At the hour of 8:30 a.m., the Board of Commissioners of McCone County, Montana, met in regular session with James Moos, Alan Stempel, and Janet Wolff present. Presiding Officer James Moos called the meeting to order. The pledge of allegiance was recited. The agenda was approved.

The August 22, 2016 minutes were read and approved as corrected.

Allen Rosaaen, South Road Foreman, met with the Board to discuss the Zahn gravel pit. The

road crew is currently working on the Union and Mayberry roads.

Tim Sorley, North Road Foreman, met with the Board to discuss the North Shop roof and vehicle windshield repairs caused from the hail storm earlier this summer. The posting of the load limit sign on the Nickwall Creek Bridge was also discussed.

Erin Ketchum, DES Coordinator, met with the Board to discuss the LEPC Chairperson position

and the approval of the Emergency Operations Plan review. Commissioner Stempel moved to appoint

Erin Ketchum as the LEPC Chairperson for a two year term. Commissioner Wolff seconded the

motion and the motion passed 3-0. The Board approved the Emergency Operations Plan for McCone County.

Commissioner Stempel and Commissioner Wolff reported on the MACo Districts 1, 2, and 3

meeting they attended in Forsyth on August 30, 2016.

The Board reviewed and approved the payroll for the month of August, 2016. Voucher #3 for warrants #81841 through #81864 was issued in the amount of $39,496.83. Voucher #1004 for automatic deposits in the amount of $59,346.93 for a total payroll of $98,843.76 was reviewed and approved. (Copies of the vouchers and payroll register are on file in the Commissioners’ files.)

Payroll Deduction Voucher #1005 for warrants #81865 through #81867 in the amount of $31,207.16 was reviewed and approved. (A copy of the voucher is on file in the Commissioners’ files.)

The Board reviewed and approved county claims for the month of August, 2016. Voucher #1006 for warrants #74365 through #74468 for the amount of $162,277.01 was signed at this time. (A copy of the claim register and voucher are on file in the Commissioners’ files.)

The officers’ reports for August, 2016 were reviewed and approved for the Sheriff, Clerk of Court, Justice Court and Clerk and Recorder. (Copies of the reports are on file in the Commissioners’ files.)

The Board reviewed and approved time sheets for August, 2016 for the employees and department heads under the supervision of the County Commissioners.

The meeting was opened to public participation at 1:00 p.m.

Ken Nelson, County Agent, met with the Board to discuss building locks, property/liability

insurance, and building permit issues.

Denise Schaffner, who replaced Jerry Schlepp as the District II Alcohol and Drug Executive Director, met with the Board to discuss the Alcohol and Drug Program.

Commissioner Stempel reported on the Circle Housing Co-op Pilot Community Project meeting

he attended on September 2, 2016.

The Board reviewed the Contract with Tumblewood Environmental, Inc. for Sanitarian Services extending until June 30, 2017 in the annual amount of $6,600. Commissioner Wolff moved to approve the Sanitarian Contract and Commissioner Stempel seconded. The motion passed 3-0. (A copy of the contract is on file in the Commissioners’ files.)

The Board reviewed the FY2017 Extension Services Agreement between Montana State University Extension and McCone County. Commissioner Stempel moved to approve the agreement

and Commissioner Wolff seconded. The motion passed 3-0. (A copy of the agreement is on file

in the Commissioners’ files.)

The Board reviewed an encroachment permit for McCone Electric Co-op., Inc. Commissioner

Wolff moved to approve the encroachment permit and Commissioner Stempel seconded. The motion

passed 3-0. (A copy of the permit is on file in the Commissioners’ files.)

The Board met with Nancy Rosaaen, McCone County Health Center CEO, and Jackie Gardner,

MCHC Representative, at the Health Center to view the proposed modular building site.

The Board discussed the purchase of a F-250 4X4 Supercab pickup for the North Road department. Commissioner Stempel moved to approve the purchasing of the 2017 Ford F250 from Eissinger Equipment in the amount of $35,400.00 and Commissioner Wolff seconded. Motion passed 3-0. Maridel Kassner, Clerk and Recorder, was instructed to apply for a Board of Investment Loan for the pickup purchase at the interest rate of 1.55% and payments will be made from the Local Option Tax Fund.

Correspondence occupied the Board the remainder of the day.

The meeting adjourned at 5:00 p.m.
