Administration: The Northeast-10 Indoor Track and Field Championships are under the control, direction, and supervision of Northeast-10 Conference. The Indoor Track and Field Championships are subject to the requirements, standards and conditions as prescribed by the Northeast-10 Conference Constitution and Bylaws. The Northeast-10 Conference will have the final authority regarding championship matters.

The 2013/14 NCAA Track and Field Rulebook will serve as a general guide for the championship.

Administration of Championships

Administration of the championships is the responsibility of the Conference representatives. They shall delegate duties and responsibilities to staff members and officials, as necessary, to ensure the efficient administration and promotion of the meet. The following groups and individuals shall be used for support in the capacities indicated:

The Conference Representative(s): The on-site representatives of the Conference office, using all appropriate resources available, shall serve as the final authority on any changes, additions, deletions and/or interpretation of Northeast-10 policies as necessary, during and/or after all Northeast-10 championships.

The Meet Administrator: The meet administrator shall be appointed by the Conference office with responsibilities of obtaining meet officials, coordinating the meet’s schedule, and generally insuring that the meet follows prescribed NCAA and Northeast-10 guidelines.

The Meet Director: The meet director shall be a representative from the Conference office. The duties and responsibilities of the meet director are outlined in the NCAA Rules book (Rule 3, Sec. 3, pages 51-52). The meet director will also be knowledgeable of the Conference’s championships guidelines.

The Meet Referee: The meet referee(s) shall play a central role in the administration of the championships. The duties and responsibilities of the meet referee are outlined in the NCAA Rule book (Rule 3, Sec. 4, pages 52-53).

The Games Committee: The primary purpose of the Games Committee is to give specialized assistance and guidance to the meet administrator and conference representatives in the preparation and execution of the meet. The duties and responsibilities of the games committee are outlined in the NCAA Rule book (Rule 3, Sec. 2, pages 50-51). The games committee composition will be announced the week of February 17th.

Jury of Appeals: The jury of appeals shall consist of the Northeast-10 representative, a meet administrator, and three additional head coaches, with an alphabetical rotation being used based upon the names of the institutions. For the 2014 meet, the rotation shall include Katie Rees (Adelphi), Leo Mayo (AIC) and Stacie Wentz (Assumption). If a coach who is a member of the jury of appeals makes an appeal, the next head coach in the alphabetical rotation will replace that coach. The duties of the jury of appeals are listed in the NCAA Rule book (Rule 3, Sec. 2, page 50).

Seeding Committee: The seeding committee is responsible for determining the number of heats, flights, qualifying procedures and staggers for championship events, per provisions outlined in this handbook. In setting up heats, the policies of this handbook shall be followed. NCAA rules shall govern when addressing a situation not covered in this handbook. The seeding committee will consist of the Northeast-10 representative, Bob Muldoon (data entry), the meet administrator, and three additional coaches appointed by the conference office. The coaches serving on the seeding committee for 2014 shall be Matt Pimentel (Merrimack), Kevin LaSure (New Haven), and Robert Dorn (Saint Rose). Each year the Conference office will rotate these appointments alphabetically, based upon the names of the institutions.

Athletic Training: Ice, water and first aid/responder personnel and equipment will be available throughout the championship and the Reggie Lewis athletic training staff will be available.

Awards:

The following awards will be presented in a brief ceremony immediately following the conclusion of the annual Northeast-10 Championship:

• Outstanding Track Performer in both women’s and men’s championships

• Outstanding Field Performer in both women’s and men’s championships

• First-place team trophy in the women’s and men’s championship

• Second-place team trophy in the women’s and men’s championship

 

Coaches will vote for the following via ballot 10 minutes following the conclusion of the championship:

·         Men’s and Women’s Track Athlete of the Year;

·         Men’s and Women’s Field Athlete of the Year;

·         Men’s and Women’s Track Rookie of the Year;

·         Men’s and Women’s Field Rookie of the Year; and

·         Men’s and Women’s Coach of the Year

Awards Point System

 

The selection of the championships’ Outstanding Performers will be determined via the below outlined point system:

1. Total individual points scored in the meet.

2. Percentage (%) of points scored for relays.

a. 4x400 relay & DMR – 25% for all runners who participated in relay

3. Bonus points for the following

*Example – 1st & 2nd place people both broke old mark, 1st place person gets two bonus points, 2nd place person gets one bonus point.

 

·         Only field points will be looked at for field awards & only track points will be looked at for track awards.

·         If a record or qualifying standard is set at any point in the meet (trials or finals), athlete will be awarded bonus points.

Concessions: Concessions will be available at the Track & Field Complex.

Declarations: The declaration window is available on Direct Athletics beginning at 9am on Thursday, February 13, 2014. Coaches have until 12 noon on Monday, February 17 to enter all performances. The deadline to declare championship participating athletes on the Direct Athletics site is 3pm, Tuesday, February 18.

If a head coach declares his or her entries after the established deadline or omits a student-athlete either from the meet or an event, the deadline will be noted and a letter indicating the circumstances will be sent to the institution’s director of athletics. If the omission is discovered prior to the distribution of heat sheets, the timing coordinator shall redraw the heats, if necessary. If the omission is discovered after the distribution of heat sheets or on the day of the championship, the games committee shall convene to determine if the heat needs to be redrawn. A student-athlete shall not be penalized for late or omitted entries by a coach and shall be allowed to compete in the championship.

Depth Charts:

Depth Charts are located on the Direct Athletics website (). Please check the performance list on the Direct Athletics website periodically to verify the correct marks for each athlete submitted. Conversions will be made to times attained on flat tracks; conversions to banked track times will be done according to NCAA procedures.

Entry (Qualifying) Standards:

Each team may enter one athlete per event regardless of whether he or she has met the entry standard (Athlete’s Right of Entry).  In order to be eligible to enter more than one (1) athlete in an event, all additional athletes must have reached the applicable standard.

Qualifying entry times/marks must have been met in competition by Sunday, February 16, 2014. Athletes are able to qualify in any meet that is conducted within NCAA guidelines.

Coaches shall report entries at the time of declarations. Each coach should bring proof of performance to the championship meet in the event that an individual performance is questioned.

Coaches must report performances to Direct Athletics by 12:00 noon, Monday, February 17, 2014. The window in which to declare entries shall close at 3pm on Tuesday,

The relays are conducted as open events and qualifying times are not necessary.

Field Events: The number of qualifiers for finals in the field events shall equal the number of qualifiers for those finals run after qualifying (8).

Pole Vault – Starting heights: [women 2.30, men 3.55]. Progression is 15cm (until women after 3.50m is 10cm and men after 4.60 is 10cm)

 

Men: 3.55, 3.70, 3.85, 4.00, 4.15m, 4.30m, 4.45m, 4.60m, 4.70m, 4.80m, 4.90m, etc.

 

Women: 2.30, 2.45, 2.60, 2.75, 2.90m, 3.05m, 3.20m, 3.35m, 3.50m, 3.60m, 3.70m, 3.80m,   etc.

Parking: Team busses can park in parking Lot 1 or 2 or the Renaissance Parking Lot on Columbus Ave. There is a limited amount of street parking and parking spaces across the street from Boston Police Headquarters. Parking in unauthorized areas will result in your bus being ticketed by the Boston Police. Other parking for spectators is available.

Scratches: Final scratches should be sent to the Conference office on Wednesday, February 19 by 9:00am. You should send your scratches to Jacob VanRyn via EMAIL (jvanryn@).

Once individuals are scratched, they are scratched from the entire meet. During the championship, all scratches must be reported to the official table no later than 30 minutes prior to the first event. Any scratches shall disqualify the athlete for all events occurring after the scratch.

Proceed on Malcolm X Boulevard to the intersection of Columbus Ave and Tremont Streets where you’ll come to a traffic light. Take a left onto Columbus Ave and proceed to the next set of traffic lights. At the traffic light take a left onto Cedar Street. Go 30 yards and take a right into Parking Lot 1 at Roxbury Community College. Go to the far end and park in an available space. If Lot 1 is FULL, proceed to Lot 2 (New Heath Street) or Lot 3 (Centre Street) and park there

RLTAC/ RCC Lot 2- FREE PARKING

To get to Lot 2, take a right out of Lot 1 onto Cedar Street and take a left onto Columbus Avenue. Then, take the next left onto New Heath Street. Go 30 yards and take a right into Parking Lot 2.

RENAISSANCE PARKING GARAGE @ NORTHEASTERN UNIVERSITY

835 Columbus Avenue. Parking fee: $13.00/ day

Take Exit 18 (Massachusetts Avenue/Roxbury/Frontage Road). Turn left at the third light, staying in one of the two left lanes. Proceed straight onto Melnea Cass Boulevard. Continue for approximately two miles and turn left onto Columbus Avenue. The Renaissance Parking Garage is at 835 Columbus Avenue.
