Use and issuance of Finnair eTickets from 1 June 2008

Effective from 1 June 2008 IATA will withdraw all paper documents from IATA BSPs. From this date travel agent is not allowed to issue any BSP paper documents for AY.

All Finnair flights will be available for electronic ticketing and all Finnair’s interline agreements (in cases where AY documents can be issued) will be available for electronic ticketing. The list of Finnair’s interline agreements is stored in GDSs. That list is subject to change.

1. AY Ticket Issue Policy

Finnair can be selected as validating carrier by travel agents according to the below described rules:

1.1. Published fares

a) AY participates in the transportation shown on the ticket (AY code is recorded as the transporting carrier on the electronic flight / value coupon) and there is a valid interline agreement between Finnair and all transporting parties shown on the ticket.

b) An airline which AY represents as GSA in the country where the ticket is being issued, participates in the transportation shown on the ticket (its code is recorded as the transporting carrier on the electronic flight / value coupon) and there is a valid interline agreement between Finnair and all transporting parties, subject to there are no conflicting restrictions in the fare rules.

In case of violation against to the above in a) and b) described AY Ticket Issue Policy, Finnair will issue an ADM to collect a ticket issuance misuse fee of EUR 50 or equivalent per such issued ticket.

1.2. Private / Negotiated fares

Finnair can be selected as validating carrier by travel agents only in case of Finnair tariff / Finnair fare is being used.

In case of violation against to the above described AY Ticket Issue Policy, Finnair will issue an ADM to collect the difference between the highest published applicable interlineable fare and the remitted fare.

2. Instructions for non eTicket situations

The below written information covers the special details where eTicket is not yet possible to issue.

2.1. Infant tickets

Carriers listed below have interlineable eTicket (IET) with Finnair but their system is not able to accept eTicket for infant

Travel agents can issue eTicket for the adult and send PTA to Finnair requesting Finnair to issue a paper ticket for the infant.

2.2.Unaccompanied minors (UM)

Carriers listed below have IET with Finnair but their system is not able to accept eTicket for Unaccompanied minor.

Travel agents can send PTA to Finnair and request Finnair to issue a paper ticket.

2.3. Open segments

Carriers listed below have IET with Finnair but their system is not able to accept eTicket for open segments. Finnair will not issue paper tickets for travel agents in these cases. The travel agent should book the preferred flights in order to be able to issue the eTicket.

2.4. Itineraries containing more than 16 segments

Travel agents can send PTA to Finnair and request Finnair to issue a paper ticket.

2.5. Non IET itineraries

Itineraries containing transportation on Finnair and

- where Finnair’s IET partner is marketing carrier on a code share route and AY has no IET agreement with the operating carrier

and /or

- where Finnair’s IET partner’s flight is not available for eTicket

Travel agents can send PTA to Finnair and request Finnair to issue a paper ticket.

2.6 Excess baggage

Travel agents are not allowed to issue any documents for excess baggage.

3. PTA procedures

The eTicket must always be issued.

PTA can be used to request Finnair to issue paper ticket as described above in 2.1., 2.2 and 2.4., 2.5. Effective on/from 1 June 2008 Finnair will not charge any PTA fees

Travel agents can send the PTA to Finnair by vMCO or IATA vMPD.

4. Change fees

Whenever the travel agent makes changes to the PNR, the applicable changes have to be done and fees collected to the issued eTicket. Omitting this procedure causes inconveniences to the passenger at the check-in.

Travel agents have the following options to collect change fees.

4.1. Paperless vMCO if it is supported by the GDS used by the travel agent

This is Finnair’s most preferred option and this procedure must be used whenever possible.

The following minimum details of the vMCO must be inserted to the PNR (all other GDSs except Amadeus).

4.2. Q-surcharge

Q-surcharge requires the reissue of the ticket. This procedure can be used only in case there still is at least one unflown Finnair operated flight within the route which is being changed. The Q-surcharge is applicable to the first unflown Finnair operated flight segment.

According to the industry rules, when the Q-surcharge is applicable to a specific segment, imprint the ‘Q’ followed by the amount immediately after the segment to which it applies.

Example: AGP_IB_MAD_AY_HEL_Q50.00FC_POR

In case the Q-surcharge is not in the fare calculation according to the fare and industry rules, Finnair will issue an ADM to cover the applicable Finnair’s revenue loss in the interline billing.

4.3. IATA vMPD

IATA will instruct how to use the vMPD. Finnair has assigned BSP travel agents with authority to issue a V-MPD (transaction MV50) via BSPlink.

Finnair grants permission for the following Issuance Codes:

J – Deposits / Down payments

K – Refundable balancies

N – Cancellation fee

P – Rebooking fee domestic

Q – Rebooking fee international

1 – PTA

5. Group deposit

The group deposit will be collected either by vMPD or vMCO. The vMPD/vMCO number must be inserted into the PNR:

6. Itinerary changes after ticket issuance

Ticket must always match with the latest booking. After each change revalidation or reissue must be done accordingly.

7. Manual MCOs / MPDs

In some countries the IATA BSP continues to process manual BSP MCOs. Finnair will not accept these on/after 1 June 2008, except in P.R. of China.

In P.R. of China travel agents are allowed to use the manual BSP MCO for collecting change fees, deposits and sending the PTA to Finnair.
