A motion was made to approve the July 2007 NMC meeting minutes. This motion was seconded and the July 2007 NMC meeting minutes were approved.

Arshad Hafeez presented the PRI/Nadcap status report. Hill AFB has just subscribed as a prime. Audits scheduled through the end of 2007 are 111% of plan. Auditor capacity continues to exceed 30%. An MOU was signed with TWI (Welding Institute in UK). The Nadcap meeting in Istanbul attracted over 60 attendees from Turkey and there were no safety issues at this meeting. PRI professional development has had a 500% growth and has reached $500,000. eQuaLearn has been launched and offices are being developed in the Americas, London, China, and Japan. Chet Daté presented the NMC Chairperson’s report. It was noted that Mark Rechtsteiner will take over as NMC Chair January 1, 2008. Michel Pierantoni will become the NMC Vice Chair effective January 2008. The NMC sub-team leadership changes are as follows:

Globalization – Michel Pierantoni

Oversight – Mark Cathey

Standardization – Kevin Ward and Quan Lac

A sub-team was created to look into checklist questions that are perceived to have no technical requirement. The COMP/NMMT task group will begin balloting to two separate groups that cover different technical areas and were given approval to develop audit criteria for Prime Process Control Documentation at Raw Material Manufacturers. The 2007 Oversight audit will take place at PRI on Friday, October 25, 2007. For more details please see the attached presentation.

Chet Date reported that Supplier Merit is currently at 78%. Cycle time for initial audits is at 61 days and reaccreditations are at 48 days. There are no audits open over 120 days and only 9 audits are open over 90 days. On time accreditations are 91% on time.

The definition of a Verification of Correction Audit was modified to:

A supplemental audit to verify that corrective actions have been implemented for a limited number of identified findings.

Camille Valmy gave an update regarding the translation of documents. It was also noted that the translation of auditor handbooks is not realistic and is not required. For more details please see the attached presentation.

Mark Rechtsteiner reported that the task group chairs and staff engineers are to review the proposed Failure, and Merit criteria with their respective task groups. The sub-team is also working on standardizing staff delegation. A team was also formed to refine quorum and voting rules. For more details please see the attached presentation.

Jay Park advised that the sub-team will continue the prime observation audit and Heather Meyer will standardize the prime audit checklist. Each prime is recommended to perform one observation audit for each task group to which they subscribe. It was also noted that 16 prime members have been selected for the 2008 oversight audit and John Haddock will act as the Oversight Audit Lead. For more details please see the attached presentation.

Kevin Ward advised that the Ethics and Appeals team will not try to define what is appealable and what is not. The sub-team has decided to outline the appeal strategy and may recommend closure if an appeal is not valid. For more details please see the attached presentation.

4. Task Group Reports

FAST – John Sattler advised the task group has a new vice chair, Bob Reynolds. The task group is also creating and NCR guide to outline task group expectation on NCR classifications.

HT – Doug Matson reported the task group agreed on the format and content of the 2008 auditor training. The task group also continues to analyze and monitor auditor consistency data.

NDT – Phil Keown stated the task group had interactive training sessions with the auditors on baseline issues. The task group also selected auditors to share best practices with the other auditors during auditor training.

NMSE – Mark Gleason reported the task group has a new chair, Jeremy Phillips and a new vice chair, Windsor Amundsen.

WLD – Ralph Kropp advised the task group he will become Chair at the July 2008 meeting. The new vice chair will be Steve Tooley.

CP – Ken Prather reported the task group is developing an auditor training plan for July 2008. The task group will also be balloting three checklists on Cleanliness Verification, Chemical milling and Vac Cad.

COMP – David Watson advised the task group is looking at topics and format for the July 2008 auditor training. The task group revised an existing checklist and handbook and has updated requirements in NTGOP-001 Appendix 14.

MTL – Neil Clarke stated the task group is working on MOU’s with Coatings and Fasteners. The task group is also incorporating its AC7101 into individual checklists.

ETG – Ed Nellans advised the task group is working on the next generation of a Flex/Rigid-Flex checklist as well as High Density Interconnect (HDI).

AQS – Mark Covert reported the task group completed auditor training and are evaluating audit consistency and adequacy on a go forward basis.

CT – Jack Saunders advised the task group looked at ASTM E18 changes for incorporation. The task group tentatively agreed to an MOU with the MTL task group.

SEALS – Manuel Koucouthakis reported the task group will be discussing the development of an Elastomer Seals Distributor checklist and will be revising NTGOP-001 Appendix 12.

SLT – Ali D’Ambrosia-Furman stated the task group will be meeting in Rome. The group converted the Aerospace Standards into Audit Checklists and revised NTGOP-001 Appendix 7.

5. Supplier Support Committee Report

David Michaud gave the SSC update. The SSC conducted a pilot to identify requirements that are not linked to engineering requirements and add cost to the supplier. An NMC sub-team was created to look into this further. Several primes have agreed to have web link’s posted on the PRI website to access Nadcap related requirements. Susan Frailey gave an update on the 2007 Supplier Survey results. The 2007 survey had 1204 responses compared to 398 responses in 2005. The 2007 survey addressed audit sites, redundant audits, flow down, task groups, audit consistency, PRI, participation and awareness as well as general comments. The survey showed that Primes are still conducting audits that suppliers believe are redundant. Although suppliers indicated a slight improvement with flow down it is still an issue. Auditor consistency and auditing techniques have shown improvement. For more details please see the attached presentation.

Byron Clingerman presented PRI with the Mission Aviation Fellowship Award for their efforts, high standards maintained by the auditors and staff and the Nadcap program. For more details please see the attached presentation.
