This manual was developed to assist Head Start and families in reaching available services and support. In order to be successful it is vital for human service programs to have open communication and key linkages between agencies. We at Warren County Head Start strive to make that commitment.

families. Assessment of the situation, referrals to meet needs and follow-up services.
