A meeting of the SARAA Airport Operations Committee took place on Friday, April 18, 2019 and was called to order by Mr. Hume at 8:00 a.m. in the David C. McIntosh Boardroom, Harrisburg International Airport with the following members of the Committee present:

Public Comments:

Bart Kaminski, Hop Hedz: Mr. Kaminski introduced himself and said he is the President/Founder of Hop Hedz Gear, LLC. He is the event coordinator for the Hop Hedz Hangar Jam scheduled for May 11th at Skyport Aviation. He said the festival includes a group of bands, some local skateboarding teams and bike riders who perform aerial stunts. The event will include local beer, wine and food, and would run from Noon until 5:00 p.m. He found out yesterday that permission for this event was not done properly, and that the Airport Authority has some concerns about the event. He emphasized that this event would be good for the airport and aviation. There would be financial gain from the hangar facility rental fee. The advertising would promote the aviation school and the aviation industry. Local businesses would benefit. Also, 20 free tickets will be given away to the Fairview Police Department and Fire Department and EMT first responders, and 20 free tickets for the New Cumberland Police Department and Fire Department and EMT. All alcohol will be provided by Pennsylvania owned breweries, wineries, etc. There are two charity partners involved including Kisses for EB and Elliott’s CP Journey. There is security, crowd control and insurance. He said that the airport assumes no liability from the event.

Carl Adkins, General Manager, Skyport Aviation: Mr. Adkins said that this is a charitable event and would promote the airport and aviation. He said there have never been any problems with Mr. Kaminski’s events. Mr. Adkins said that he is just trying to promote the airport, and this event would reach a different demographic of people.

Dana Cedeno: Ms. Cedeno said that Kisses for EB is a non-profit organization and this is Mr. Kaminski’s charity of choice. Her grandson was born with this rare skin condition.

Minutes: The minutes of the March 20, 2019 Airport Operations Committee were deemed approved.

Delta Development:

Airport Drive: Total secured funding is $2,382,548. The PennDOT (Multimodal Transportation Fund and Bureau of Aviation (TAP) grants are pending.

Air Cargo Expansion: The Redevelopment Assistance Capital Program (RACP) grant request for $2.0 million was submitted on January 31, 2019. This request is pending.

SARAA Strategic Planning Goals for 2019/2020:

HIA: Building 26 & 96 Demolition ($2.8 million); HIA roadway signing ($800,000 to $1 million); Reconstruct Airport Drive

Capital City Executive Airport: Hangar #2 Renovations ($500,000 - $1 million)

Franklin County Regional Airport: FBO facility replacement ($500 - $1 million); Main Hangar improvements ($500,000 - $600,000)

Gettysburg Regional Airport: Main hangar demolition and temporary replacement ($300,000 - $400,000)

Enplanement Report:

Mr. Miller reported that March passengers totaled $125,157, which is 6.2% ahead of budget and 21.4% ahead of March 2018. This was the second busiest March ever. The first quarter 2019 was the fourth busiest in history with 322,733 passengers, 6.7% ahead of budget and 14.8% ahead of first quarter 2018. Departing Seats were up 4.2% vs. budget, and up 0.8% vs. last year. The first quarter, 2019 had a record Departing Load Factor of 86.5%, up 5.2 points vs. budget and up 7.4 points vs. first quarter, 2018. Landed Weight for March was 103.5 million pounds, up 6.6% vs. budget and up 9.5% vs. March 2018. Cargo airlines were up 11.5% vs. year-to-date 2018. Air cargo tonnage was up 6.5% vs. year-to-date 2018. Year-to-date MDT operations were 3,179, down 5.3% vs. year-to-date 2018. CXY operations were 1,635, up 9.5% vs. year-to-date 2018 (the busiest first quarter since first quarter 2013).

Events:

Airport Career Day: This event will be held on May 2nd and is with Piedmont Airlines, Pittsburgh Aeronautic Institute and Capital Area Intermediate Unite

Hurricane Hunter Tour Event: This event will be held at HIA on May 7th and will be open to the public from 2:00 p.m. until 5:00 p.m.

Central PA American Public Works Association Tour: This event will be held on May 15th.

Douglas C-47 and P-51 Mustang test flights: This event will be held at Capital City Executive Airport on May 17th.

Sales Event: The Taking flight with AA Corporate Sales Event and DFW kickoff will be held on May 29th.

Frontier Airlines: Three-day per week service to Denver starts on May 2, 2019.

Allegiant Airlines: Non-stop service to Nashville begins on June 6th, 2019.

DFW Flight: The first DFW flight will be held on June 7th.

Project Update:

Mr. Aiello reported on the following:

HIA Construct Base Parking Lot: The contractor mobilized the first week of April. They installed the temporary AOA fencing, stripped the topsoil and began cutting and filling.

Runway Rehabilitation, HIA: This project will begin on May 6, 2019.

Airport Drive Rehabilitation, HIA: This project is scheduled to begin in mid-May, pending the receipt of the BOA RAP grant and the PennDOT District 8 Multimodal grant.

Parallel Taxiway, Phase 3, FCRA: Kinsley Construction stripped all of the topsoil and have begun base construction. The drainage is in place. This project is on schedule.

Pilots’ Lounge & Hangar, FCRA: SARAA has received the land development approval. A Board paper will be presented later in the meeting.

Perimeter Fence. GRA: The contractor is working on the punch list items. Work should soon be completed on this project.

Projects out to bid:

Dump Truck with plow, HIA: This project was advertised on March 24, the pre-bid meeting was held on April 9th, and bids will be opened on May 7th.

ARFF Vehicle, HIA: This project will be advertised on April 22nd, the pre-bid meeting will be held on May 9th, and bids will be opened on June 6th.

Parallel Taxiway, Phase 3 (Paving), FCRA: This project will be advertised on April 22nd, the pre-bid meeting will be held on May 7th and bids will be opened on June 4th.

PFOS/PFOA: Mr. Spaulding reported that in 2014 the Airport Authority was selling water to United Water, which is a community water system. The EPA was beginning to investigate PFOS and it was detected in the United Water system. At that time we discontinued selling water to United Water. We flushed our system and issued a public notice. In 2016 the EPA changed from a provisional health advisory level to a lifetime advisory level. This established a new combined level of 70 parts per trillion for PFOS and PFOA. Drinking water samples were taken on February 19th, 2019 and it showed that the PFOS/PFOA exceeded the advisory level in two of our source wells, and for the first time ever in our drinking water. Staff shut down the two source wells and notified the DEP. Confirmatory samples were taken and results showed the source wells and drinking water were below the advisory level. Because we had an exceedance we had to issue a public notice. On March 24th the two source wells were shut down and the bulk of production was shifted to the deepest well. Testing will now be done on a bi-weekly basis. The focus is putting well head technology carbon filtration on Well 12. The goal is to have all the equipment in place by the end of June.

Purchase Mini Pumper Firefighting Vehicle:

Mr. Edwards reported that this is to authorize the Executive Director to execute documents related to the purchase of a mini-pumper firefighting vehicle not to exceed $285,000. The replacement truck will have a larger capacity water tank than the current truck (300 gallon vs 100 gallon) and will provide enhanced capabilities to support other fire emergencies on SARAA property. SARAA has received a Dauphin County Local Share Municipal Grant from Dauphin County in the amount of $100,000 to be used for the purchase of a mini-pumper. As the truck will be delivered in 2020, the balance will be programmed into the 2020 Capital Improvement budget. The replacement vehicle is available through COSTARs at a current price of $283,350.

Aircraft Parking Plan, Terminal Apron, HIA:

Mr. Edwards reported that this is to award a contract to Airport Design Consultants, Inc. (ADCI) for the amount of $12,500 to prepare a parking plan for the aircraft gates at HIA. Due to increased air traffic at HIA, airlines encounter situations where they need to utilize another gate other than their scheduled gate. SARAA has obtained a proposal from ADCI to update the parking plan for all HIA gates. This plan will be developed using current and future fleet mixes, and can be utilized by the airlines and Operations to identify the type of aircraft that could be safely parked at each gate. ADCI recently completed a re-marking plan of the HIA Cargo Apron and are familiar with the site. Funding for this project will come from the professional services line item in the Engineering Department’s 2019 operating budget.

Cargo Apron Trench Drain Grate Evaluation, HIA:

Mr. Edwards reported that this is to award an engineering services contract to AECOM in an amount not-to-exceed $8,744 to perform an evaluation of the existing trench drain grates on the cargo apron. There was some damage that occurred to some trench drain grates on the cargo apron during snow removal operations. There is limited information available concerning the steel grates that cover the trench drains. AECOM is recommended to provide these engineering services because they are designing the cargo apron expansion project. AECOM can readily integrate the result of this evaluation into the future project. Funding for this project will come from the professional services line item in Engineering Department’s 2019 operating budget.

Award Overhaul TRANE Chiller, HIA:

Mr. Edwards reported this is approve the award of a contract to Enginuity in an amount of $69,000 to overhaul Chiller CH2 in the Terminal Building at HIA. SARAA’s Building Maintenance Department has requested to overhaul/rebuild the Chiller CH2 located in the north basement of the terminal building. This Chiller is used to cool water provided to the heating and air-conditioning system. Two firms submitted bids for this project, with Enginuity being the low bidder. Funding for this project can be included in the 2019 Capital Budget for SARAA.

Control Tower Catwalk and Ladders (Rebid), CXY:

Mr. Edwards reported that this is to award a contract to Swanson’s Excavation and Fabrication in an amount of $110,912.50 to Rehabilitate the Control Tower Catwalk and Ladders at Capital City Executive Airport. This project was designed to improve safety and mitigate deficiencies related to the exterior catwalk and railings that surround the cab and roof of the Air Traffic Control Tower. This project removes the catwalk and provides OSHA compliant railings and ladders to access the lower roof and cab roof. Four bids were received for this project. The lowest responsive bidder was Swanson’s Excavation and Fabrication. This project has been included in SARAA’s 2019 CXY Operating Expense budget.

Construct Hangar with Pilot Lounge:

Mr. Edwards reported that this is to amend the contract with Hoover Engineering Services to increase their amount by $4,960 for a new total amount of $50,460 to prepare a National Pollution Discharge Elimination System (NPDES) Plan for the construction of a new hangar with pilot lounge project at Franklin County Regional Airport. In August 2017, SARAA awarded a contract to Hoover Engineering Services to provide design and bid services to construct a 33 foot by 100 foot hangar that would house several airplanes with a section of the hangar being fitted out to accommodate a pilot lounge with restrooms. Hoover Engineering needed to modify their erosion and sediment control plans, perform additional hydrology calculations and coordinate with the taxiway engineer to integrate their plans and technical information. Hoover also had to respond to technical comments from the FCCD review. All of these tasks were not in Hoover’s original proposal and out of scope. This design project will be funded by SARAA from the Capital Improvement Account Reserve.

Leigh Fisher Engagement for Rental Car Negotiations:

Mr. Edwards reported that this is to authorize the Executive Director to execute an Airport Consulting Services Agreement with Leigh Fisher in the amount of $25,000 to provide Rental Car Program Assistance. The Second Amendment to the airport rental car concession agreement is scheduled to expire on December 31, 2019. Currently SARAA has six on-airport rental car vendors and one off-airport vendor. Leigh Fisher was instrumental in drafting the existing rental car agreement. Their continued engagement is recommended due to their experience in airport financial planning and knowledge of SARAA’s financial position. The source of funding for the Supplemental Agreement will be SARAA operating funds.

GA Maintenance Department Mower/Lease Agreement:

Mr. Edwards reported that this is to approve an operating lease agreement for one 2019 Toro Z-Master wide area commercial mower for use at all three SARAA-owned GA airports. The agreement will be a 48-month term with equal monthly payments of $621.09 with the options of purchasing it for the fair market value or returning it to the finance company at the completion of the agreement. This mower will be replacing two small New Holland mowers from 1998 and 2006. Funding for this project will come from a combination of Operations and Maintenance budgets of Capital City, Franklin County Regional and Gettysburg Regional Airports.

HIA Backup & Recovery Services Agreement:

Mr. Edwards reported that this is to authorize the Executive Director to sign a 3-year agreement with Appalachia Technologies, LLC for backup and disaster recovery management services for a monthly fee of $1,212.85. In 2016 SARAA began using a DATTO backup and recovery appliance. That agreement expires at the end of April 2019. In order to continue management from Appalachia and cloud-based backup services via DATTO without interruption, SARAA IT is requesting that a new 3-year agreement be signed with Appalachia Technologies. The three-year total amount is $43,662.60. Funding for this agreement will be provided by the 2019 IT Operating budget.

Corvette Club Agreement, CXY:

Mr. Edwards reported that this is to authorize the Executive Director to execute a license agreement with the Cumberland Valley Corvette Club for two low-speed autocross events on Sunday, August 4, 2019 and Sunday, October 13, 2019 at Capital City Executive Airport. The Cumberland Valley Corvette Club has requested space at Capital City Executive Airport to hold an autocross event, which includes an organized safe driver’s skill course. All cars are checked for safety before given approval to participate in the event. This event was successfully held in 2016, 2017 and 2018. The same agreement will be used for the 2019 events.

GA Airports:

Mr. Stevens provided an overview of what has been accomplished at Gettysburg and what the plans are moving forward. He said that SARAA acquired the Gettysburg Airport in 2006 with an FAA grant for $1.7 million to keep it as airport property. At the time it was privately owned and was in danger of being shut down and being sold to S&A Homes for development. A summary of what has transpired is given below:

2006 SARAA acquired GRA. $1,700,000

2007: Obstruction Removal of a home $74,000

2008: Airport beacon 19,000

2013: Acquired Easements for zoning protection 548,000

2014 – 2107: Design/Install Perimeter Fence 468,000

2015 – 2018: Rehab Runway 2,370,000

$5,872,000*

*This total includes an updated Airport Master Plan, a tractor that was acquired for snow removal, continuing obstruction work, and the start of the construction of the South Apron.

Future projects include $4.2 million based on the GRA Master Plan and include the first portion of the South Apron project which is in the permitting phase. This is estimated at about $4 million. The other project is obstruction removal which is estimated at $200,000. Discussion ensued.
