The January 16, 2020, LEPC meeting of the Fort Bend County LEPC was called to order at 2:30 p.m. by Jorge Galindo, chairman. Jorge thanked everyone for their attendance and reminded all to be sure to sign/update the LEPC roster before leaving.
MINUTES – Approval
The November 21, 2019, LEPC minutes were reviewed and a motion was made and seconded to accept the November 21, 2019 Minutes. The motion carried.
TREASURER’S REPORT: Bob Gaffney reviewed the Treasurer's Report supported by recent credit union statements. A summary of account balances is as follows:

COMMITTEE REPORTS
Public Education & Awareness – Nathan Green

➢ Facebook – Status Update - discussion tabled until the new hire gets up to speed.
➢ P-Card vs. – Shayne Carter mentioned another alternative for contributions to the LEPC might be a account. He will mention it to Nathan Green who is researching adding a donation button on the FBC LEPC Facebook page.
➢ “Wally Wise Guy” promotion – Status Update

➢ Treasurer's Report - reported above.
➢ status - no change
➢ website domain and email accounts for the FBC LEPC were due to expire in November 2019. The Executive Committee agreed to renew the accounts and instructed the secretary/treasurer to complete that action for the LEPC in October 2019.
2020 Goals for the Administrative/Finance committee
Coordinate the annual update of the Texas LEPC Membership Update Form (TDEM Form #151) for the county judge's signature in January 2020.
Prepare the LEPC accounts for independent audit (date to be determined).
IRS 990N e-postcard tax form - notice from IRS re: failure to file in 2018

Emergency Response – Alan Spears, Frank Garza, Doug Barnes
➢ Alan Spears advised the membership that the FBC Hazardous Materials Response Team is a Level Two response agency but will soon become elevated to a Level One response agency with the purchase of a specific piece of equipment to be added to their operational inventory. Funds have already been approved. Existing occupants will begin moving to the temporary facility in mid January 2020.
➢ Mike Ferrel and Alan Spears coordinated distribution of periodic changes to the NalCo/Champion materials and products listing to fire chiefs in Fort Bend County.
➢ Doug Barnes summarized incidents of significance since the last formal LEPC meeting in mid-August. The summary does not represent all of the HAZMAT calls the county team responded to. The reported incidents are as follows:
1. On 11/19/2019 - a motor vehicle accident in Sugar Land resulted in a diesel spill.
2. On 11/25/2019 - a motor vehicle accident in Rosenberg resulted in a diesel spill.
3. On 11/27/2019 there was a natural gas pipeline leak in Rosenberg.
4. On 12/6/2019 there was a chemical spill in an industrial lab at Baker Hughes in Sugar Land. A cabinet with numerous different chemicals stored in glass containers fell over and the chemicals spilled onto the floor.
5. 2. On 12/9/2019 - a motor vehicle accident in Beasley resulted in a diesel spill.
6. On 12/12/2019 - a motor vehicle accident in Fresno resulted in a diesel spill.
7. On 12/13/2019 - a motor vehicle accident in Needville resulted in a diesel spill.
8. On 12/20/2019 - a motor vehicle accident in Rosenberg resulted in a diesel spill.
9. On 12/28/2019 - a motor vehicle accident in Rosenberg resulted in a diesel spill.
10. On 1/3/2020 - a residential gas leak in Katy.
There were no injuries or environmental issues from the incidents reported herein.
OLD BUSINESS
➢ TIER II Donation Response – Status Update - J. Galindo.
➢ Thank you letters going to donors - J. Galindo
➢ 2019 Subcommittee plans/strategy/budget - Status Update (Committee Chairs)
Bob Gaffney made a motion that budgets for committees should include expenses, safety fairs, and costs for LEPC work meetings such as meals at restaurants. Meal costs should be reasonable and economical. Jorge and Shayne seconded and the motion carried.
NEW BUSINESS:
➢ Potential for initiating TIER II contributions on the FBC LEPC Facebook page. Alan took an action to discuss a this with the new OEM emergency planner responsible for for familiarization with the LEPC Facebook page. A pending action is to add a donation button to the Facebook page to enable facilities to contribute to the LEPC.
➢ Alan Spears advised rebuilding the existing FBC OEM building at 307 Fort Street, Richmond, TX remains on schedule. but business in the existing facility will be maintained until contractors advise otherwise and movement of the OEM operations transitions to the Gus George Law Enforcement Training Academy, 1521 Eugene Heimann Cir, Richmond, TX 77469.
