| 14. General Summary of Function/Purpose of Position |

|The primary mission is to provide fire detection and aid fire suppression efforts within the Eastern Upper Peninsula. Other |

|flights are on request from other divisions or agencies. Non-flying duties are varied and assigned by the manager. |

| |

|Employees in this job pilot or co-pilot state aircraft for forest fire detection, and related transportation or natural resources duties. Work includes |

|preventative maintenance on aircraft, radio communications, and ground observation and requires application of knowledge of federal aviation laws, regulations,|

|airport procedures, and departmental rules. |

|The employee performs a full range of aircraft flight assignments including acting as pilot-in-command of single-or-multi-engine fixed wing aircraft or |

|helicopters. The employee exercises extensive independent judgment in making decisions that may include taking immediate actions with limited opportunity to |

|consider various alternatives. |

|Unmanned Aircraft Systems (UAS) continue to share a larger landscape in the National Airspace System and are a part of the Michigan Department of Natural |

|Resources pilot assignments. |

|This is the advanced level. The employee serves as a senior worker performing the most complex aircraft pilot assignments. Senior-level employees perform |

|complex assignments beyond those expected at the experienced level which have been approved by Civil Service. |

|JOB DUTIES |

|Pilots or co-pilots, single or multi-engine fixed wing airplane, seaplane, or helicopter in all seasons, times of day, and weather conditions, in accordance |

|with applicable laws and safety regulations. |

|Flies missions for forest fire detection and control, wildlife census, law enforcement patrols, forest pest damage surveys, aerial photography, search and |

|rescue, and other natural resources purposes, and does related ground observation. |

|Transports state officials, other persons, and materials and equipment by air on state business. |

|Evaluates current and forecasted weather conditions prior to and during flights as well as other information relating to the safe conduct of flights. |

|Performs pre-flight inspection of aircraft and assists in other inspections, as needed. |

|Communicates by radio with airport control towers and with ground fire-fighting units and others as needed. |

|Maintains records of activities, flight logs, operating expenses, and maintenance. Reports equipment malfunctions to appropriate personnel. |

|Keeps informed of changes in departmental rules related to the work, and federal flight laws and regulations. |

|Determines flight routes and altitudes for safe and efficient flights, and files flight plans. |

|Coordinates flights to prevent scheduling conflicts. |

|Informs passengers of safety provisions. |

|May perform routine maintenance functions, such as oil, spark plug and tire changes and other preventive maintenance as allowed by FAA Regulations. |

|Performs related work as assigned. |

|Aircraft Pilot 13 (Senior Worker) Performs on a regular basis the most complex aircraft pilot assignments. |

|General Summary of Duty 1 % of Time 50 |

|Fly missions for forest fire detection and control of the Eastern UP of Michigan, as well as for other FRD needs. The position will also fly missions for other|

|Divisions in regards to needs they might have in the Eastern UP of Michigan. |

|Individual tasks related to the duty. |

| |

|Fly assigned fire patterns for the purpose of detecting fires. When a fire is located, report the location, size, type of cover, condition and rate of |

|burning, and special needs that may be required to protect buildings and property. |

|Advise arriving fire equipment, by radio and visual signals, of the best route to the fire. |

|While firefighters and equipment are working the fire, report the progress of the fire and keep the firefighters posted on conditions that may affect their |

|safety, report the nearest water source, and if needed, the shortest route for running hose lines. |

|If needed, relay radio traffic from station to station, or between units. |

|Flights are used to check types and quantity of timber, to determine classification of property for tax purposes, check disease patterns and insect |

|infestations. |

|Flights will include specific flight lines for aerial photography and may be used for snowmobile trail planning and campground attendance. |

|Includes occasional transportation flights for Department employees. |

|Flights are conducted to survey wildlife projects including but not limited to: moose, wolf, elk, deer, eagle, osprey and waterfowl. The flights are conducted|

|in various conditions and environments. Many surveys require the flight to be conducted at low altitudes in both populated and wilderness settings. |

|Law enforcement flights provide surveillance for night and daytime activities. These include but are not limited to: illegal deer shining, commercial and |

|sport fishing activities, off road vehicle violations, locating illegal crops, illegal baiting/feeding, locating stolen vehicles, search and rescue for missing|

|persons and overdue aircraft. |

|Administrative duties for the management of Aircraft in Newberry |

|Individual tasks related to the duty. |

|Scheduling of flights, preflight planning, including current and forecast weather and airport conditions. |

|Compiling aircraft use and billing information each month and generating the necessary reports. |

|Maintaining current records for pilot time, fuel used, and maintenance cost. |

|Continued training to maintain proficiency in aviation, fire sciences, and computer applications |

|Where practical perform general upkeep and preventative maintenance, as allowed by FAA regulations, on Department aircraft. Including but not limited to oil |

|and filter changes, reconditioning sparkplugs, lamp replacement and tire replacement. |

|Keep current records on maintenance performed and when it is next due. |

|Arrange for maintenance and inspection that need to be completed by an FAA authorized maintenance facility. |

|Update and maintain aircraft avionics firmware. |

|UAS/Drone Missions in the Eastern UP District |

|This position is responsible to fly requests for U.A.S./Drone missions in support of DNR Divisions and other agencies as approved. |

|Required skills in operating UAS equipment, including mapping and photo/video missions to support various DNR projects. |

|Missions can occur during all four seasons and conducted in accordance with the Michigan Department of Natural Resources UAS Program Guide and FAA Certificate |

|of Authorization. |

|Update and maintain UAS firmware and flight records/database. |

|Maintain email correspondence. Compose written communication as needed. |

|Maintain hanger appearance and condition. Items include: mowing grass, snow removal and general building maintenance and cleaning. |

|Physical effort includes: lifting of items that don't exceed 50 pounds, manually moving aircraft in and out of the hangar, climbing ladders to fuel high wing |

|aircraft, and effort normally associated with maintenance related activities. |

|Environmental conditions include the full spectrum of all four seasons. Winter activities require outdoor exposure down to -15 degrees F. Exposed to oil, |

|avgas, hydraulic fluid, mineral spirits, acetone and various cleaning products. Flight environment includes low level flying. |

|Intensity of exposure is generally light. Frequency depends on flight activity but is fairly consistent |

|throughout the calendar year. |

|Primary function is fire detection and aiding forest fire suppression efforts in the Eastern UP. In addition, this position completes assignments for other |

|divisions and agencies including low level flights. This position is also responsible for aircraft management and UAS flight missions as assigned. |

|This position is now responsible for the entire Eastern UP pilot and aircraft related duties. |

|DNR aircraft have become increasingly more sophisticated and complex with new Technically Advanced Aircraft (TAA) requiring this position to become proficient |

|with this technology and instruct other pilots in the use of the equipment. |

|In addition, Unmanned Aircraft Systems (UAS) have been implemented in the Department of Natural Resources air operations program. |

| 25. What is the function of the work area and how does this position fit into that function? |

|Administration and management of State Forest Lands, fire and forest health management of public and private resources and maintenance of buildings, equipment,|

|roads, bridges and recreational facilities. This position will provide air coverage for these management purposes. |

| 26. In your opinion, what are the minimum education and experience qualifications needed to perform the essential functions of this position. |

|EDUCATION: |

|Knowledge typically acquired through completion of high school. |

|EXPERIENCE: |

|Three years of experience piloting single and multi-engine fixed wing aircraft or helicopters, and completion of 1000 hours of flying time not less than 200 |

|hours of which must have been within the last two years. |

| |

|KNOWLEDGE, SKILLS, AND ABILITIES: |

|Wide range of knowledge required; navigation, mechanical, weather, FAA regulations, FAA air traffic control system, local air traffic restrictions, fire |

|detection and suppression techniques, FAA and DNR radio procedures. |

| |

|Knowledge of fire behavior, fire suppression strategies and tactics, and fire suppression organization is preferred. Fire Science training will be provided in|

|accordance with National Wildfire Coordinating Group (NWCG) to successful candidate. |

|FAA Commercial Pilot Certificate with single-engine or multi-engine land, instrument rating. |

|FAA Certified Flight Instructor rating. |

|Valid Michigan driver’s license to operate state vehicles. |

|Second Class Medical Certificate. |

|FAA 107 Remote Pilot License. If not already acquired, pilot would have 3 months after hire to attain the rating. |
