Checklist For Leases to U. S. Congressional Districts

Key Steps:

1. At the start of the lease process, the Congressional District Office asks the Dealer to contact Ally at the number below for instructions on completing the lease transaction.

2. As soon as the Dealer learns that the lease is for a Congressional District, the Dealer contacts Ally at the number below for instructions.

3. The Congressional District Office obtains the Additional Documents listed below and provides them to the Dealer.

4. The Dealer completes the lease agreement following the special instructions below. The Congressional District and the Dealer do not sign the lease agreement at this time.

5. After completing the unsigned lease agreement, the Dealer contacts Ally at the number below to review the transaction and the lease agreement.

6. After review by Ally and before vehicle delivery, the Congressional District Office obtains pre-approval from Counsel to the Chief Administrative Officer of the U.S. House.

7. After pre-approval is obtained, the Congressional District Office contacts the Dealer to arrange for lease signing and vehicle delivery.

8. Immediately upon vehicle delivery, the Congressional District Office sends a document package to Administrative Counsel.

9. Immediately upon vehicle delivery, the Dealer notifies Ally at the number below.

Eligible Vehicles: To be eligible, a vehicle must designated a "Low Greenhouse Gas (GHG Emitting Vehicle" and appear on the list provided by the Environmental Protection Agency. Information can be accessed at:

Additional Documents: The Congressional District Office must provide the following

original documents to the Dealership for inclusion in the lease package:

1. Vehicle Lease Attachment (District is Lessee) version applicable for the 113th

Congress, effective January 3, 2013

2. Statement of Authority ? A letter from the Chairman of the Committee on House

Administration to the dealer. The letter authorizes a lease in the name of

Congressional District. The letter is prepared on U.S. House of Representatives

letterhead.

3. Member Statement ?This statement is needed only if the term of the lease agreement extends beyond the Member's current term in office. (Terms of office expire on January 2nd of odd-numbered years.) If the statement is needed, it must be signed by the Member.

Credit Applications ?A Credit Application/Customer Statement must not be completed

The dealer must not ask for any personal information from the Member, such as SSN. The dealer must not run a credit bureau on the Member or anyone else.

Vehicle Lease Payment Limitation

4. The lease payment cannot exceed $1000 in any given month.

SmartLease Agreement Instructions ? Dealer Action

5. The Lessee must be: The [#] Congressional District of [State]

6. The Lessee address - Must be Member's Congressional District office in his/her home state.

7. Garaging address ? If different than the Congressional District office address, enter the street address , city, state and zip code where the vehicle will be physically garaged.

8. Principal driver ? Must be the Member's name.

9. Primary Use ? Must be Commercial

10. Security Deposit ? A security deposit is not collected.

11. Federal Tax ? The Congressional District is Federal tax exempt. In accordance with standard practice, increase the lease rate by .75 p.p.

12. Sales/Use Tax ? The Congressional District is sales/use tax exempt.

13. OK Excise Tax (Oklahoma only) ? The State of OK requires excise tax to be paid at the time the vehicle is registered. Therefore, the tax should be included and disclosed as "OK excise tax" on the lease agreement.

14. PPT ? Include PPT only when applicable for the garaging address. Texas Only ? For PPT counties where the lease is exempt from PPT, the Dealer must submit TX form 50-285, "Lessee's Affidavit of Primarily Non Income Producing Vehicle Use" to Ally with the SmartLease package.

16. Payment Due Date ? To avoid the possibility of late payments and the assessment of late charges, lease payments should be due on the 20th of the month. A selective due date fee may be charged up-front if it is necessary to change the monthly payment due date from the anniversary of the delivery date.

OK 17. The dealer must modify the following sections of the lease agreement form according

to separate instructions:** Front of Lease ? "Purchase Option at End of Lease Term" Front of Lease ? "THIS IS THE ENTIRE AGREEMENT" Back of Lease ? " VEHICLE RETURN" Back of Lease ? "OPTION TO BUY THE VEHICLE" Back of Lease ? "IF YOU BUY THE VEHICLE" Back of Lease ? "INDEMNITY"

18. Amount due at lease signing or delivery ?Title fees, license fees, and a selective due date fee (if applicable) may be capitalized or paid at lease signing. The amount due at lease signing or delivery may not include an Ally Administrative Fee.

19. After completing the unsigned lease agreement, the Dealer must contact Ally at the number below to review the transaction and the lease agreement.

Vehicle Insurance ? Lessee's Responsibility

20. Vehicle Insurance ? Each vehicle must be covered by liability and comprehensive insurance that meets Ally SmartLease requirements and is provided by the Member.

Congressional District Office Submits Lease Documents for Administrative Counsel Pre-Approval

21. The Congressional District Office must submit one copy of each of the following to Counsel for the Chief Administrative Officer of the U.S. House for review and preapproval before delivery of the vehicle can occur.

Vehicle Delivery

22. After obtaining pre-approval from Counsel to the Chief Administrative Officer of the U.S. House, the Congressional District Office must contact the Dealer to arrange for vehicle delivery.

23. At delivery, the Member signs the Lease Agreement on behalf of the Congressional District and initials all changes to the lease agreement form.

24. In most instances, the Dealer delivers the vehicle without collecting the amount due at lease signing and receives payment within a short time via a check issued by the U.S. House Office of Finance.

25. Upon delivery of the vehicle, the Dealer must provide the Member with the lessee document package.

26. The Congressional District Office must send the following to the Administrative Counsel's Office for final review and approval:

a. SmartLease Agreement (signed by the Member) b. Vehicle Lease Attachment (District is Lessee) version for 113th Congress c. Member Statement , if applicable d. Statement of Authority Upon approval, the Administrative Counsel signs the Vehicle Lease Attachment and sends it to the Office of Finance for payment disbursements.

27. Immediately upon vehicle delivery, the Dealer must notify Primary Ally Contact at the number below.

Returning a Previously Leased Vehicle ? Concluding Dealer Action

28. If the transaction involves the return of a previously leased vehicle, the Dealer must follow standard leased vehicle turn-in procedures. The lessee of the turned-in vehicle is responsible for any excess wear or mileage charges. Ally will send a billing statement to that vehicle's lessee.
