MONDAY, JANUARY 19, 2004 (P.M. SESSION)

1. OPENING COMMENTS

1.1 Call to Order/Quorum Check

The meeting was called to order by Chairperson Keith Kastner. A quorum was present.

2. Introductions were made by all attendees.

3. Attendance

1.3 MINUTES – The October 2003 meeting minutes were approved.

1.4 NACLA FULL EVALUATION STATUS

All corrective actions have been accepted. PRI's status will be discussed and voted on at a meeting on January 27. The final report is being prepared by the audit team and will recommend approval.

1.5 MAJOR/MINOR NONCONFORMANCES

Discussion regarding the classification of major and minor NCRs ensued. Suppliers expressed concerns with the inconsistent application of the classification under audit conditions. They also stated that the appeals process with PRI works but takes way too long to occur.

6. AC7101/3 – TENSILE TESTING STRAIN RATE

Discussion regarding the strain rate issue per AS7101 /3, section 12.1.3 (AS7101, section 6.14) occurred. It was brought up that the request for feedback had been issued but the feedback was not available. The suppliers reiterated that titanium is the only strain sensitive alloy, but there was not any data made available. Boeing supports the changing of the definition, upon the availability of documented evidence. In the interim, a question was raised whether the Task Group should require a statement from each prime customer to define test parameters if different from that listed?

ACTION ITEM – Conference Call with the Primes in February to determine whether the Task Group should require a statement from each prime customer to define test parameters if different from that listed.

7. GENERAL CONCERNS

A general request for concerns was made. The first area to be discussed was AS7101 /3, section10.7. It was recommended to add the reference in AS7101, section 6.5.3c, to clarify where and what are long duration, high temperature, and degradation limits. It was also recommended to change AC7101/3, section 10.6, to a note for the auditor.

2.4 MECHANICAL TESTING MACHINE ALIGNMENT

A presentation by Vogel Grote on Load Frame Alignment was made. The standards for alignment are being revised. A non-fixed set up results in less accurate repeatability. The old dial alignment methodology does not account for angular misalignment. Grip installation will adversely impact alignment. Not as readily adaptable to creep or stress rupture.

2.5 NON-METALLICS/COMPOSITES REQUIREMENTS

The checklist items were presented without the information that would parallel the AS document. Jason Jackson felt that the subcommittee needed to addresses this more effectively before presentation to the entire TG. The purpose of the extensive specification listing was to mirror the AS7101 layout. A proposal was made to break them out into subgroups for cross-reference at the end of the document.

Required additions to the specifications: OSU smoke testing, Burn testing per FAR 25.853.

Definitions should include broad goods, others or remove all definitions that do not appear in this document. The subcommittee was instructed to review the definitions listed to ensure that they appear in the document.

Other changes requested:

1. Remove “…a recommended test procedure…”

2. Remove “…captive labs”

4. Is RR fro qualification or periodically? GE does not require an initial. Does IPT apply? Review of AS document for “each code” requirement in IPT.

6. AC7101/5 – ROCKWELL HARDNESS TESTING

With the changes made to ASTM E18-03, a review of the NADCAP requirements is needed to ensure that these requirements are current with the ASTM E18 requirements.

ACTION ITEM – Request that Joe Chivinsky review the Rockwell Hardness testing requirements with the ASTM E18-03 requirements to document differences and to propose changes to ensure compliance with the ASTM.
