CAPSLO continues its work in the Spirit of Community Action by Helping People and Changing Lives in 11 California counties. We could not do this critical work without the partnerships and volunteers that support the programs in these communities.
We are proud to highlight the hard work and dedication that CAPSLO staff give every day to help people achieve economic self-sufficiency and self-determination for themselves and their families.
The CAPSLO Board and staff stay committed to the Promise of Community Action to Improve Communities and Make America a Better Place to live by creating innovative programming and strategic collaborations that are responsive to the ongoing and emerging needs of low-income individuals and families.

About Us
Community Action Partnership of San Luis Obispo County Inc. (CAPSLO), has been San Luis Obispo County's federally-designated community action agency since 1965. CAPSLO is an independent nonprofit organization serving communities in San Luis Obispo County and ten other central and southern California counties. Through a variety of programs and in collaboration with other community service agencies, CAPSLO helps individuals and families achieve self-sufficiency and economic stability through programs that focus on:

Community Action changes people's lives, embodies the spirit of hope, improves communities, and makes America a better place to live. We care about the entire community, and we are dedicated to helping people help themselves and each other.
Homeless Services Programs
Through the Coordinated Entry Program, staff worked to assess client needs and provide referrals to assist in securing available public resources for 798 clients. Case managers worked with 143 persons to stabilize income and/or obtain permanent housing or housing support. The 40 Prado Homeless Services Center shelters, feeds, and offers an array of services to homeless and those facing a housing crisis throughout San Luis Obispo County, with the goal of helping individuals achieve stability and self-sufficiency. Volunteers, an integral part of the program, prepare and serve meals and help with fundraising. 31,944 total shelter nights were provided through our evening program. The Agency also provided a safe parking program operating seven days a week and a seasonal warming station. A total of 56,568 breakfasts and dinners were provided. 40 Prado Homeless Services Center also operates a lunch program in collaboration with the People's Kitchen that served 28,425 lunches for the year. Additional services include day sheltering, laundry services, mental health counseling, AA/NA groups, a pet kennel, and access to social services for approximately 100 individuals daily. Community Health Centers of the Central Coast offer on-site primary care services four days a week. Veterans Programs include the Supportive Services for Veteran Families program (SSVF) and the Homeless Veterans' Reintegration Program (HVRP). SSVF provides eligible Veteran families who are either homeless or very low-income, with outreach, case management and assistance in obtaining Veterans Administration (VA) and other benefits to stay in or acquire permanent housing on a sustainable basis. HVRP is a Department of Labor grant that focuses exclusively on competitive employment for homeless veterans.

Home and Energy Assistance Programs
The Energy Conservation Programs offer free energy saving home improvements and minor home repairs to qualified low-income households. Programs funded by PG&E and SoCal Gas provided over 1,257 households basic weatherization services in San Luis Obispo, Santa Cruz, Santa Barbara, and Monterey counties. The Low Income Home Energy Assistance Program (LIHEAP) and the Department of Energy (DOE) Weatherization Assistance Program assisted 312 households with weatherization services, heating and cooling, and water heater replacements. These programs cut monthly bills up to 40 percent through the installation of weather-stripping, insulation and efficient lighting. The Home Energy Assistance Program (HEAP) program assisted 1,413 qualified households with payment of their utilities. Minor repairs, including handicap access, were performed for 634 households through funding provided by the Area Agency on Aging and the Community Development Block Grant's Home Repair Programs. CAPSLO's bid for the Tri-County Regional Energy Network (3C-REN) was selected and the agency will be awarded a contract for this new program. 3C-REN will provide energy conservation measures and replacements of water heaters, refrigerators and installation of tank less water heaters for existing ESA Program clients and new clients from the targeted population groups. Services will cover San Luis Obispo County and, possibly, Ventura and Santa Barbara Counties as well.
