| |

|“Addiction and Recovery” |

|This course should examine the aspects of drug use and abuse to the path of addiction and recovery. This course should look at the physical and psychological areas|

|of drug addiction and some indicators of predicting addiction. How does the brain function during a drug use and addiction? What are the various types of |

|withdrawal and how the addict can relapse? This training should also provide the newest information on treatment, counseling, and recovery efforts. |

|(This class will be offered six (6) times at our Basic Training Academy within 25 miles of Harrisburg or Elizabethtown.) |

| |

|“Extremism & Hate Groups” |

|This training should examine the many aspects of involvement with the Hate Movement in the United States. |

|It will discuss how youths are recruited, and the motivations used by recruiters, including the use of alcohol, |

|drugs, and the promise of a better tomorrow. Participants’ should be able to identify the many tattoos, signs |

|and symbols that are used by hate group members. This training should also examine hate related graffiti |

|and the messages in Skinhead music. |

|(This class will be offered two (2) times within 50 miles of the following locations; Harrisburg, and King of |

|Prussia.) |

|“Gangs Overview - BTA” |

|This training should be designed for probation and parole field and institution staff. This class will offer the |

|skills to recognize the danger aspects of gang trends, tactics, mentality, non-verbal cues and violence. It will |

|also address how to recognize and identify gang members. This training should focus on how gangs interact |

|with other gangs in their neighborhoods, and participants will gain knowledge on how to identify the many |

|signs and symbols used by those involved with gangs, such as tattoos, graffiti, clothes and colors. |

|(This class will be offered six (6) times at our BTA within 25 miles of Harrisburg or Elizabethtown.) |

|“Hidden Weapons” |

|This training should introduce the participants to a variety of hidden weapons that are available in today’s society. Examine homemade zip guns, weapons that can |

|be made from items purchased at a local hardware store. Ordinary items and knives that can be purchased from the internet that are lethal weapons. Review the new |

|types of stun guns and pepper spray weapons available for purchase. This training should also cover non-verbal cues a person is armed, and the traditional hidden |

|handgun, home, vehicle and body search. |

|(This class will be offered three (3) times during the time period listed above. One (1) time, within 50 miles |

|of the following locations; Chambersburg, Erie, and Williamsport.) |

|“Media Violence & Society” |

|This training will be designed for probation and parole field, and institution staff, to increase awareness of |

|how violent television programs, video games, movies, and music affect people, in turn, causing them to act |

|violently. This training should also highlight other factors that may lead to violence by young people. |

|(This class will be offered three (3) times during the time period listed above. One (1) time within 50 miles |

|of the following locations; Greensburg, Harrisburg, Philadelphia.) |

|“Officer Safety and Survival” |

|This training should be designed to provide the Probation and Parole agent with information on the vast variety |

|of weapons that are available to criminals today. This training should provide the agent with information and |

|tools critical to survival in various confrontations. It should discuss the physical, psychological, and emotional |

|techniques and strategies to win lethal confrontations. Other topics that should be covered in this training are |

|search techniques, miscellaneous weapon recognition, sizing up your opponent, the criminal mindset, action vs |

|reaction, and what is the body actually capable of from a medical point of view. |

|(This class will be offered three (3) times during the time period listed above. One (1) time, within 50 miles |

|of the following locations; Butler County, Reading, State College.) |

|“Probation Agents and Gang Safety” |

|This training should cover the increasing number of gangs and gang activities across the nation and how they are effecting the smaller communities. What is the |

|influence of the larger gangs here in Pennsylvania? Discuss the physical signs of gang involvement, gang signs, colors, tattoos, clothing and their messages in |

|public graffiti. This training should help the probation and parole agent how to safely interact with these individuals and recognize their dangerous verbal and |

|non-verbal communications. Discuss how each gang is structured, operate, and the new dangers that are present in dealing with these gangs. |

|(This class will be offered three (3) times during the time period listed above. One (1) time within 50 miles of |

|the following locations; Adams County, Altoona, and Meadville). |

|“Radical Groups and Movements” |

|This course should examine the numerous single issue and multi issue left wing and right wing radical groups that are present in our society. What is the lone |

|wolf philosophy and tactics as well as the organized riots and protests that these groups engage in. This training should explain the progression from |

|well-intentioned cause to radical terrorism, and prior actions and incidents that have been committed by individuals within these groups. |

|(This class will be offered three (3) times during the time period listed above. One (1) time within 50 miles of the following locations; Altoona, Greensburg, |

|Meadville.) |

|Meth: Creation to the End User” |

|This course should examine the various street methods used to produce methamphetamine. |

|(This class will be offered three (3) times during the time period listed above. One (1) time within 50 miles of the following locations; Altoona, Greensburg, |

|Meadville.) |

|Supplier Experience and Qualifications |

|1. The courses should be presented by the actual developer(s) of the course. |

|2. Experience conducting classes for law enforcement. |

|3. Experience working in the field of subject matter. |

|4. Experience providing course to members of the private sector within the Commonwealth |

|5. Experience providing similar classes at college/university levels. |

| |

|NOTE: Vendor or vendor employees must be able to provide all listed trainings, at all listed locations. |

|Award will be made to one ITQ vendor, who can meet the requested experience and qualifications |

|To conduct all listed trainings in this bid. |

|Supplier Responsibility |

|The PA Board of Probation and Parole reserves the right to broadcast this training, utilizing various distance learning technologies as it deems necessary. |

|Vendor will be responsible for the cost of all handout material, audio/visual equipment, training equipment, travel, meals, lodging, etc. |

|Each facility arranged by the Board will include a projection screen, dry erase board/markers, or a |

|Easel pad holder and paper, at no cost to the vendor. |

|The Board will not be financially responsible for any break snacks, food, or drinks during this training, |

|nor will any be supplied by the Board. |

|5. Vendors shall provide PBPP with the completed, Contractor Prior Experience Submittal, (Attachment – |

|A-1), the Cost Matrix, (Attachment B), all available dates to conduct this training, when returning the |

|suppliers quote form. |

|6. The following materials should be included with your quote/bid pricing: |

|Handouts, books, or participants manuals |

|Training material and aids |

|Audio visual equipment to conduct the training. |
