BOROUGH OF ELIZABETHNovember 20, 2018Regular Meeting of CouncilMembers Present:Paul Shaner, Chad Rager, Robin Payne-Main, Julius Brown, Gregory Huschak, and Cynthia Morris Absent:Andrew Miklos – due to illnessAlso Attending:Acting Solicitor Ally McCluskey and Police Chief Timothy ButlerRecorded by:Pamela Sharp, SecretaryOrder/Pledge of AllegianceThe regular meeting of Council was called to order at 7:00-PM by Council President Paul Shaner. The Pledge of Allegiance was recited. President Shaner asked for a moment of silence in honor of Police Chief Butler’s father and Mayor Boucher’s mother-in-law who recently passed away. President Shaner stated that, prior to the Council meeting, Council members met in an executive session to discuss personnel matters. In addition, the meeting is being recorded for the purpose of minute-taking. VISITORSGabe Nowak asked for an update on the zoning change for his commercial property. Solicitor McCluskey said that the Planning Committee met last week, and they approved all of the zoning map changes that were recommended, including the zoning for the property owned by Mr. Nowak. Once the zoning map changes are official, Mr. Nowak’s property will be zoned as I/C Flex. C. Morris said that the estimate from Mackin Engineers to update the map, prepare the legal ad, and prepare the change notices is $1,500. Gabe Nowak said that he is still interested in the Borough’s old pump house property down on the river. Gabe Nowak said that there are several extremely large potholes on Tanner. Vice President Rager said that he will get some patch. APPROVAL OF MINUTES A motion was made by G. Huschak and seconded by C. Morris to approve the Minutes of the October 23, 2018, regular meeting of Council. All in favor, motion was carried.PAYMENT OF BILLSThe Borough Secretary said that there is not enough money in the General Fund to pay any of the invoices on the Payables Report. Unless Council objects, she will use her discretion to pay some of these invoices as income becomes available. She asked Council to authorize her to reimburse the Borough’s General Fund for Liquid Fuels expenses that were issued in 2018 from the General Fund. She estimates that the total of the reimbursement will be approximately $20,000. A motion was made by G.?Huschak and seconded by C. Morris to reimburse the Borough’s General Fund for Liquid Fuels expenses that were issued in 2018 from the General Fund. All in favor, motion was carried. The Borough Secretary stated that the Borough will receive approximately $51,000 in Liquid Fuels funding on March 1, 2019, so there will still be funding for the paving project next year. The Borough Secretary asked Council to consider closing the Money Market account which currently has a balance of $5,009.60, and to transfer these funds into the General Fund. She added that this account generates only about 22? per month in interest. A motion was made by C. Morris and seconded by J.?Brown to close the Money Market account and to transfer these funds into the General Fund. All in favor, motion was carried. Morris and seconded by G. Huschak to accept the Treasurer’s Report dated November 16, 2018. All in favor, motion was carried.SolicitorSolicitor McCluskey said that Council needs to vote to advertise the proposed 2019 budget. A motion was made by G. Huschak and seconded by Vice President Rager to authorize the advertisement of the proposed 2019 budget. Those in favor: Vice President Rager, J. Brown, G. Huschak, R. Payne-Main, C.?Morris, and President Shaner. Those against: None. All in favor, motion was carried.G. Huschak commented that the $3,000 annual Plum Street electricity expense seems to be very high. The Borough Secretary said that, during the summer months when Plum Street events occur, the electric bill is extremely high. President Shaner said that the Plum Street electricity bill has more than doubled from last year. C. Morris said that somebody may be using Borough electricity without authorization, and President Shaner agreed. President Shaner said that Council needs to look into this, and it should strongly consider removing the Plum Street electrical box from inside of the Masonic building. Building Inspector ReportPresident Shaner said that everybody should have received the October Building Inspector report. Any questions about the report should be directed to the Building Inspector through the Borough Secretary.Animal ControlPresident Shaner said that everybody should have received the October Animal Control report in their meeting packet. There was one animal control event in October. Police Chief Butler said that Sable Kennel told him that the Borough is no longer under contract with them since the contract expired months ago. President Shaner asked him to contact Robin Gaydos-Behanna to schedule a time for Council to meet with her in 2019. Police Chief Butler said that she will be at the January MITTEESFinance and BudgetNo report.Public SafetyVice President Rager stated that the Fire Department recently responded to two structure fires. One was at a 3-unit apartment building in West Elizabeth, and the other was at the log cabin across the street from the post office in Bunola. In both cases, the Elizabeth Borough Fire Company was able to save the structures. He wanted to thank the Fire Department, local business owner Jim Percy, the tax collector Robin Schmidt, Representative Rick Saccone and his wife, Council Member Greg Huschak, the Dollar General, Nationwide Insurance, Giant Eagle, members of the Clairton Lions Club, and businesses such as Winzek Catering in Glassport, Applebees in N. Huntingdon, the Olive Garden in Pleasant Hills, and Turner’s Dairy in Penn Hills for their generous donations. The Mon Valley Independent is doing a big feature story about the event.Ordinance No report.PersonnelA motion was made by Vice President Rager and seconded by C. Morris to hire Wayne Lewis to fill the vacant Public Works position, at a rate of $15/hour plus benefits, with a performance review in six months. All in favor, motion was carried.Vice President Rager said that Devon Brown will continue to work part-time in the Public Works Department.President Shaner said that the Meter Maid, Betty Krofek, has submitted her letter of resignation. Police Chief Butler said that he does not need to replace her until 2019. Economic DevelopmentNo report.PlanningNo report. Huschak and seconded by Vice President Rager to accept the $75,000 TAN proposal from First Commonwealth Bank with a fixed interest rate of 3.32%. Brown to advertise the proposed 2019 meeting dates. All in favor, motion was carried.PUBLIC COMMENTSNone.GOOD OF THE ORDER R. Payne-Main said that she was approached by several business owners who expressed their frustration over the Halloween Parade event. Nobody reached out to them prior to the parade to explain how the event was going to proceed, and this caused a great deal of chaos. She said that there is a lack of communication around special events and other activities, so she is proposing that the Borough hold a town-hall meeting sometime in January of next year to make sure that everybody is on the same page. Attendees should include the EADC, business owners, Council members, the fire department, and the police department. Everybody wants to hold events downtown, but there is a lack of communication and a lack of coordination, and this is making business owners, as well as residents, very unhappy. Police Chief Butler said that he reviewed the special event application for the Halloween Parade and for Light-up Night, both of which were on the same application, and there were absolutely no details at all about Light-Up Night. R. Payne-Main said that we all have to work together on this.ADJOURNMENT With no other business before this Council, a motion was made by R.
