Procedure Guide for Unarmed Drill Competition

1. PURPOSE- This guide is published to provide information to all entrants in the Unarmed Drill team Competition.

2. GENERAL INFORMATION-

A. STANDARDS-

1) Judging will be according to FM 3-21.5 (Army); NAVMC-2691 (Navy and Marines Corps) and AFM 36-2203 (Air Force).

2) Scoring will be accomplished by a standard numerical order. Each team’s performance will only be compared with other Unarmed Drill Teams.

B. TEAM COMPOSTITION-

1) Competition is restricted to currently enrolled High School JROTC Cadets of the Armed Services.

2) The Unarmed Drill Team may be all male, all female, or co-ed.

3) All teams are required to have at least seven members, i.e., six members and one commander. A ten point per individual short penalty will be assessed during the Inspection Phase only.

4) No change in strength or Commander will be permitted during the competition. All team members must participate in all three phases.

5) External team members, such as the Guidon and Executive Officer who are not normally member of a unit as outlined in the Regulations Manual, may march as a regular team members with the team and be graded on their performance and military bearing in relation to the team. Their position shall be at the discretion of the Team Commander.

C. UNIFORM AND EQUIPMENT-

1) Uniform may be any type approved by your approving authority.

2) NO uniform or equipment changes will be allowed between phases (gloves, helmets, caps, guidons, etc)

3) Guidons, with or without modified staffs, may be used.

4) Teams competing with non-service weapons (I.e. mock rifles, dummy rifles, rubber, wood, plastic, etc) will be entered into the Armed/ Non- Service Weapon Drill competition category.

5) IAW Army Cadet Command; Black, Green, and Maroon Berets are NOT Authorized for JROTC Cadets. Any team wearing these Berets will be disqualified.

3. EXECUTION

A. INSPECTION PHASE

1) Initial reporting- Fifteen minutes prior to the designated time for the beginning competition (as published prior to the competition) the Team Commander will report to the table at the north end of the gymnasium.

2) Inspection Preparation Area- In this area, final preparations for the inspection will be male. Team Sponsor, Coaches, and Assistors are authorized in this area. However, no one other than competing team members will be allowed beyond this station, until completion of the Inspection Phase.

3) Inspection Area

a. The inspection will be conducted on an asphalt parking lot surface.

b. Upon direction of the team guide, the Team Commander will march the team forward and halt, centered on the Head Inspector, face the team to the left and report. The report will include the Commander’s name, the name of the school and team name. The Head Inspector will direct the Team Commander to PREPARE FOR INSPECTION. Grading will begin when the salute is dropped.

c. Guidon bearers, right guides, etc will be in the squads.

d. The Team Commander will accompany the Head Inspector through the inspection and one designated individual will, upon the direction of the Head Inspector, report to the Assistant Inspector. Each member of the team will be inspected by only one inspector.

e. All equipment and participating team members must be present and subject to inspection during this phase.

f. Questions pertaining to basic military knowledge, i.e. weight and serial number of weapon, Chain of Command, position and duties, etc will be asked. Not only is the accuracy of the response noted, but more importantly the manner of the response.

g. The inspection will be conducted by two inspectors according to the referenced manuals

h. Haircuts will be judged in compliance with the

regulations and uniformity. Uniforms and equipment will be inspected for appearance, cleanliness and serviceability.

i. All discrepancies will be pointed out by the inspector to the accompanying team members and recorded on the Inspection Score sheet.

j. The Head Inspector will finish their portion of the inspection after the Assistant Inspector. The Team Commander will call the team to ATTENTION after all team member have been inspected.

k. The Head Inspector will, upon completion of the inspection, pass on the appropriate remarks to the Team Commander.

l. Scoring will cease with the last counts of CLOSE RANKS, MARCH. The team will be rejoined my their team guide and proceed to the Regulation Drill Area.

B. REGULATION DRILL PHASE-

1) Judging will be done according to the referenced manuals.

2) Upon direction of the team guide, the Team Commander will march the team forward, HALT centered on the Head Judge, face the team to the left, and report with all the team member PRESENT, ARMS. The report will be: Commander’s name, team name and school’s name. The team’s cadence and length of step will be judged from the time the team enters the Basic Drill Area until the Team Commander reports out.

3) Basic Drill will be conducted outside on a grass surface the size of one half of a football field. A five (5) point penalty will be assessed each time there is a boundary infraction.

4)The drill movements to be preformed are as listed at the end of this Procedure Guide. Each omission or deletion and movement out of sequence will be assessed five (5) points.

5) EACH COMMAND AND MOVEMENT MUST BE HELD FOR A MINIMUM OF EIGHT (8) COUNTS. This requires there be at least eight counts from COMMAND OF EXECUTION to the next PREPARATORY COMMAND. Two points shall be deducted for each infraction.

6) The position of external team members, such as the Guidon, and Executive Officer, shall be at the discretion of the Team Commander.

7) There will be three judges for the Regulation Drill Phase and judging will cease when the Team Commander reports to the Head Judge that the team has completed the Regulation Drill. The team will be rejoined by their team guide and proceed to the Exhibition Drill Area.

C. EXHIBITION DRILL PHASE-

1) Exhibition Drill is derived from basic drill and not from the latest dance routines. This phase allows the team to display imagination, creativity, pride, spirit, and dedication within the context of military bearing.

2) Judging will be based on the following areas:

a. Use of Time

b. Dress and cover

c. Interval and distance

d. Complexity

e. Originality

f. Military Bearing

g. Execution

h. Precision

i. Showmanship

j. Overall (smoothness of the routine)

3) Upon the direction of the team guide and the Team Commander will march the team to the Exhibition Drill Area. The Team Commander and team will PRESENT, ARMS in the manner prescribed by their routine. The Team Commander will report: name of team and name of school.

4) Judging and timing begin when the Head Judge drops their salute for the REPORT IN, and ends when the salute is dropped on the REPORT OUT.

5) A minimum of six (6) minutes and a maximum of eight (8) minutes has been allotted for this phase. The timekeeper will blow a whistle at six (6) minutes and again at eight (8) minutes. There will be a deduction of one point per second under or over the 6 to 8 minute time limit.

6) This phase will be conducted outdoors on a grass surface the size of one half of a football field. Boundary violations will be assessed ten (10) points per infraction.

D. INDIVIDUAL EXHIBITION DRILL PHASE-

1) Immediately after leaving the Team EXHIBITION Phase, the team guide will escort designated individuals to the Individual Drill Phase Area.

2) Individual Exhibition Drill will consist of one team member performing a routine and/ or marching movements. PRESENT- IN and PRESENT- OUT is required.

3) A maximum of two contestants per team will be allowed.

4) The time limit is two minutes and not more than three minutes. One point per second over or under will be assessed. Timing begins when the Head Judge drops their salute and ends with the PRESENT- OUT SALUTE.

5) Judging will be based on the following:

a. Complexity

b. Originality

c. Precision

d. Bearing and body movement

e. Posture and position and Attention

f. Cadence

e. Smoothness of Drill

6) Individual Exhibition Drill will be conducted outside on a grass surface.
