the NCCRF Form created and updated when the NCCRF Form is transmitted electronically. Printed on the NCCRF Report but not burned on the DMV349 image created by DMV. The Host Name is not currently viewable through Crash Web.

• Crash Data group – User Defined 1 and User Defined 2: Provided for local law enforcement agency entry by Officer. Data entered is printed on the NCCRF Report but not burned on the DMV 349 image created by DMV.

• Unit group – Vehicle – Is there insurance on the vehicle?: Requires a Yes answer before the Insurance information can be entered.

• Unit group – Hazardous Materials – Hazardous Materials Involvement?: An indicator has been added to allow the entry of Hazardous Material information.

• Unit group – Carrier and Hazardous Materials: Vehicle and Hit & Run Unit Types along with Commercial Unit Type will allow Hazardous Material information to be entered. On the DMV349 image, the Hazardous Material information on the back page always corresponds to the LEFT side unit on the front page. Block 20 Commercial Vehicle information always corresponds to the LEFT side unit on the DMV349 image.

• Unit group – Hazardous Materials - Hazardous Material Name: Field has been added to allow entry of up to 32 characters when Hazardous Materials 4-digit Placard value is not available. DMV349 image created by DMV displays only the first 13 characters of this field.

Modifications to the NCCRF Form:

• TraCS Client: The TraCS client has been upgraded to the National Model TraCS 7.3.

• TraCS Logon: Modified the TraCS logon process to unlock Open & Locked NCCRF forms created by the reporter signing onto TraCS. For supervisor users the TraCS logon process will unlock Open & Locked and Validated & Locked NCCRF forms.

• TraCS Agency Admin access: Modified the access rights of Agency Admin users to allow unlock of NCCRF forms in the local database and to view online help.

• TraCS Supervisor Accept/Reject: Modified the Accept Reject process to remove the Reject Reason when the NCCRF form is Accepted by the Supervisor.

• Crash Data group – Location – Road Type fields: Modified TraCS Road Type Table codes to include “No Special Feature.” When entering Interstate, NC numbered and US route for On Road, From Road, and Toward Road class, the Road Type field is enabled with a new code value of “No Special Feature” displayed first. This is the desired entry for Interstate, US, and NC routes that are not signed alternate or business.

• Crash Data group – Latitude and Longitude: Added the National Model GPS data bar for entry of Longitude and Latitude in decimal precision.

• Unit group: Unit information is retained when the user changes the Unit Type.

• Unit group: Added an edit to prevent duplicate drivers and vehicles in the same crash.

• Unit group: Corrected the problem associated with Parked Vehicles requiring Driver information.

• Unit group & Person group: Modified the entry of street address to move street address2 to street address1 when street address1 is blank and street address 2 has a value.

• Unit group & Person group: Modified the zip code edits to be synchronized with Crash Reporting System as follows:

o Zip code edit for US states requires the entry of numeric values.

o Zip code edit for Mexican states accepts the entry of 5 numeric values

o Zip code edit for Canadian states accept the entry of an alpha character followed by a number combination up to 6 values.

• Unit group & Person group: Modified the date of birth calculation to calculate the date of birth on the date of the accident.

• Unit group – Driver: The Driver License search utility has been modified to return the Driver License Class and Commercial Driver License flag.

• Unit group – Driver: Modified the entry of License restrictions for NC driver in 2 character fields DL Restriction 1 through DL Restriction 4 with values displayed in the Driver License Restrictions field separated by commas. For Non-NC drivers the driver restrictions can be entered into Driver License Restrictions field.

• Unit group – Driver: Modified Driver Contributing Circumstances to prevent embedded blanks between Driver Contributing Circumstance 1 and Driver Contributing Circumstance 3.

• Unit group – Vehicle – Vehicle Insurance Company and Vehicle Insurance Policy Number: These fields are no longer populated by the Vehicle Search since the information retrieved may not match the driver’s current insurance policy status.

• Unit group – Vehicle: Modified the sequence of Harmful events to prevent embedded blanks between the First Harmful event and the Fourth Harmful event.

• Unit group – Vehicle: Added warning messages to indicate that the Vehicle Vin number has less than 17 positions when unit type is Vehicle, Hit & Run, or Commercial.

• Unit group – Vehicle: Added warning messages for blank Authorized Speed limit, Estimate of Original Traveling Speed, Estimate of Speed at Impact, Tire Impressions before impact, Distance Traveled after Impact when unit type is Vehicle, Hit & Run, or Commercial.

• Unit group – Carrier: A new search has been added for Commercial Carrier data entry for the US DOT number. The US DOT search uses data from SAFER that is downloaded daily.

• Unit group – Carrier: Added edits to change the unit type to Commercial when the vehicle style styles of 11-single truck 3 or more axles, 13-truck/trackor(i.e. bobtail), 14-Tractor/semi-trailer, 15-Tractor/doubles, 16-Unknown Heavy truck, or 28-Firetruck is selected. Commercial Units require entry of carrier name, address, cargo body type, and carrier gross vehicle weight rating.

• Unit group – Carrier: Modified the NCCRF form to allow the entry of carrier information for Vehicle Styles of 10-Single unit truck (2-axle, 6 tire), 12-Truck/trailer, or 29-EMS Vehicle, Ambulance, Rescue Squad. Unit type changes to a Commercial Unit when carrier name, address, cargo body type, or carrier gross vehicle weight rating have been entered for Vehicle styles of 10, 12, or 29.

• Unit group – Hazardous Materials – 1-digit Placard Number: Added Hazardous 1-Digit Codes table for selecting the Hazardous Material 1-digit code value.

• Diagram group – Easy Street Draw: Symbols Roadside-Ditch, Vehicle-Trailer 1, and Vehicle-Trailer 2 have been recreated since they were locking the application when they were added along with a label.

• Diagram group – Easy Street Draw: Vehicle Symbols have been updated to have a white top instead of gray. DMV349 Image burn process was changing gray to black and any unit labels placed on the top were not visible.

• Narrative group: The maximum length allowed on the Narrative is 4000 bytes.

• Print Reports: Modified the NCCRF: TRCS Crash Report to print all entered fields and to print similar to the entry of the data.

• Print Reports: Updated NCCRF: Driver Exchange Report.
