THE ABERDEEN & DISTRICT JUVENILE FOOTBALL ASSOCIATIONMEMORANDA TO TEAMS 2021-22All teams and clubs must abide by all the Covid RegulationsCovid Officer of Home Team must keep record of all attendees and keep for 21 days after match for NHS Test and Protect Team Covid Officer for both teams must be present at games.These memoranda are for guidance only. TEAMS should always, where appropriate, refer to the Association’s Constitution and Rules Governing Competitions and the Rules of The Scottish Youth Football Association.All changes to club officials, addresses, telephone numbers and e-mail addresses and to club colours must be notified promptly in writing to the Secretary and to The Scottish Youth Football Association. All Officials must be registered with the SYFA and those with Regulated Roles must have been PVG Checked and undertaken the online SFA Child Protection Course.Results must be telephoned to the Match Secretary by the home club within the time stipulated in the Rules Governing Competitions. Should the Match Secretary be unavailable for any reason, alternative arrangements will be notified. The same requirement to report scores applies to any club playing away from home against a club from another Association in the Scottish Youth FA Cup.FAILURE TO COMPLY WILL RESULT IN CLUB RECEIVING A ?10 FINE All results must be telephoned accurately. In particular, there must be no restriction of high scores.All free date applications must be submitted to the Match Secretary in writing 12 days prior, E Mails are preferable if by mail must be postmarked at least twelve days prior to the first day for which the application is made. The application must make clear the precise period that it covers but may not exceed seven days. E-mail applications will be acknowledged. If an acknowledgement is not received, this will indicate that the message did not arrive and it is incumbent upon the club to contact the Match Secretary to confirm the position.No Free Date can be applied for after the 1st of April; so clubs should ask players about School Activities Weeks and Trips so that they can plan for such events and apply fo free dates to cover these.CLUBS CAN APPLY FOR A MAXIMUM OF FOUR FREE DATES PER SEASON. TEAMS MUST REMBER FIXTURES WILL BE SXCHEDULED THROUGH THE OCTOBER AND EASTER HOLIDAYS SO MUST MANGE THEIR FREE DATES ACCORDINGLYCOVID RELIEF Teams will be able to use up to two of their Free Dates at short notice in the event of them, having players testing positive. In such circumstances the fixture will be rescheduled. In the event of a team requiring a third such relief they will forfeit the tie but there will be no fine for unfulfilled fixture All fixtures will be notified in the press and cannot thereafter be changed in any way without the prior consent of the Match Secretary. Teams involved in pitch sharing arrangements must be aware that the exigencies of the fixture lists may result in the requirement to play home matches at other than the preferred ground. This is wholly at the discretion of the Match Secretary. The fixture list will be available on the Association’s website at .uk.All clubs are reminded of the requirements relating to goal-nets, corner-flags and numbers on kit. The ball must be a size 5 at 14s level and above and a size 4 at 13s.ALL AGE GROUP TEAMS may nominate five substitutes all five of whom may be used during the game. A player who has been substituted may retake the field later in the match in substitution for another player.PLAYERS WEARING SPORTS GOOGLESPlayers in Juvenile football of age groups 16s, 15s, 14s and 13s, who have a necessity to wear glasses must produce a letter issued by Sandy Roy, Aberdeen and District Referees Association Manager, stating that the type of glasses to be worn by the player are appropriate. If the letter cannot be produced then the player CANNOT take part in the match wearing glasses. Sandy Roy can be contacted before any purchase of glasses on 01224 743076 or 07584 374791 or by e mail at sandy.m.roy@Older Players Please Note For Juvenile players in the 17s, 18’s and 19s age groups, individual referees will make their judgement based on the requirement detailed in Law 4 – The Players Equipment – which states that “A player must not use equipment or wear anything which is dangerous to himself or another player (including any kind of jewellery)“.Trialist RuleAttentions is drawn to the Trialist Rule with regard to players not having an SFA ID Number The full rule is copied below60. In any other match a player shall not be eligible to play on a fifth occasion for the same club without having been registered on the relevant official Registration Form before playing, and a club may not play more than 4 unregistered players in any such match. Unregistered players must be marked as trialists on the teamline and failure to do so it will be deemed that the player is ineligible. For trialists who do not have an SFA player registration ID number the club must supply the player’s full proper name, address, date of birth and place of registration of birth in writing to the relevant match secretary within 24 hours of the match being played.Trialists will be permitted to play for a club who are one age group above the player’s actual age group. Trialists will not be permitted to play for a club who are two or more age groups above the player’s actual age group.TYEAMS SHOULD NOT NOTIFY THE SECRETARY OF THEIR INTENTION TO PLAY A TRIALIST BUT WAIT UNTIL THE GAME HAS BEEN PLAYED AND THE TRIALIST HAS TAKEN THE FIELD Home teams are required to contact the visiting team and the referee at least two days prior to the match to confirm the venue.In the case of bad weather, it is the responsibility of the home team to verify the playability of the pitch and arrange any necessary inspection. It is the home team’s responsibility to confirm the playability timeously with the Match Secretary, the visiting team and the referee (preferably in that order, as the Match Secretary may wish to reassign the referee). Clubs failing to abide by these requirements will be subject to action under the Association’s Disciplinary Procedures.The player registration rules are set out in the constitution and rules of The Scottish Youth Football Association. No more than four unregistered players may be fielded in any match and no player may play more than four times prior to being registered. Players must be registered to be able to play in any knock-out cup competition. Players registered after 31 March may not take part in any knock-out competition and, to be eligible to play in a final, any player other than a goalkeeper must have been eligible to have played in the semi-final.The referee’s fee is the responsibility of the home team and must be paid prior to the start of the match. The fee for 2017-18 is ?28.00 at 19s and 17s, ?26.00 at 16s and 15s and ?23.00 at 14s and 13s. Expenses are payable at a rate of ?5.00 for round trips of up to 16 miles and ?0.30 for each further additional mile round trip or part thereof.No friendly match may be played without prior permission. This may be obtained by writing or e-mail, using the Friendly Application Form which can be found in the Document Section of the website, from any of the office-bearers in respect of matches between two members of the Association. If you are playing a friendly match against another SYFA member club who are not in your league but are in the same region, application must be made by the home club to the regional secretary using your regions procedures. However the away club must have permission from their league secretary in writing, an email is acceptable, and must send a copy to the home club to accompany their application.The regional secretary MUST not issue permits unless the approval of both clubs league secretary is supplied;If you are playing a friendly match against another SYFA member club who are not in your region, application must be made to the SYFA using the online system (atsyfaregistrations.co.uk). However the away club must have permission from their league secretary in writing, an email is acceptable, and must send a copy to the home club to accompany their application. The chief executive MUST not issue permits unless the approval of both clubs’ league secretary is supplied;If you are playing a friendly match against a club who are not in membership of theSYFA, application must be made to the SYFA using the online system;If you are playing a friendly match against a club who are not in membership of the Scottish FA (an international match against non-Scottish opposition), application must be made to the SYFA using the online system who will seek the permission ofAll trophies must be returned no later than 31 March unless requested earlier. These must be returned engraved and in good condition. Any failure to meet these conditions will be referred to the Executive Committee.All electronic Mail must contain the SYFA ID Number of the Team for the item to considered official.Clubs are referred to the SYFA Disciplinary Procedures which sets out the standard penalty tariffs for standard offences. The Executive Committee of this association must comply with these procedures.Clubs are particularly asked to advise all players and officials of the serious consequences of being found guilty of any form of Racial or Sectarian Abuse. Clubs must do everything possible to stop any such abuse.Clubs are referred to the SYFA Social Media Policy. Clubs should advise all players and officials that inappropriate comments or abuse on websites or social media pages will be referred to the Executive Committee who will apply the Disciplinary Procedures against the culprits.RESPECT CHARTERAll teams must get their players, officials and parents to sign the Respect Charter Codes of Conduct. Any club reported to the association by for the behaviour of their players, officials and or spectators will be asked to produce such signed codes of Conduct at the meeting of the Executive Committee to which they are cited to.TEAMLINES Clubs will be responsible for printing off copies of the Official Association Teamlines a copy of which is posted on the Information , Downloads then League Document section of association’s website. This is the only format of teamlines which should be used. Failure to use these teamlines will result in the club being fined. Full details of the home and away teams, venue and date of the match and age group and competition should be entered.Any errors in the teamlines will also result in the club being finedREMEMBER THERE ARE DIFFERENT TEAMLINES FOR THE SCOTTISH CUPCOVID REGULATIONSDURING THE COVID CRISIS BOTH TEAMS SHOULD EMAIL COPIES OF THEIR TEAMLINES TO THE REFEREE 48 HOURS BEFORE THE MATCH. AMENDMENTS ON THE DAY CAN BE NOTED via SMARTPHONE. A COPY SHOULD BE SENT TO YOUR OPPONENTS AT THE SAME TIME WHERE POSSIBLE REFEREE FEES SHOULD PAID ELECTRONICALLY. ALTERNATIVELY THEY CAN BE PLACED IN ENVELOPE WHICH CAN BE SANITISED BEFORE BEING LAID DOWN FOR REFEREE TO COLLECTAT THE MOMENT PLAYERS ARE STILL ASKED TO COME FULLY KITTED AS ACCESS TO CHANGING ROOMS WILL BE LIMITEDAny Club receiving a fine under the disciplinary procedures must pay said fine within fourteen days of receipt the letter failing which the fine will be doubled and could ultimately lead to the club being debt suspended.Fines must be must be paid to the Association Treasurer, Ann McKenzie, address 1 Silverburn Road, Bridge of Don, Aberdeen, AB22 8RU.Clubs requiring to pay any fees or fines direct to the association’s bank must E Mail Ann McKenzie giving full details of the amount to be paid and the reason for the payment, they will be given the bank account details into which the payment should be made.Ann McKenzie’s E Mail address is as follows annmckenzie@All payment of fines should be accompanied by full details of the case it relates to.Clubs who wish to pay by BACS must E Mail the Treasurer detailing the payment that has been made by this method . Bank details are as follows CLYDESDALE BANK Sort Code 82-60-11 Account No 10100589Protests relative to the ground, goalposts, crossbar or other appurtenances of the game, must be intimated in writing and be signed to the Referee and to the secretary or official in charge of the opposing team at the time the infringement takes place or prior to the match kicking off.These protests and claims for ties and other protests by claiming/protesting club concerning the eligibility of players which must specify the grounds of ineligibility must be lodged in writing and be signed, accompanied by a deposit of ?40.00 by the protesting club to the Chief Executive and a verbatim copy lodged with the club protested against, both to be sent by recorded signed for or special delivery and to bear a postmark not later than the second day after the match (excluding Sunday). Where the protest regards an alleged ineligible player the club protested against must supply to the club protesting and the Secretary in writing proof of the player’s eligibility within 3 days of receipt of the protest. The required proof to be sent by recorded signed for or special delivery. The supplied proof will be used by the committee hearing the protest. If the protest is considered trivial or groundless the protesting club may be held liable for all or part of the expenses connected with the protest and forfeit their deposit. For all protests and claims for ties, the protesting/claiming club must have written proof in respect of their protest/claim. The specific grounds must be supported by written proof e.g. a protest/claim has been properly lodged, original recorded posting receipts, a certificate proving that the match was listed by the relevant match secretary, a certificate that a player participated in the match or a certificate that a specific player was either registered or not registered or that a person was suspended. All protest/claim letters must be signed by a registered club official of the protesting/claiming club. For all unfulfilled fixtures or matches abandoned by the referee, the General Purposes Committee or relevant Regional/League Committee will determine the status of the match, no protest or claim is required.On being notified of a team’s inability to fulfil a scheduled fixture the tie will be awarded to the opposition and the offending club fined the sum of ?50. On the second occasion a team fails to fulfil a fixture the fine will increase to ?100. On the third occasion as well being fined the sum of ?100 it will have to pay a bond of ?250 which will.be forfeited it fails to fulfil another fixture.All teams are reminded of the fact of the number of players they can register and the possibility of playing up to 4 Trialists in League Matches The Match Secretary will have full authority to reschedule fixture in the event of extenuating circumstances e.g bereavement or accident or Covid regulations.Neil A. Paterson Secretary ADJFAPLEASE READ THE PROCEDURES FOR for not being allocated a referee or referee call-off see belowProcedure for not being allocated a referee or referee call-offFrom the Match Secretary Carol; Baxter If your fixture appears in the fixture list or Evening Express with no referee and you are the home team, you should make your courtesy phone call to your opponents and discuss what you would both want to do in the event of the Association being unable to supply you with a referee. Similarly, if your referee calls off I will let you know and then we follow the procedure above and below.I will call you on the morning of the match sometime around 9.30am and I will advise you that I still haven’t managed to get you a referee. I will then ask you whether you want to play or not.If you tell me you don’t want to play without a referee, then I will give you permission to put the match off and advise you to call your opponents and let them know, too.If I manage to acquire a referee for your match you will be notified as soon I have the referee’s name and details.Please do not call me to ask me if I have a referee for you, as I would call you as soon as I had one.Even if you have been allocated a referee you should make your courtesy calls promptly as we have found out this week that referees are still on holiday but we were not aware of this. This added to the number of matches with no referees.If you call your referee and he can’t do his game, get in touch with me immediately.Currently, the best chance of getting a referee is if one of our own matches goes off. If your match goes off, for whatever reason, please notify me promptly, particularly if you have a referee, so that your referee can be transferred to another match and prevent it from going off, too.The above procedure should be followed by Sunday teams too. The only difference being that the decision to put the match off would be taken earlier, possibly even putting the match off on the Saturday evening if lengthy travel was involved with a 10.30am kick-off. 10. Remember! You do not have to play if you are not allocated a referee. You can play if the two teams agree to play.
