Each time you receive a new updated disk of your Title 38 (C.F.R.) regulations, this file—Highlights—will be on the disk.

The file will contain a brief, plain-language description of every substantive modification made since the last update.

By reading the Highlights file immediately upon receipt of an updated disk, you will know what changes have been made to the Title 38 regulations during the last supplement period.

Modifications in this supplement include the following:

1. On 3 December 2001, the VA published a final rule, effective 2 January 2002, to amend a Board of Veterans’ Appeal rule of practice pertaining to a type of notice given in simultaneously contested claim appeals, in order to eliminate an inconsistency between that rule of practice and an appeals regulation, and to update a presumption related to communication of the notice. Change:

• Revised §20.502.

2. On 6 December 2001, the VA published an interim final rule, effective that same date, to amend VA’s medical regulations to set forth a mechanism for determining copayments for inpatient hospital care and outpatient medical care in order to implement provisions of the Veterans Millennium Health Care and Benefits Act and to set forth exemptions from copayment requirements as mandated by statute. Change:

• Added a new §17.108.

3. On 6 December 2001, the VA published a final rule, effective 4 February 2001, to amend VA’s medical regulations to set forth copayment requirements for medications in order to implement provisions of the Veterans Millennium Health Care and Benefits Act. Change:

• Added a new §17.110.
