Andrews Ave, Fort Lauderdale, FL 33301Attendees: See last page.Armando Linares introduced the ePermits Electronic Permit Processing flyer to be distributed to City Managers tomorrow, September 12, 2013. He emphasized:This is to be a web interface.We are not building a permitting system.A solution that includes signed and sealed plans.The need for a cultural change to accompany the technical change.Municipal participation is voluntary.No non-County funding or revenue required beyond participation in Working Group and Subcommittees.The group discussed the New Business items:A new Design Professional subcommittee to be chaired by Chris Zimmerman. A new Marketing subcommittee to be chaired by the Greater Fort Lauderdale Alliance will confirm its chair.The first goal for ePermits will be conversion of building permits. Then, other permits including environmental, engineering, and zoning.Subcommittee chairs will name alternate chairs by the next meeting.Presentations to demonstrate what we have now followed:Gabbie Drice demonstrated the eInspectionUsed for 10,000 elevator inspections annuallyiPads with MiFi devices connect to databaseQR codes on elevators automatically populate inspection report fields with existing informationInspector can update or add informationReport automatically emailed upon completionInspectors love it!Armando added that things like comments can be spoken instead of typedThuy (twee) Turner demonstrated the eDevelopment ReviewCan be done 24/7 from anywhere instead of in person at counter (except paying impact fees, though eChecks are coming soon)Routing is electronic and concurrent reviews decrease turn-around time.Applicant is lead through the application, depending on their projectApplicant can upload documents and plans up to 50mb (by discipline)Can choose free Electronic Sign and Seal if plans not digitally signed and sealedElectronic approval certificate is issuedMunicipalities can search by number, date range or address to retrieve plans and documents. Subcommittees reported on their status:Sergio Ascunce reported for the Building Officials Subcommittee. Their first meeting was on August 21, 2013. He discussed two main tasks: Interface each building department having various resources and systems with the cloud service Defining the uniform permit applicationHe also mentioned that members were asked to consider how this was to be done with its advantages and disadvantagesJohn Siegle reported for the Construction Subcommittee. Their first meeting will be September 20, 2013. They are working on the mission and goals with the perspective of inspection and the members of the various licensing boards. Considerations are that permits are pulled in different ways.Kuntal Choksi reported for the IT Subcommittee.? Their first meeting was on September 6, 2013.? Seven (7) cities were represented at the meeting.? CIOs requested input from the other subcommittees.? It was determined that design of web service and APIs to existing systems would be important and need to happen upfront, even if they can’t be implemented until later. It was suggested that a representative from the Building Official’s Subcommittee participated in the IT Subcommittee. Kuntal mentioned the need for the Working Group to provide clarification on the scope of an online Uniform Permit Application for the IT Subcommittee. Kuntal also asked whether initial implementation of ePermits would include workflow/automated routing since that would likely require more intra-subcommittee coordination.Tom Dobbs reported on behalf of Vicki Morrow, out on medical leave, for the GIS Subcommittee. Their first meeting will be on September 24, 2013. Tom discussed how this will work. A point will be place on a map intersecting with various layers including the County, City, Waste Management, Contaminated Sites, and others. He also mentioned that ESRI is very interested in this project.There followed a discussion involving suggestions for web pages including changing of the names of the subcommittees shown there from Cities to Building Officials, and from Contractors to Construction. Jeff Halsey also reiterated the need for scope boundaries for the IT Subcommittee. The IT ePermit Interface slide in the Working Group Meeting Presentation which is based on How ePermits Works pertaining to the IT subcommittee was shown. It was agreed that those items on the slide comprise the scope of the project for the IT Subcommittee. Armando instructed Connie Boden to draft these points defining the IT web interface scope and send to Carlos (chair) of the IT Subcommittee in response to their request for clarification of the IT scope.
