November 9th, 2020

The Sanborn City Council met in open session Monday, November 9th, 2020 at the Sanborn City Hall in the Donald Kroese Council Chambers. Mayor Randy Lyman called the meeting to order at 5:00 p.m. with the following Council present: Brian Visser, Aaron Wiekamp, Tim Devitt, Jerry Back, and Larry Reitsma. Others present: Adam Roelfs, Amber Jederberg, and Jim Zeutenhorst. Attending later in the meeting were Patrick Carlin, Brian Elgersma, Scott Ohrt, Ramo Ohrt, and Les Storm.

Motion Back, seconded by Visser to adopt the agenda and upon the roll being called, the following named members for the Council voted:

AYES: Visser, Wiekamp, Devitt, Reitsma, and Back.

NAYES: None.

Motion carried 5-0.

Motion Visser, seconded by Reitsma to approve the October 12th minutes, and upon the roll being called, the following named members of the council voted:

Engineer Gary Kurth with DGR Engineering called in to the meeting to discuss multiple topics with the council. First, he presented two price quotes to the council for 1st Street storm sewer drainage options. Kurth then presented a change order to aid in storm sewer drainage in the new housing subdivision. Also discussed were drainage options on Western Street, and Kurth gave the council an update on the Maris Estates pond.

A discussion was held regarding walking/biking trail options.

Members of the Sanborn Golf Board, including President Brian Elgersma, and board members Ramo Ohrt and Les Storm, as well as Greenskeeper Scott Ohrt presented to the board a request to upgrade to a new irrigation system at the Golf Course. They received a quote in 2019 from Toro totaling around $260,000.00. The new irrigation system would water the greens, fairways, and tee boxes. After much discussion with the council, the council requested that the Golf Board get two quotes from Toro. One updated quote for the new irrigation system, and one quote for just an overhaul on our current irrigation system. The Golf Board also informed the council that they would be conducted an interview on Wednesday the 11th for a new clubhouse manager. Elgersma also requested looking in to options to help keep geese off of the golf course.

Back introduced Resolution #2020-34 “A RESOLUTION AUTHORIZING AND APPROVING A LOAN AGREEMENT, PROVIDING FOR THE ISSUANCE OF$430,000 GENERAL OBLIGATION REFUNDING BONDS, SERIES 2020 AND PROVIDING FOR THE LEVY OF TAXES TO PAY THE SAME” and moved the same be adopted. Seconded by Reitsma, and upon the roll being called, the following named members of the council voted:

AYES: Visser, Wiekamp, Devitt, Reitsma, and Back.

NAYES: None

Motion carried 5-0.

Devitt introduced Resolution #2020-35 “A RESOLUTION TO APPROVE THE ANNUAL STATE URBAN RENEWAL REPORT”. Seconded by Back, and upon the roll being called, the following named members of the council voted:

AYES: Visser, Wiekamp, Devitt, Reitsma, and Back.

NAYES: None.

Motion carried 5-0.

Visser introduced Resolution #2020-36 “A RESOLUTION REAFFIRMING THE SALE OF CITY OWNED REAL ESTATE” and moved the same be adopted. Seconded by Back, and upon the roll being called, the following named members of the council voted:

AYES: Visser, Wiekamp, Devitt, Reitsma, and Back.

NAYES: None.

Motion carried 5-0.

Visser introduced Resolution #2020-37 “A RESOLUTION REAFFIRMING THE SALE OF CITY OWNED REAL ESTATE” and moved the same be adopted. Seconded by Back, and upon the roll being called, the following named members of the council voted:

AYES: Visser, Wiekamp, Devitt, Reitsma, and Back.

NAYES: None.

Motion carried 5-0.

Pay Request 6 for the Water Treatment Plant was presented before the council from Hoogendoorn Construction in the amount of $265,806.68. Motion Back, seconded by Reitsma to approve the pay request, and upon the roll being called, the following named members of the council voted:

AYES: Visser, Wiekamp, Devitt, Reitsma, and Back.

NAYES: None

Motion carried 5-0.

Pay Request 22 for the Wastewater Treatment Plant was presented before the council from PKG Contracting in the amount of $75,385.55. The pay request was denied due to the lack of a motion.

Motion Devitt, seconded by Reitsma to approve the O’Brien County Snowtrackers route request on the north end of Sanborn.

AYES: Visser, Wiekamp, Devitt, Reitsma, and Back.

NAYES: None

Motion carried: 5-0.

Motion Reitsma, seconded by Back to gift full time City of Sanborn employees in the amount of $175.00 Chamber Dollars, and part time City of Sanborn employees $75.00 Chamber Dollars for a Christmas bonus this year.

AYES: Visser, Wiekamp, Devitt, Reitsma, and Back

NAYES: None.

Motion carried: 5-0.

A discussion was held regarding issues at the tree dump. The City has been having issues with having unauthorized persons lighting the pile, causing smoke issues in town. The City will look in to camera options for the tree dump, increasing fines, or potential closure of the dump if it continues being an issue.

The next regular City Council meeting will be scheduled for Monday, December 14th, 2020 at 5:00 p.m. in the Council Chambers of Sanborn City Hall.

There being no further business to come before the Council, Motion Back, seconded by Reitsma to adjourn at 7:40 p.m. Motion carried 5-0.
