When we fix components as shown in diagram, there is repulsive force (Magnetic Energy) applied between the magnet over rotating disk and the second magnet over small gear on fixed disks on both sides of rotating disks.

Thus rotating disk will rotate (let assume clockwise).

Now due to the rod connected between rotating disk and large gear - large gear also rotates same degrees as rotating disk and thus small gear and the magnet above it!

Now the ratio of large gear and small gear's velocity is (12) such that when large gear rotates 30 degrees then small gear rotates 360 degrees!

So if in first thrust of repulsion (as using powerful magnets) if rotating disk is able to rotate more than 30 degrees - then - at the rotation after 30 degrees this contraption is brought in its previous state to follow previous procedure again!

Thus this mechanism is using given magnetic energy to convert into mechanical energy and using that mechanical energy to bring mechanism in original state for repetitive repulsions and thus to produce mechanical rotational energy!

This Mechanical rotational energy can be extracted by small gears on fixed disks - by connecting large gear outside fixed disks to use rotational energy!

And finally this rotational energy can be used to create Electrical energy by connecting dynamo to large gears(outside's)!

Interesting reading - we have a saying at the IRC one individual can make a difference but it takes a team effort to make it happen.

We started out with 11 students, unemployed, a few inventors and one Innovator with a concept and little money. With every expert in the field of inventing at that time saiding what we proposed would not work because they had tried with government financial support and had little to no success.

Eight years later, we are still hear growing by the day and what we have done on a Shoe string budget would have cost anyone else a minimum ten million in R&D and Marketing and if it was the government ruined $20 million.

We now have the only technology that makes it easy to create any form of partnership what we call a CP3 (Canadian Private / Public Partnership) that uses a RBIS ( Resource Based Investment System) that allows everything to become an investment by using a new software we call S.U.R.F. to handle all the management. Even with all our success the only thing we get from the government is good job keep it up, but little else. Luck we never designed the system to become dependent on them only open up the opportunity if they wished to become a partner.

We now have 54 members and climbing and in the process of expanding with negotiation going on to hopefully put everything in place within the next 6 month to open a new R&D facility to help increase the project we can take on which at present are 6 R&D with three coming to market and two small business by doing what we have been doing for 8 years being Hub to allow government agencies, institutes and individuals remain independent to compete but come together to work on a common goal that is in the best interest of the people. Where everyone invest no more than they can afford and according to their own ability and a means to share in the benefit according to their invested effort. Whether that investment is money, time equipment, supplies or use of resources it has little matter.

If you believe it is time for change then let us show you how to create your own CP3 organisation so that you can stop talking and start doing things that as a group can make a difference. It is simple. We are in the Ottawa area - you arrange a place to meet, invite those you think should be there. If it is a fair number I would recommend approaching the Science Technology Museum for the auditorium for free if you can offer them something in exchange like doing a presentation on new energy sources. They have the technology to make it easy to do the presentation. If you need a small presentation but cannot supply the technology needed to do the presentation we can supply for about $75 as we will have to rent some of the equipment.

There are three things you need to make it work. An open mind to going beyond the box that everyone believes can only work in one way, a team that is willing to work together. The larger the number the easier it is to do, and third and most important to make it happen you are going to have to be willing to invest something and that the goal is not to look to the government to support your effort but find innovative means to make the impossible happen through team effort so that in the end the government has no choice but to be part of the effort.

Abstract

Special Relativity Theory explains many relativistic experiments, but several experiments exist for which the data differ from the values foreseen by this theory.

This work shows that CPQM explains the experiments on mass variation, ultimate speed, absorption of electrons, transverse Doppler effect, lifetime extension, etc. It also offers a comparative study between the two theories, and proposes three classical experiments (with some modifications) to distinguish the correct theory.

MAGNETIC ENERGY TO MECHANICAL ENERGY CONVERTING MECHANISM

Version 2.01

*** Explanation of Behaviour

When we bring the Magnet M3 in the Gap between Magnets M1 and M2 located at 45 degrees on Rotating Disk R1 it tries to repell M1 and to attract M2 - So Rotating Disk R1 rotates (think of AntiClockWise).

Now Rotating Disk R1 and Rotating Disk R2 are connected (or Geared) with a velocity ratio of 8. This means when Rotating Disk R1 rotates 45 degrees - Rotating Disk R2 rotates 360 degrees.

The black rod Connects Rotating Disk R2 and Magnet M3 and translates rotational motion of Rotating Disk R2 into linear motion of Magnet M3.

Magnet M3 is at most distance from the Center of Rotating Disk R2 when it is at same angular distance in the gap from both Magnet M1 and Magnet M2.

When Magnet M3 tries to reach Center of Rotating Disk R1 it is nearer to Magnet M1 and tries to repell it. Now the distance of the base for Magnet M1 from the Center of Rotating Disk R1 is larger than to that of the distance of ROD(that connects Rotating Disk and Magnet M3)'s joining point on Rotating Disk R2 from Center of Rotating Disk R2. So the Torque on Rotating Disk R1 due to M1 is larger than on Rotating Disk R2 due to Magnet M3 - So Rotating Disk R1 rotates and also makes Rotating Disk R2 rotate.

Magnet M3 is at least distance from the Center of Rotating Disk R2 when its length axis coinsides with that of Magnet M2.

All the time when Magnet M3 is in (or nearer to M1) the gap between M1 and M2 it tries to rotate Rotating Disk R1 into AntiClockWise direction.

If the repulsive thrust on Magnet M1 and attractive force on Magnet M2 by Magnet M3 (when it is first nearer to Magnet M1 and then in the gap between Magnet M1 and Magnet M2) is large enough to make Rotating Disk R1 rotate more than 45 degrees - This means when the Magnet M2 is at Magnet M1's place it is ready to repeat same (previous) procedure again!

So the same procedure occurs again and again.

So in this mechanism Applied Magnetic Energy is released to bring whole mechanism again in its initial state to follow the same procedure in repititive format without breaking any laws of PHYSICS.

Subject: From The Static Electrical Potential To An Aether And Zero Point Energy.

Dear Mr. Patrick Bailey,

I have just noted a strange property of the static electric potential of a proton (a positive charge). If this finding is correct, it may explain why protons are bound in the nucleus without using the dominating theory about nuclear force and it may support the proof for Zero point Energy! Please let me present the ideas as follows:

We all know that the static electrical potential function of a proton ( a positive charge) may be explained as follows:

E = kq/R ( k: a constant; q: charge of a proton; R : the distance from the proton to the test point).

It is not incidental that the function E is proportional to (1/R). In mathematics, we all know that the integral of (1/R) is lnR (Naper logarithm of R). It is more interesting to repeat that lnR is positive while R is sufficiently large and lnR is negative while R is sufficiently small. So if we take the integral of the function E, we shall have another function G as: G = kq (lnR).

My careful study of the function G reveals that G and E is positive while R is sufficiently large but G and E will change to negative while R is sufficiently small. That means two protons will repel each other while R is sufficiently large, but the same protons will attract themselves while R is sufficiently small. If this is confirmed by experiments, we shall have a simple but elegant explanation why protons are bound together within a very small distance in the nucleus, without using the theory of nuclear force!

Please help me to clarify this!

I have sent this query to Dr. Andreas Kronfeld in Fermi lab and Professor Jess H. Brewer in Columbia University. Dr. Kronfeld is suspicious of the idea, but the course of exchanging ideas also reveals some other interesting things. Professor Brewer is also suspicious, but encouraged me to work on. Then, I wish that these arguments may be checked by a third party.

I would also like to present the course of ideas exchange to Dr. Andreas Kronfeld in Fermi lab and Mr. Edward F. Redish, and editor of American Journal of Physics.

At first, when I sent the ideas to Dr. Kronfeld, he wrote me that I made fundamental errors in Physics for we cannot take the integral of the electric potential function of a proton.

I tried to defend my argument in the fact that, with the superposition principle in classical electrodynamics, we may put several test charges on the R axis. The potential total that the proton exerts on the field to all test charges will be the sum of all of each potential exerted on each test charge. This superposition principle allows us to take the integral of E versus the distance variable R!

In the mean time, I have also sent my queries to Mr. Edward F. Redish, an editor of the American Journal of Physics. He pointed out that E and G are different, and if R =1, ln R =1 and we shall have G= 0.

This argument made me puzzled at my own ideas. But there are interesting result came from these.

By putting R =1, Mr. Redish forgot to note that we have to choose a measurement system unit for the variable R! What unit do we need to measure R? Is it one meter, one foot, one inch, one yard? We cannot measure R without an unit. This made me think of a universal unit R0 of R. This may be a Real Nature unit.

The function G may be modified as follows:

G = kq ln(R/R0) = kq ln R - kq ln R0 = kq ln R - C.

It is interesting to note that C is a constant. The value R0 may be the critical lower limit distance that two protons have to cross to be fused together. As we know that the nucleus of Helium atoms are rather stable and rather similar in different positions in our space, we may conclude that this value R0 is a constant, then C is a constant.

At this point, Dr. Andreas Kronfeld argued that C may not be physically significant. But if we can gain a function of G as kq ln R as physically significant in our space, why cannot we think of a constant function in the same order of kq lnR, and this constant function is physically significant?

This course of thinking may lead us to a notion of an Aether or a concentration of potential (energy) in space . Indeed, C may be the constant that characterizes our space. As the value of C is the same at every point in our space and kq lnR0 is in the order of Volt x meter, we may think that our space is a homogeneous concentration of

potential . This supports the idea of an Aether as our space! And this may also support your theory about a zero point energy permeatting in space. Whether this Aether is static or vibrating we need to explore further.

We all know that the Michelson -Morley experiment is against the notion of an Aether. However, can we check that experiment again? Even if this experiment is confirmed again, may we use it to explore the character of the Aether and the mystery of light and matter, rather than discard the Aether without remorse?

I would dream a chance to conduct myself the Michelson-Morley experiment to be sure about this.

Some other argue that if we take the derivative of G, we shall have E =kq/R without changing its sign. This is correct if E is a scalar function.

But in fact E is a vector function. I would not bother you with the calculation. But I have really found out that, if G and E are vector functions, they indeed change their signs while R cross R0 !

Another interesting point is that in quantum mechanics, they also have to talk about the wave function of the electrons and the vacuum fluctuation. Again they have to use the "waves" and make "vacuum" move. Would it be more simpler if we accept that our space is a wave like entity (a concentration of potential (energy) and every thing is made from these waves.

I know that by telling this, I may be look at as eccentric, but i am rather conservative at this point. Some may think that I am abnormal, but I also know that the man who discovered the mathematics on binary numbers was considered as mad at his time. However, we are now exchanging ideas through the Internet using his mathematics!

Please seriously consider my ideas. I hope that you allow me to set up correspondence with you, to find out something "physically significant"!

A fluctuating mass acts against gravity, and is considered non-NEWTONIAN, so:

So, the INSTANTANEOUS velocity is given as:

v(t) = G M(t) Me / MDOT re^2 g M(t) / MDOT

If your using a fluctuating inductor,

v(t) = G L(t) Me / LDOT re^2 = g L(t) / LDOT

If your using a fluctuating capacitor,

v(t) = G C(t) Me / CDOT re^2 = g C(t) / CDOT

If a capacitor or inductor stops fluctuating, normal NEWTONIAN physics takes over or,

vDOT = g = G Me / re^2 = 9.8 m/s^2

This means that both the inductor and capacitor terms "vanish" under normal NEWTONIAN physics!

It should be CLEAR why SCALAR WAVES are so incredibly energetic (don't worry, I will go over this very carefully at the conference). A fluctuating mass is non-NEWTONIAN, or inertialess, and as the mass changes, so does its velocity - instantaneously with ZERO acceleration, and causes a LONGITUDINAL wave, or vibration in the time domain.

I'm presently working on a circuit that will detect these SCALAR WAVES according to my theory. The parts are on order and I plan on showing this at the conference.

The other MASS and FORCE equations are:

M(t) = L(t) I^2 / c^2

INERTIALESS f(t) = v(t) MDOT = v(t) I^2 LDOT / c^2

M(t) = C(t) V^2 / c^2

INERTIALESS f(t) = v(t) V^2 CDOT / c^2

WASHINGTON, Aug. 13 - Single-celled marine organisms called phytoplankton have trim and efficient little genomes that help them work as floating solar panels, international researchers said Wednesday.

A COMPARISON of four different species of tiny plankton shows they can do their job - collecting sunlight and turning it into food - with just a few genes.

Understanding how they do this could help humanity one day better harness sunlight as a power source and even lead to ways of battling global warming.

"It behooves us to understand exactly how, with roughly 2,000 genes, this tiny cell converts solar energy into living biomass - basic elements into life," Sallie Chisholm of the Massachusetts Institute of Technology and one of the lead researchers on the studies, said in a statement.

Three teams of scientists in the United States, France and Israel published their work jointly in special online issues of the journal Nature and the Proceedings of the National Academy of Sciences. They looked at three species of Prochlorococcus and one of the closely related Synechococcus.

"These cells are not just some esoteric little creatures," Chisolm said. "They dominate the oceans. There are some 100 million Prochlorococcus cells per liter of seawater, for example."

It is June 2003 as the 50th issue of Infinite Energy begins to go to press-a hard-won milestone. May there be an Infinite Energy#100, and an equal number of Atlantis Rising issues - and may most of you be with us in 2011. We are all too aware that our over eight years of publishing Infinite Energy comprise more than half the span of the "Cold Fusion War," which began March 23, 1989. The 10th International Conference on Cold Fusion (ICCF10) approaches this August (24th-29th), in Cambridge, Massachusetts-not far from where some of the first shots of that interminable conflict were fired

Infinite Energy #50's cover heralds a new direction in the struggle to understand cold fusion phenomena. Dennis Letts and Dennis Cravens of Texas and New Mexico (the nuclear-named duo, "D + D") are pioneering a method of triggering or enhancing the traditional Fleischmann-Pons excess heat reaction in a palladium/heavy water cell by focusing laser light on its palladium cathode. The incident 30 milli-watts of red laser light is amplified many-fold and an excess heat appears from within the cell. This experiment really does look like "Fire from Water," but the proof is in the carefully gathered data of many experiments. What physical understandings will emerge from this enticing methodology, which appears to be a highly reproducible process?

As we go to press, we have learned that others have reproduced the laser-triggered excess heat phenomenon. One example: At my recent visit to the laboratory of Dr. Mitchell Swartz in Wellesley, Massachusetts, I was able to view one such successful experiment-developed independently of the Cravens/Letts approach and carried out in a very different manner. Thus, the generic light-stimulated process seems already portable from lab-to-lab and is cross-checked with several kinds of calorimetry. At ICCF10 we expect to hear from two other groups reporting positive results with this generic method. Perhaps the high-tech cache of "accepted laser physics" in this new coherent light application will encourage laser physicists around the world to try their hands at this.

It is certainly a beautiful poetic statement. But does it contain any science? A few years ago I would have dismissed that possibility. As an astrophysicist, I knew all too well the blatant contradictions between the sequence of events in Genesis and the physics of the Universe. Even after substituting eons for days, the order of events was obviously wrong. It made no sense to have light come first, and then to claim that the Sun, the moon and the stars - the obvious sources of light in the night sky of the ancient world - were created only subsequently, be it days or eons later. One could, of course, generalize light to mean simply energy, and thus claim a reference to the Big Bang, but that would, to me, be more of a stretch than a revelation. [more…]

In an extensive discussion (via email) with Dr. Ted Loder, I get the idea that SEAS does not have any viable technology as yet. Their efforts are directed to working with a lonely inventor that needs all kinds of support.

We know about a device that is "available" under the correct conditions. We first have to show that we have sufficient funds to commercialize the device. SEAS is willing to work with us once we have the "exclusive" rights for the U.S.

We have budgeted $10 million of the [expected] $40 million for the development of the "energy package" to go along with the rest of the equipment (on a flat bed trailer) that can be taken to a site and transmute high-level, radioactive wastes to stable elements. If all else fails, the "energy package" could be a standard gasoline-fueled electrical generator. However, we hope to have something that taps the energy of space.

EEMF, Inc. has been promised a large grant (about $40 million) for a specific energy-related program. As soon as the initial grant funds are received ($4 million) we will start putting together a professional engineers/scientists/office staff team. It would be possible for us to set up a website (to which Josef could provide a link) and where our staff would have the professional sense to provide reasonable and accurate information about new forms of energy. We could provide accurate answers to questions; point inventors (that really have a tested product) to those who could commercialize the product. If we did this type of service, we would limit it to new-energy technology and would not handle any inquiries about alternative energy with sources from wind, sun, tide, geothermal, and biomass. We would also steer clear of the hydrogen fuel-cell technology (too expensive, too low efficiency, too dangerous, etc.)

For over 13 years I have been dealing with the occasional inventor that has the answer to the world's energy problems. Typically all they want is either money to try it out or a buy- out ranging from several million to several billion dollars. I would not want to waste time of either me or our staff with that kind of inventor. However, for the serious person who has done something with an idea, built it, tried it out, and desires some information, then that would be appropriate for us to provide that service. Also, for the person that is ready, willing, and able to buy, install, and maintain a well-manufactured new-energy device but doesn't know where to find such, then we should be a major resource of information.

Ultimately, we want to be the source of supply for new-energy devices that will change the way the world produces and distributes energy.

Kellogg's, Coca-Cola, General Motors, Avis and Ford Motor of Europe are among those who have turned to test results to help shape their products and messages. The development of Procter & Gamble's Swiffer sweeping device and Crest Whitestrips also relied on high-tech information from test groups.

He is a member of the Institute for the Study of Earth, Oceans, and Space. And he is the chief technology officer for Space Energy Access Systems, a for-profit corporation with one of the wildest mission statements imaginable.

The only "deep end" Dr. Loder tends to go off of is in the ocean.

Then one day six years ago a relative who had once worked directly for President Eisenhower confessed to him that extraterrestrial spacecraft are not fiction, that his boss, had in fact, briefed the President on the reality of extraterrestrial spacecraft technology, technology that could -- if freed from the deep, dark vaults of super-classified secrets -- end the world's fatal dependence on fossil fuels and put an end to poverty.

UFOs and EVs may seem poles apart -- one a fiction, the other a fact -- and it would be all too easy to dismiss Dr. Loder as just another crank. But one doesn't risk tenure lightly, nor cavalierly associate himself with something so "out there" as alien hardware.

Nevertheless, Loder took the plunge to work for Steven Greer, MD, the founder of the Disclosure Project, because, as he puts it, he did his "homework." His relative's belated confession only confirmed what he already suspected.

Now I suspect we will hear all the arguments why "free energy" is a hoax and that "perpetual motion" is impossible and there are no "little green men."

Readers will write us that "zero point energy" violates the laws of physics, especially the second law of thermodynamics, an assertion Dr. Loder argues is a myth, pointing out that James Maxwell's original 19th century equations for electromagnetism support the existence of what has been variously called "quantum flux" or "vacuum state" energy. When properly tapped, claim advocates like Dr. Tom Bearden and Dr. Paul A. LaViolette, it will yield virtually unlimited amounts of electromagnetic and gravitic power that will not only end our use of fossil fuels but someday power our spacecraft at Star Trek-like warp speeds.

I would suggest the skeptics read "Information in a Holographic Universe" in the August, 2003 issue of Scientific American if you don't think we still have much to learn about the very fabric of time and the nature of reality.

Admittedly though, this has to be one of the most "out there" interviews EV World has ever done, but to not listen with an open mind and admit the possibility that such technologies might -- and Dr. Loder would say DO -- exist is to consign ourselves to the same narrow views of those who said man would never fly and that space travel is an impossibility.

SEAS' Way Out Mission: Part 2

As I predicted, a handful of EV World readers expressed their disappointment that I would publish this interview with Dr. Ted Loder on the topic of zero point energy, though their terse comments were a bit too "earthy" for me to reprint here.

However, to my surprise, I also got some very favorable emails, praising me for being willing to shed light on this controversial area. One reader informed me that his company -- I promised to not divulge who or where for now -- does have a zero point energy generator in development and should have a working prototype available for me to inspect this fall.

Another reader, Matthew Whitney of Ithaca, NY shared a letter with me that he had sent to Dr. Loder suggesting that SEAS's approach to uncovering "out-the-box" energy systems needs revamping. Matthew granted me permission to reprint his letter, which I have reproduced below. He has been working on a device he calls a Closed Loop Implosion Turbine (CLIT).

To be perfectly honest, I am not sure if this technology is for real or not. I simply haven't the technical or educational qualifications to judge its merit, nor I suspect do most of the rest of us. A conversation with my neighbor late last night clearly underscores this.

It was after midnight and my neighbor Jim, who is a retired USAF Lt. Colonel with a Master's degree in Climatology, and I were watching Mars through my 120mm refractor telescope. Earlier in the week I had mentioned to him that I had interviewed Dr. Loder. Jim was curious about this zero point energy business and agreed to check out a web site I had found that proposed the theory that not only do electrons orbit their nuclei, but like planets, electrons also have spin and precession.

Jim prides himself on his scientific understanding, but even he admitted that what he'd read was way over his head. Is it possible that renowned inventors like Edison and Tesla or struggling ones like Matthew Whitney can undercover ways to utilize energy sources without understanding the physics behind them? You have but to try and read some of Dr. Tom Bearden's papers to quickly appreciate the fact that either he's a highly articulate fraud or an absolute genius. The only way a layman like myself is going to know for sure which, is to see real working devices, something most of us haven't.

Is this because they don't exist or because, like Matthew Whitney or Drs. Fleishman and Pons of "Cold Fusion" fame, they struggle for funding, as well as respectability against a skeptical hierarchy determined to preserve the status quo?

I don't know the answer yet, but I someday hope to. In the meantime, here's Matthew's letter to Ted Loder. Be sure to listen to Parts 3 and 4 of my interview with Loder as he discusses SEAS mission to find, verify and help commercialize zero point energy systems.

Dear Dr. Loder,

I feel obligated to critique SEAS from an inventors POV...

A year or so ago I submitted plans of the CLIT and ZEUS to SEAS because I was told at the time SEAS had been donated facilities and may consider my [inventions] for R+D.

When the Z Prize was announced I made a desperate attempt to prototype my Closed Loop Implosion Turbine by pleading with rapid prototyping companies. One agreed to help and unfortunately I ran out of time and money. There are problems with your Z Prize and now with the R+D program:

1 Inventors pursuing this technology are not from academia, they are generally self-taught inter disciplinarians. Because of this they lack credentials and therefore funding. Plenty of feasible ideas exist but inventors can't afford prototyping.

2 Your tech advisors, while highly qualified in their respective fields of expertise, are quite clueless when it comes to free energy technology - this is self evident in the fact they are not being used as in-house inventors. Even if presented with a working device they'd be at a loss to explain why it works.

3 If SEAS is presented with a working prototype the inventor has obviously already been past the R+D phase making your offer moot. Furthermore any R+D done with your people and facilities changes ownership of the IP which raises unnecessary legal issues.

You are putting a carrot in front of a donkey with no legs.

I've been networking in this community for several years now and studied all the best technologies, labs, and all the initiatives for getting free energy out to the public.

SEAS needs to change its strategy for acquiring the ideal technology - the post verification strategy however is solid.

I've proposed at , in case you don't visit, an alternate method of acquiring the proper technology:

1 - Supplement your tech advisors with an EQUAL NUMBER of "unofficial proponents", mad-scientists, hobbyists, whatever you want to call us. I've identified the best in the field. Remember how XEROX created most of our computer hardware; they brought together geniuses in a comfortable setting, gave 'em a chalkboard and said, "go nuts boys!"...this is what SEAS must do. But SEAS MUST recognize that true genius does not come from academia because academia merely inhibits true genius. If you don't conform to this fact you will never succeed. INVENTORS ASSOCIATE IDEAS, ACADEMIA FILLS IN THE GAPS.

2 - Have this new think tank narrow down the most promising technologies that supposedly work or have worked in the past but have been suppressed or partially lost. Don't limit technologies to OU status, bring it down to 90% or better - this is still better than the 15% efficiency for gasoline or PV cells.

3 - Take this list of promising technologies and present them to the public for debate, that way the think tank model can be expanded to a larger audience who may have valuable opinions, insights and facts.

4 - Revise list.

5 - R+D best 3 ideas.

6 - Make SEAS a Business Incubator as opposed to a non-descript solicitation process.

Yes, rely on inventors to invent, but DON'T expect them to have the means to prototype. SEAS of all entities should know why we are under funded.

I have discovered that colleagues of mine are doing related work. They are studying isotopes in natural Zircons in native rock and have found good evidence of accelerated nuclear processes. The link to the Cincinnati Groups work is obvious.

In need all the data I can get, I have New Energy News editions for the period of Stan Gleeson's work and I have a full set of Infinite Energy magazines. Is there anything I may have missed? I am aware that Stan Gleeson passed away. I wounder if God uses Cold Fusion up there?

In the hours and days before the United States and Britain invaded Iraq, a team of British Petroleum (BP) engineers in Kuwait taught combat troops from the 516 Specialist Team Royal Engineers how to run the oil fields in southern Iraq. As soon as the troops had secured southern Iraq, Robert Spears, a Scottish manager from BP, was drafted by the British government to help direct the effort to rebuild the refineries.

In mid-July BP took possession of its reward -- one of the first tankers of oil from Southern Iraq, having won 25% of the initial sale of 8 million barrels of the existing stockpiles of Iraqi oil. The previous month California-based Chevron shipped back an equal quantity of oil from southern Iraq.

Retired engineers from Royal Dutch/Shell Group also helped in training the troops in Nottingham, England. Once the oilfields had been seized by the invaders, company workers were drafted by the British army and sent into southern Iraq to help with the reconstruction.

"We leveraged the private sector," US Brigadier General Robert Crear commented to the Wall Street Journal. Crear commands the Southwestern Division of the United States Army Corps of Engineers, which is in charge of reconstruction efforts in Iraq.

While the Bush Administration is under fire for failing to produce a single Iraqi weapon of mass destruction three months after the official close of the war, critics claim that the motive for the invasion all along was control of Iraqi oil. And if the bonanza in oil contracts won by giant oil companies is any indication, Washington is moving swiftly to secure access to Iraq's oil wealth once and for all.

Ration oil during war

— Or is this a War on Conservation?

If the U.S. is waging a "War on Terrorism," federal energy policy would reflect that the war is not a "war for oil." Even if what we've had is a war OF terror (nothing new, if you ask Indo-Chinese victims of U.S. shock-n-awe), that's not exactly a war for oil.

As oil is a strategic commodity essential to the present economy and military, then policies should be geared toward conserving oil. Everyone knows they are not; little conservation has happened since Jimmy Carter's tentative efforts. A national paving moratorium was proposed in 1990 in part to stop the lengthening of the nation's (oil) supply lines in time of war (Operation Desert Storm).

If the U.S. is truly not in Iraq and Afghanistan mainly for petroleum, and petroleum in that part of the world is meant for those countries and the whole world, then Gosh, the U.S. has to start rationing oil now. (Forget for a moment the main reason to cut back: global warming is caused in large part from petroleum emissions.) One could point out that U.S. trade partners need oil too, or else the U.S. goes down the tubes economically. But the U.S. felt a domestic and world crisis, to insist on war on Iraq. Some say it was to keep Iraq from accepting Euros instead of dollars for oil.

Approximately 20 million barrels a day of oil and refined products are being sucked unsustainably from the finite Earth just for the USA's burning and spilling the stuff. Neither the oil industry nor its White House acknowledge the impossibility of maintaining this rate. Because of free-market economists' ideology about the "creation" of supply, the future is never more than ten years off in their practical planning. As for an oil crisis hitting hard in the first decade of this century, this is not real to the oil fraternity because (1) it implies great change in an industry that's not generally about energy; petroleum is unique and specialized, and (2) it's the next quarterly report that really counts in big business.

World War II was a war for oil, in large measure, considering Axis and Allied aims and strategies. And the Axis - which happened to ultimately lose the war - was finally cut off from sufficient supplies of oil. But the U.S. had to ration oil and other products so that it would not run out during war. What have we learned from our history?

Weapons of Cyber Destruction

MCLEAN--Bill Neugent, chief engineer for cybersecurity at The MITRE Corporation, spells out a chilling scenario in his new novel, No Outward Sign: An Iraqi computer attack finds targeted U.S. industries in denial and authorities hamstrung by turf and legal impediments. Says Nugent: "What the average non-techie doesn't yet understand is the vulnerability of the power, water, communications, and other networks critical to modern life. What they don't understand is how much damage Saddam Hussein could do by outsourcing a million-dollar cyber attack. They don't understand what will come of the latest escalation of worm technology."

Computer professionals are waiting for the inevitable offspring of the Slammer worm, says Nugent, whose book has reached the top 500 status on . Slammer hit in early February and propagated at 250 times the speed of Code Red, the prior fastest-moving malware. "Within ten minutes, the majority of the 75,000 machines that were hit had been infected. The total attack fit into a single 404-byte packet.
