Position DescriptionTitle: General Manager, Food and Fibre Centre of Vocational ExcellenceResponsible To:Chair and Board of the Food and Fibre CoVENature of Position:Fulltime 5 year contract positionPosition Purpose: To provide strategic leadership for the CoVE, working with the Board, the Food and Fibre Consortium and strategic partners and through a unique collaboration between industry and education, to drive innovation and excellence in vocational education and training for the food and fibre sector.Key Internal Relationships:Board, Consortium and Portfolio Leaders, Operations and Administration ManagerKey External Relationships:Te Pūkenga-NZIST, EITFood and Fibre Workforce Development CouncilFood and fibre sector stakeholders including the Food and Fibre Skills Establishment GroupMāori stakeholders Other education providers (Wānanga, PTEs, Universities, ITOs, ITPs and Schools)RSLGs, Te Taumata Aronui, other CoVEs, other WDCsGovernment agencies (TEC, NZQA, MoE, MPI, MBIE)General Background:Centres of Vocational Excellence (CoVE) are a key innovation in the new structure of vocational education and training under the Government’s Reform of Vocational Education (the RoVE). CoVEs will play a significant role in driving innovation and excellence in vocational education, by strengthening links with industry and communities. The RoVE is being implemented by the Tertiary Education Commission (TEC). As part of the structural changes being made, the CoVE will have a national focus and work closely with Workforce Development Councils, Regional Skills Leadership Groups, Te Pūkenga - New Zealand Institute of Skills and Technology, and other CoVEs.The CoVEs will receive funding from the TEC for 5 years to support the growth of excellent vocational education with a focus on teaching, learning and research. CoVEs have the remit to address issues and opportunities with a strategic impact, ideally with wide-reaching benefits across the sector.The Food and Fibre CoVEThe Food and Fibre CoVE has been set up by the industry-led Food and Fibre Consortium. The consortium is an unprecedented collaboration involving 54 organisations across the entire food and fibre sector including industry associations, tertiary providers, Māori, employers, employees, and standard setting bodies. The Consortium members see this industry-led model as a decisive step forward in the partnership between the food and fibre sectors and government. The CoVE’s intention is to build excellence by focusing on the success of learners, industry, and education – learner-focussed, industry-led, government-enabled.The CoVE will be hosted by the NZ Institute of Skills and Technology through its subsidiary, the Eastern Institute of Technology (EIT) in the Hawke’s Bay. Key result areas:Strategic leadershipWorking with the Board as a key contributor to the thinking, planning, and implementing of strategies which position the CoVE as a key contributor to food and fibre capability leadership and vocational education and training excellence. This includes:Add value to food and fibre workforce development strategiesSupport and honour the partnership between food and fibre and governmentEstablish and maintain strong relationships with food and fibre stakeholders including iwi, hapu, community, industry, employer, and education provider organisations.Establish and maintain strong connections and relationships with WDCs, CoVEs, RSLGs and Te Taumata Aronui.Establish and maintain strong relationships with the relevant government agencies.Build an overarching project framework for sector group and provider interests to plug into.identify investment and business opportunities to add value to the CoVE’s capacity.Advocate strongly for the interests of the Food and Fibre CoVE.Enable the CoVE through the CoVE CommitmentsInclusive stakeholder engagementPromoting and using a portfolio approach to leverage existing information, research and practice from the consortium and provider network.Pan-sector collaborationPromoting and enhancing the unique collaborations that underpin the consortium and the CoVE’s operating approach.Giving effect to Te Tiriti, and needs of Māori in the food and fibre sector Honour the treaty partnership including providing learning models and opportunities better suited to and valued by Māori learners, employers and land and sea-based asset owners.Partnership approachTo ensure projects are responsive to food and fibre capability and education needs.High collaboration/consultation in the management and operation of the CoVEThe contribution expectations and commitments of the consortium members are supported and positively engaged along with adherence to the relevant project principles which aim to ensure the CoVE is identifying current excellence, duplication is avoided, and baseline information is added to. Outcomes focussedDeliver the key outcomes of the CoVE. Success will be evident in increased numbers of employers, employees and learners seeking out involvement in food and fibre sector learning and gaining the requisite knowledge, skills and understandings.Manage the Funding Agreement and responsibilities to Te Pūkenga and TECResponsibility for the successful performance of the CoVE in meeting the requirements and performance expectations of the Funding Agreement between TEC and Te Pūkenga, and of the MoA between Te Pūkenga and the CoVE. Smooth management of the CoVEHas overall responsibility for the operations of the CoVE including:Oversight of the relationship and SLA with EITPositive perceptions of the CoVE’s contribution to vocational education and trainingRecruitment and retention of high-quality staffOrganisational performance and project quality managed effectively.Plans, reporting, budgets, and financial performance are well-managed Communications externally and with stakeholders are effective and promote the mission and value of the CoVEPosition Competencies:The General Manager will have significant leadership experience at a senior level with an advanced tertiary qualification. A passion for vocational education and an appreciation of the critical role it plays in building a food and fibre workforce that is both fit for today’s needs and tomorrow’s expectations.We are looking for a leader who is an accomplished networker and outstanding communicator with the ability to build partnerships and identify and realise opportunities. This role requires a team builder who can work across multiple organisations to make things happen, have a clear vision of what vocational education excellence looks like and how it can be applied to benefit learners, Māori, employers and industry, and education providers.The successful applicant will be able to build trust and respect in leading the CoVE, especially in giving effect to Te Tīriti partnership. This a national role in which the General Manager will be expected to ‘make a difference’ as a vocational education expert to food and fibre capability leadership and education system performance.
