MINUTES OF THE MEETING OF GRAFHAM PARISH COUNCIL HELD ON TUESDAY 10 MARCH 2020 IN THE VILLAGE HALLPresent: Mr Alastair Watson, Mr David Russell, Mr Patrick Curran and Mr Roy Harold. Cllr. Peter Downes and Cllr Darren Tysoe also attended. The meeting of the Parish Council was convened at 7.30pm. 19/100 Public ForumMr Martin Joyner attended to request Parish Council support in connection with the planning application (reserved matters) for 36 Breach Road, Grafham. Mr Joyner advised the Council that the Community Shop is making plans to arrange a delivery service for isolated or quarantined homes. The shop is expecting to be able to benefit from savings on costs of electricity via the solar panels – exact costs are not available but savings are expected to be substantial. Guidance on improved hygiene practices are being drawn up.Cllr Tysoe presented his report in connection with road mending and road damage in Ellington and Grafham. There has been a significant increase in heavy goods traffic since the opening of the new westbound A14 – mostly due to faulty or unclear signage.In the absence of Cllr Ian Gardener, Cllr Alastair Watson took the Chair.19/101 Apologies for absenceApologies were received from Cllr Dunn and Cllr Gardener.19/102 Councillors’ InterestsNone were declared19/103 Minutes of the previous meetingThe minutes of the meeting held on 11 February and the extraordinary meeting on 2 March were agreed and signed. 19/104 Matters arising from previous minutesIt was agreed that matters previously brought forward for update were now substantially complete and would not be carried forward further. These matters include:Works to the trees on the border of the playing field parallel to Haycraft Close. Now agreed with residents and a contractor appointedThe hedges on Brampton Road are now mostly under control and the stretch alongside the rear of the pub and the shop is to be included in the works on the playing field trees.The Solar PV system is currently being installed and should be finished on the 11th?March. This will primarily provide power for the shop, substantially reducing the annual electricity bill of around ?3k. Surplus power will be consumed by the Pub and other equipment in the Hall on the same phase, with the residue being exported to the National Grid. UKPN have imposed a constraint on the installation to limit the exported power to 6 kW, in order to minimise the imbalance on the 3-phase system.Amey have processed our first stage-payment claim for ?10,224.33, so we now have the funds to pay the GAP invoice for ?11,416.00.The PC now needs to pay the second part of the 11% CTP (?2,725.32) and submit the appropriate paperwork and evidence of completion, which will be sent off by 13th?March. Amey will then process this second (final) stage-payment of ?24,775.67 within 15 working days, allowing us to pay the Phoenix invoice for ?30,829.26.Our cashflow model shows the maximum drawdown remains well within our final commitment of ?5,319.The following key actions arising from the 4th?February NP team meeting have been completed:A review of good NPs, as recommended by HDC, has been completed.The Draft NP has been advanced and is now awaiting the results of the questionnaires.Draft questionnaires have been produced for Residents, Young Persons and Businesses. Questions have been based on good examples of NP questionnaires, the 2011 Grafham Parish Plan and the November Workshop; the results will fill many of the gaps in the Draft NP.A meeting was held on the 3rd?March, with the following key actions:Circulate the draft questionnaires to a selected group of volunteers to test their content: looking for ambiguities, appropriateness of questions, etc. This task should be completed in April, allowing the final questionnaires to be circulated to residents and businesses in June.Set up a NP web-page on the Ellington PC website, with links to this from the Grafham Village site.19/105 Planning MattersRef: 20/00272/REM - Application for approval of reserved matters for 16/1106/OUT relating to access, appearance, landscaping, layout and scale for a single dwelling on land at and including 36 Breach Road, GrafhamThe Council agreed to the comments provide by Mr Joyner in this connection and agreed to advise the District Council of its opposition to the proposals.19/106 Frequency of Council meetingsIt was agreed to make amendments to the practice of holding 11 meetings during the year on the second Tuesday of each month.Meetings will be scheduled as follows:14th April 20205th May (APM and AGM) 9th June7th September 13th October8th DecemberDates for the January, February and March meetings in 2021 to be agreed. 19/107 BankingThe following accounts were approved for settlement:Clerk's fees for February? 346.92GAP Home Improvements – Village Hall improvements? 11,416.00Pheonix Renewables? 30,829.26AmeyCespa (East)? 2,725.32The financial report at 29 February showed a balance of funds of ?23,117.15 19/108 Other Items for information onlyCllr Harrold spoke to the Council about clearance works taking place in Brampton Woods. For anyone requiring information, there are notices providing contact details. The woods are owned jointly by Natural England and the Wildlife Trusts for Beds, Cambs and Northants.Cllr Russell spoke briefly about an initiative from Great Staughton concerning a community heat scheme using heat from the water of Grafham Water and issued the following statement. “Great Staughton is going for a Community Heat Scheme.? We have passed the Pre-Approval stage and are applying for the 1st Grant for a Feasibility Study.? We are probably going to be doing an application involving Perry for a Water Source Heat Pump and as such have a meeting on 30th March at 1pm with Anglian Water.? It occurred to me that Grafham is also in an ideal location to use the heat source that is Grafham Water so wondered if you wanted to send a representative from Grafham in order to gain some info and maybe join with us as the more the properties the greater the savings.”There being no further business the meeting closed at 9.20pm.
