FEBRUARY 28, 2013 ~ ALBANY/LOB ~ 10:30 A.M. TO 12:30 P.M.Anyone can have an excuse to not participate: it comes with the territory of letting others secure your benefits for you while asserting that "...and no one can take it away." BUT RIGHT NOW those "no one" folks are trying to do just that and making a difference that shall take those things that you do and love and rely upon away. Away! Why not spend a little gas money and parking money, drive down to the State Capitol/Empire State Plaza, then from 787 find the VISITOR PARKING lot underground, drive in with your photo ID in hand (the State Trooper will ask for it), find a place to park, take the nearest elevator to the C-Level (for Concourse), walk toward the State Capitol, pass through security -- no knives, guns, and the like so leave them in your car -- and turn LEFT into the area known as "The Well" of the Legislative Office Building (known as the LOB), and find your selves among hundreds and (may we hope) thousands of fellow gun owners for this NYSRPA-sponsored Lobby Day and Rally? YOU do have the time for it if you value your Second Amendment rights -- and if you find yourself responding to that by answering "...but I don't own any of those guns or magazines!" then KNOW THIS, my innocent friend: you are suffering from deep denial. What is not named today will be named tomorrow if this attempt to take what some have away from them; they will soon leave you with nothing but your single shot .22 cal. rifle, and then soon enough take that as well. Creeping socialism is little different than sudden and complete exacting socialism such as Adolph Hitler exercised against the Jews of Germany when he was but Chancellor before he became dictator of Germany and introduced the world to the horrors of the concentration camps. [Doubt that? Take a look at THIS: ]. Or will nothing convince you that YOU are in deep trouble? AND that you DO have skin in this game? You do. Gun ownership is at an all-time high. And although tragedies like Columbine and Newtown are exploited by ideologues and special-interest lobbying groups, crime is at an all-time low. The people have spoken. Gun stores shelves have been emptied. Gun shows are breaking attendance records. Gun manufacturers are sold out and backordered. Shortages on ammo and firearms are countrywide. The American people have spoken and are telling you, Mr. Cuomo that our Second Amendment shall not be infringed."

For the purpose of this section, a person shall deemed to be the owner of a firearm if such firearm is lost or stolen until such loss or theft is reported to the police department or sheriff which has jurisdiction in the county, town, city or village in which such owner resides. Region 4 - New York Fish & Wildlife Management Board: The next meeting for the Region 4 FWMB will be at the Middleburgh Rod & Gun Club on February 27th at 7:00 PM. NYS DEC will hold a public informational meeting on the Move to reduce sporting license fees: under the proposal, a resident fishing license would go from $29 to $25 and would be valid one year from the date of purchase. A fishing license currently ends on Sept. 30, regardless of date of purchase. Seven-day and one-day fishing licenses would remain at $15 and $5, respectively, while a combination big/small game hunting license would decrease from $29 to $22. Bowhunters would only save $1 ($21-$20), while junior bowhunters (age 12-15) would save $5 ($9-$4). On the other hand, a muzzleloading license would drop from $21 to $11. The proposal does away with the Conservation Legacy and Trapper Super Sportsmen licenses. The trapper license would be included in hunting license. The cost of a Super Sportsmen and Sportsmen license remains $88 and $47, respectively. Turkey and Deer Management Permits remain at $10 each. The license year would run from Sept. 1–Aug. 31. It currently runs from Oct. 1–Sept. 30.

New York Power Authority: The Wildlife Management Task Force meeting was held on February 11 at the Blenheim NYPA Visitor’s Center. Two Million patrons have visited the Blenheim/Gilboa Visitor Center. 97 Bow hunter permits approved last Fall. 2013 Trout stocking with about 1000 tiger and 1000 brook. 257 boating permits approved last year. Boating (7AM-5PM) No gas motors allowed on upper reservoir. 24 hour notice for boat access. Must have fishing license to fish. Carry In/Carry Out policy. Possibly looking at daily boat passes in the near future. Lynn Hait reported that the NYPA had a very successful year at Blenheim/Gilboa. The reservoir clean up is still under way. Stones, sand and gravel need to be remove from bottom of reservoir. Can’t remove all, too expensive, will remove some to keep recreational boaters safe. Several core samples were taken and no environmental issues found. Wooden debris, campers and many, many propane tanks were removed from the reservoir. Currently NYPA has 149 employees at Blenheim. Always looking for life guards during summer moths ($10.35 to start). Very concerned with pending lawsuits and also forced shutdowns because of political pressure to draw down water for flood prevention with forecasted storms. New license needed by 2019 (4/30/217 dead line for attempt to relicense) New boat launch will be part of new license application. License is for 30 -50 years. Possible trapping opportunities on NYPA lands at Blenheim, must have exterminators license. Beekeeping and fly tying could possibly be new programs in site. Hemlock Woolly Adeglid identified in 2011. It has hit several trees down by the lower reservoir. Birds are what move these insects. Cold will kill insects if temps stay below 20 degrees for long periods of time. Will also threat with a tablet which is inserted into the soil at the base of large trees and than this dissolves and is carried up the tree through the root system. They have applied for a $30,000 grant to pay for this process. This is a tree disease which infest all species of hemlock causing tree mortality in eastern US. Both Minekill State Park & Blenhiem/Gilboa Power Authority have infected tree areas. The next step is to map areas of infestation. SCCA is looking for funding support to help pay for printing expenses of our annual Activity Report. Stephen Ramsey would like to schedule the next meeting of the Wildlife Management Task Force in September at the Blenheim-Gilboa Visitors Center. Meeting will start at 11:30AM – 1:30PM.
