1. Notice is hereby given that at its regular public meeting beginning at 7:00 p.m. on December 1, 2015, in the Irondale City Council Chambers located at 101 20th Street South, Irondale, Alabama, within Jefferson County, Alabama (the “City Council Chambers”), the City Council of the City of Irondale (the “City”) will hear comments from interested citizens concerning the proposed rezoning from a R-2 Residential District to a O-Office District for the property located at 525 20th Street Irondale , AL. 35210.

2. Notice is hereby given that at its regular public meeting beginning at 7:00 p.m. on December 1, 2015, in the Irondale City Council Chambers located at 101 20th Street South, Irondale, Alabama, within Jefferson County, Alabama (the “City Council Chambers”), the City Council of the City of Irondale (the “City”) will hear comments from interested citizens concerning the proposed rezoning of a C-1 Commercial District to a A-1 Agriculture District for the property located at 4239 and 4233 Hood Drive Irondale, AL. 35210.

3. Notice is hereby given that at a public regular meeting beginning a t7:00 p.m. , December 1,2015, in the Council Chambers in City Hall of the City of Irondale located at 101 20th Street South, Irondale, Alabama, the City Council of the City of Irondale (the “City”) will hear comments from interested citizens concerning the approval of the proposed terms and conditions of a Project Development, Funding and Cooperation Agreement by and between the City and JJA PROPERTIES, LLC (“JJA”) granting to JJA certain economic incentives (“Agreement”) with respect to the construction by JJA of a proposed automobile dealership in the City (“Retail Center”); the proposed issuance of limited obligation revenue warrants to the extent authorized by the laws and Constitution of the State of Alabama; and, the review of the Development Plan submitted to the City by JJA in order to comply with the provisions of the constitution and D of the State of Alabama, including particularly Amendment No. 772 to the Constitution of Alabama of 1901, for the purpose of an economic incentives grant in an amount not to exceed $9,000,000.00 from the City to JJA (“Grant”). The timing of the approval of the Agreement and the review of the Development Plan is to advance the economic base of the City, and promote the public health, safety, convenience, order, prosperity, quality of life and general welfare of the community resulting in significantly increased tax revenues to the City, an increase of property values in the vicinity of the Retail Center/Property and lead to additional economic activity in the area of the Retail Center/Property and in the City.

The public benefit sought to be achieved by the Grant and the review of the Development Agreement is to advance the economic base of the City, and promote the public health, safety, convenience, order, prosperity, quality of life and general welfare of the community resulting in significantly increased tax revenues to the City, an increase of property values in the vicinity of the Retail Center/Property and lead to additional economic activity in the area of the Retail Center/Property and in the City. For purposes of Amendment No. 772 to the Constitution of Alabama of 1901, JJA Properties, LLC is the business entity to whom and for whose benefit the City proposes to lend its credit or grant public funds or things of value.

1. Resolved, That Resolution 2015-R-200 authorizes the Mayor to contract with

SLAM Academy to manage Ruffner Mountain Baseball Field for three

years. (London)

2. Resolved, That Ordinance 2015-197 rezones the property located at 1600

Sharpsburg Lane, Irondale, AL 35210 from an Institutional –II District to

R-Multifamily District. (Jerrolds)

New Business

1. Resolved, That Resolution 2015-R-219 authorizes the Mayor to request the Jefferson County Personnel Board to open a Park and Recreation Superintendent position. (Bearden)

2. Resolved, That Resolution 2015-R-220 authorizes the Mayor to amend Waldrep Stewart and Kendrick, LLC’s bond counsel contract from $35,000.00 to $75,000.00. (Bearden)

3. Resolved, That Resolution 2015-R-221 amends Resolution 2015-R-217 by

adding one personal day to the 2016 Holiday Schedule. (City Clerk)

4. Resolved, That Resolution 2015-R-222 endorses the efforts of the Alabama

Bicentennial Commission in promoting, planning, and executing the Commission’s historic, educational, celebratory, and cultural initiatives by

forming a Community Celebration Committee to support the Statewide and local

observances and celebrations of the Bicentennial of the State of Alabama.

5. Resolved, That Resolution 2015-R-223 for all elections held subsequent to the

passage of this resolution, use the Election Software & Systems DS 200, a

system that complies with Section 17-7-21 of the Code of Alabama and any

regulations adopted pursuant thereto, is hereby authorized for the reporting,

counting, and tabulating of any and all election results. (City Clerk)

6. Resolved, That Resolution 2015-R-224 under Act 2014-321 allows the City of Irondale to participate in the Alabama state income tax refund setoff program

established and operated pursuant to Ala. Code 140-18-100 et.seq. to collect

through setoff of a debtor’s Alabama income tax refund, any liquidated sum of at

least $ 25.00 due and owed to the municipality through, contract, subrogation,

tort, or operation of law regardless of whether there is an outstanding judgement

for that sum. (City Clerk)

7. Resolved, That Resolution 2015-R-225 authorizes the Mayor to contract with

Kidwell & Company, a Tennessee Corporation to assist in the structuring and marketing in the procurement of debt and investment alternatives from perspective investors, lenders, underwriters and purchasers, to assess and develop incentives packages for commercial and industrial development and to create Request for Proposals(RFP) for parties involved in the bond transaction process. 8. Resolved, That Resolution 2015-R-226 authorizes the Mayor to sign a

Project Development, Funding and Cooperation Agreement with JJA

9. Resolved, That Ordinance 2015-227 rezones the property at 525 20th Street South,

Irondale, AL 35210 from R-2 Residential District to O-Office District. (Jerrolds)

10. Resolved, That Ordinance 2015-228 rezones the property at 4239 & 4233 Hood

Drive, Irondale, AL 35210 from C-1 Commercial District to A-1 Agriculture
