|Job Purpose |

|To be an integral member of the Business Unit Leadership Team providing support and challenge whilst also contributing proactive insight that will |

|influence decision making and strategic financial planning. |

|To develop effective partnership working with stakeholders that actively looks for opportunities to enhance the business and ensure that cost effective |

|services are being delivered. |

|To ensure that the statutory responsibilities of the S151 Officer in managing the financial affairs of the Business Unit are properly carried out, |

|including statutory reporting and fiduciary duties. |

| |

|To provide professional support, advice and guidance to Members, the Executive Director and other Senior Officers of the Business Unit. |

|To be an integral part of the Business Unit Leadership Team by providing excellent decision support to ensure the achievement of priorities. |

|To lead on new trading, pricing and growth opportunities to generate income / surplus. |

|To instigate and maintain the highest standards of corporate governance and financial control within the Business Unit. |

|To facilitate the understanding of both cost and value across the Business Unit as well as a focus on the reduction or elimination of waste. |

|To ensure compliance of the Business Unit to the key corporate business processes, such as the MTFP, closure of accounts, budget monitoring, cash |

|profiling, risk management and corporate systems (e.g. Contract Management Application). |

|To manage and develop the Business Unit Finance Team to successfully deliver the business partnering model, including insightful reporting and strong |

|financial management. |

|To coach others to succeed and to consider new business opportunities. |

|To Commission and manage support services from internal and external suppliers. |

|To advise, support, question, challenge and, where appropriate, escalate around the key risks, opportunities and threats to the Business Unit. |

|To seek out best practice in financial and commercial management / reporting and to actively engage in its implementation in the Business Unit. |

|To support business improvement through quality insight, including leading on external benchmarking and value for money reviews. |

|To be the lead finance link to the Chief Finance Officer (S151 Officer) and, in so doing, recognise the interests of the County Council as a whole. |

|To lead on major cross cutting projects or initiatives with high profile strategic outcomes. |
