TRIFED has a network of its Member Federations and 16 offices all over India with its headquarters in New Delhi. The ultimate objective of TRIFED is socio-economic development of tribal people in the country by way of marketing development of the tribal products on which the lives of tribals depends heavily as they spend most of their time and derive major portion of their income. The approach of marketing development of tribal products envisages TRIFED’s role as a facilitator and service provider. The philosophy behind this approach is to empower tribal people with knowledge, tools and pool of information so that they can undertake their operations in a more systematic and scientific manner. The approach involves capacity building of the tribal people through sensitization, formation of Self Help Groups (SHGs) and imparting training to them for undertaking a particular activity, exploring marketing possibilities in national as well as international markets, creating opportunities, for marketing tribal products on a sustainable basis, creating a brand and providing other services.Activities of TRIFEDRetail Marketing Development:Retail Marketing under the brand “TRIBES INDIA”:TRIFED is engaged in procurement and marketing of tribal art & craft items through its chain of 129 retail outlets called TRIBES INDIA which offers a range of tribal products, which include Metal Craft, Tribal Textiles, Jewelry, Tribal Paintings, Cane & Bamboo, Pottery, Gifts and Novelties & Organic and Natural products. It is an initiative through which TRIFED provides a platform to market tribal products in retail directly to the consumers and in the process ensures that tribal gets a fair price.Skill development and capacity building training programme on Handicrafts/Handloom:TRIFED has been imparting training for Handicraft / Handloom development activities. As part of this initiative TRIFED is providing training inputs for improving the skill & knowledge of tribals in design development, skill development of tribal people in making handicrafts and handloom products.Van Dhan Yojana (VDY): Inclusive growth subsumes tribal, which constitute over 8% of the total population of India. Out of the total tribal population of 10.43 Crores, about 50% are estimated to be residing in forest area. Thus, tribal development and forest development are mutually complementary.TRIFED’s mission is to generate enhanced livelihood opportunities for tribal by undertaking activities related to sustainable gathering of Minor Forest Produce (MFP), value addition and marketing of MFPs & tribal handicrafts. TRIFED has embarked on an ambitious program aimed at benefitting about 5 Million forest dwelling tribal households called Van Dhan Yojana (VDY). The program envisages setting up of about 45,000 Self Help Groups (SHGs) in tribal areas aggregated into 3,000 Van Dhan Vikas Kendras (VDVKs) at block/district level (each of around 300 tribal members). These tribal members will gather or cultivate Non-Timber Forest Produces, bring them to common premises allocated to them by Panchayats/ self-owned, do the necessary sorting, grading and value addition to realize higher prices for their produce. The groups will also identify local/district level/state level buyers and market the produces through appropriate branding and attractive packaging. All key activities pertaining to the VDY program is coordinated through TRIFED head office, New Delhi and network of 16 regional offices spread across the country. The State Implementation Agencies and State Nodal departments appointed by the respective State Governments are driving the program at the State & District levels. TRIFED has currently sanctioned 2224 VDVKs proposals in 21 States covering 3.7 tribal beneficiaries across the 21 States& 1 UT. Further, TRIFED has planned to sanction additional 1300 VDVKs proposals in FY 2020-21 in the States thus taking the total tally of VDVKs in the country to about 3000 VDVKs. The data consisting of individual tribal gatherer is captured during the formation of the VDVKs by the State Implementing Agencies/ District Implementing Agencies/ Mentoring Organization/ other stakeholders. The data includes demographic details of the tribal gatherer, income details, MFPs collected, Bank Account details etc. Currently, the operations of TRIFED encompass retail operations conducted through retail shops and ecommerce operations are being conducted through , , etc.Project ObjectiveThe overall objective of this project includes:Realtime System Driven Inventory Management System (RIS) Warehouse Management SystemE-MarketplaceThe objective of this RFP is to hire an agency to run the Tribes India Operations:The agency shall be required to create and commission Tribes India E Marketplace Retail Portal with Mobile App (IOS/Android) for India & Global Markets with end to end functions towards following ecommerce operations-Order Processing.Payment Gateway Integration.End to end logistics Support.Return/ Refund Functionalities.Customer Care Support/ Helpdesk Management.Any other functionality that is needed for seamless ecommerce operations as per prevalent industry practice.The agency shall be required to manage fully Integrated system driven warehouse Management System in proper syncing with Tribes India Retail Portal.The agency shall be required to manage fully Integrated Realtime Inventory Management System in proper syncing with Tribes India Retail Portal The agency shall be required to complete legacy data reconciliation and migration.The agency shall be required to do Digital Marketing i.e, Search Engine Optimization (SEO), Social Media Optimization (SMO), Big Data analysis in order to optimize overall sale through ecommerce portals.The agency shall be required to do the Brand Marketing and Affiliate Marketing of the ecommerce portals.The agency shall be required to develop Mobile Apps(Android/ Apps) for Tribesindia e-marketplace portal.The web-portal to be designed and developed needs be compliant with “Guidelines for the Indian Government Websites (GIGW)-144 page document”. The Web Portal and Mobile Applications must pass through Security Audit by CERT-In before Go Live. The agency shall be required to include the Module of Drop Shipping, completely integrated with other modules.The retail emarketplace portal to include:Mobile friendly interface with responsive web design approach. Refined navigation and content architecture to make it easy to users Designed with latest UI/UX Design as per International standards Web Portal needs to be fast and smooth (easy checkout flow, caching, low page load time, rich content with no broken links and image sizing) Easy to use, attractive GUI keeping the targeted audiences in mind. Responsive layout compatible to standard mobile devices, laptop & PCs. Homogenous keyboard use, screen layout and menu operations with Graphic User Interface (GUI) support. Capability to setup logic, to trap conditions to pop messages in response to conditions like logical data entry errors, certain conditions etc. Confirmation / warning windows for delete, changes etc. Consistent screen layouts and access methods across all modules for same look and behavior The end user interface shall be browser independent and compatible to all the latest versions of popular browsers like Mozilla Firefox, Internet Explorer, Safari, Google Chrome, Microsoft Edge etc. and Operating Systems like Windows, Mac OS & Linux. Integrated with email/SMS gateway for notification at required stages.TRIFED has embarked on an ambitious program aimed at benefitting about 5 lakhs tribal entrepreneurs and artisans. It has developed a tribal centric portal for tribal artisans to sell their produce across India. Tribal E-Marketplace would be centralized e-commerce platform for Tribal Entrepreneurs and artisan to setup their online shop and directly reach out to India as well as global customer base. In other words, customers around the world have direct access to Indian Tribal offerings, their natural produces, artworks, fabrics etc. TRIFED Regional Offices (RO) will play an important role in this business setup. Each RO will hand-hold the tribal in setting up their shop, provide needed training(s) to groom them and help in doing ecommerce business.Expected product catalogue size: 1000 sellers per RO and on average 100 products per seller. Figure SEQ Figure \* ARABIC 1: Indicative e-Marketplace ArchitectureInstructions to bidderProcedure for bid submissionA pre-bid meeting is scheduled on 04/06/2021 at 12.00 noon at TRIFED Head office or through VC, for clarifications if any, pertaining to the scope of assignment, responsibilities of either parties or other details. In case some significant changes are made in the terms/scope of the bid document as a result of pre-bid meeting or otherwise considered necessary, a formal corrigendum shall be uploaded only on website: trifed.in. All decisions taken during the pre-bid meeting and uploaded on our website shall form part of the terms and conditions of the assignment.The bidders must submit bids through hard copies only, no electronic means for submission of bidding application would be considered. The bid proposal shall be a spiral bounded or hard bounded file and shall be properly organized with the proposal containing page no along necessary documents attached.The bidder must submit the proposals in two envelope system. The first envelope consisting of technical proposals and second envelope consisting of financial proposal. Both the envelopes are then to be submitted together inside third large envelope. No details of financial proposal shall be mentioned in technical proposal. The bidder may submit their bid having Consortium etc. keeping the view in mind that any such type of future integrations with third party systems is possible and the agency must adhere to the same as per TRIFED’s directions. Sub-contracting arrangements for this bid are not allowed.All the applications submitted by the bidders shall follow the formats mentioned in the Annexure. If the applications are not as per the format, then TRIFED reserves the right to reject the proposal without assessing it. The authorized signatory of the applicant shall sign all the pages of the proposal.The bidder shall submit its application in a sealed envelope. The details about the eligibility of the firm, experience certificates etc. shall be submitted in one envelope and details of the financial bid shall be submitted in second envelope. Both the technical details and financial bid envelopes shall be placed in a large envelope and submitted to TRIFED Intellectual Proprietary RightAll the rights of material/assets/data/information/portal created/collected by agency under this assignment, shall remain with TRIFED. All such material/ data/ information/ portal/ source code created/collected during the project shall be facilitated for hand-over as required by TRIFED post completion of the project at no extra cost to TRIFED.The Application platform, and its technology app suite remain the intellectual property of TRIFED and TRIFED reserves the right to make modifications to the same as deemed fit based on citizen needs. The bid awardee hereby grants an exclusive, transferable, assignable, irrevocable, and right to use the technology/application platform to TRIFED. Any data created during the usage will be the property of TRIFED and will continue to remain perpetually with the developed platform, whether the users are active or not, or cease to be users of the platform or its derivative solutions. Personal information received by the vendor through this project shall be considered confidential information and vendor will not use or share the same with any third party, other than for the phase-wise activities listed under the scope of this project.Earnest Money Deposit (EMD)The bidder shall give Earnest Money Deposit (EMD) of 5% of Total Project Cost (Rule 170 of GFR 2017) drawn on TRIFED payable at Delhi. The EMD will be forfeited in case of non-performance by the party at any stage of the tender process & this aspect shall be guided by the provisions mentioned in Manual of Procurement of Goods 2017. EMD is to be deposited with the technical bids. The technical bids of the parties not submitting the EMD shall not be entertained & straightway rejected. The validity of the EMD must be 90 days from date of submission of proposal.ConfidentialityThe bidder undertakes not to divulge or communicate to any entity (unless required by law or by any regulation or court order) or use or exploit for any purpose whatever, any of the trade secrets or confidential knowledge about TRIFED which it may receive or obtain as a result of entering into this Project Work order, and the vendor shall use its reasonable endeavours to prevent its officers, employees or agents if any from doing soGovernment Law & ArbitrationThis Project shall be governed and construed in accordance with the laws of the Republic of India. All disputes, claims, suits and actions arising out of this work order or its validity will be in a binding manner finally decided in accordance with the provisions of the Arbitration and Conciliation Act 2008 and its amendments. The venue for arbitration shall be at Delhi and the proceedings will be conducted in English only.Tender ValidityThe offer submitted by the bidder should be valid for minimum period of 180 days from the date of submission of proposal.Performance Bank GuaranteeAs a condition precedent to execution of the Agreement, the successful Bidder shall ensure submission of the requisite unconditional irrevocable Bank Guarantee, in the prescribed format within 15 days of receipt of the Letter of Intent as a Performance Guarantee for the services to be performed under the resultant Agreement. The Bank Guarantee shall be equivalent to 5% of the contract value must be issued by a Nationalized Bank/Scheduled Bank and will be valid for 12+3 Months. The bidder will submit the revise Performance Bank Guarantee prior to the expiration of current PBG. Entries will be made in to RIS platform provided by TRIFED. Agency shall also confirm / issue acknowledgements of receipt of the products/materials to TRIFED in agreed format. Quality check (QC): Agency shall do the QC and complete the documentation. The products which fail the Quality Check will have to be returned/exchanged to the respective seller within stipulated time frame as per the instructions of TRIFED.? Storage: Agency will store the material as per the guidelines provided by TRIFED in the WH at designated areas and will ensure damage free storage. Methods such as Differential Storing Mechanism, Inventory Sorting based on similar product sorting, FIFO/LIFO, nearing expiry etc will have to be undertaken.Processing: Agency will process the orders which will cover picking from the bin, basic QC, packing, labelling etc. Packaging: Packaging material will be provided by TRIFED.Outward: Agency will hand over the shipments to the assigned couriers.
