8. EXECUTIVE SESSION

Ms. Paula Jenkins, RDH moved that the New Mexico Dental Hygiene Committee close this meeting in order to enter into Executive Session to discuss the items listed in the agenda. Pursuant to Sections 10-15-1.H (1) and (7) of the Open Meetings Act authorizing closed sessions for matters related to issuance, suspension, renewal, revocation of a license. Ms. Denise Teague-Myrick SECONDED the motion. Motion PASSED by UNANIMOUS APPROVAL.

WREB REPORT

The HERB Meeting was held on June 23, 2016 in Austin, Texas. Following are highlights of that meeting.

Committee Updates

Kelly Reich updated the committee regarding the local anesthesia examination. Stating the committee's focus remains on examiner standardization exercises with emphasis on the PSA. She reiterated the positive feedback received on the examiner workshop and that the committee also hopes to utilize electronic calibration onsite. She noted no changes in criteria or grading for 2017. The goal to implement the new patient-based component of the local anesthesia written examination in the 2018 exam season is still moving forward. Upon implementation, a Candidate tutorial will be posted to the WREB website to familiarize students and faculty with the navigation of the computerized exam.

HERB members reviewed 2016 restorative performance results year to date mentioning the passing percentage has been increasing. She noted that small shifts in raw performance can result in large shifts in passing percentages (many performing close to borderline for a few years). Large disparity among school performance remains. Many schools continue to perform well while some continue to perform less well.

The Restorative Committee is developing electronic standardization exercises for the 2017 workshop and is considering combining some grading criteria (per category). Restorative retakes onsite will also be offered effective 2017 for eligible candidates.

Janet Ingrao updated the board in regards to dental hygiene retakes onsite pointing out that there is no significant statistical difference between the passing rate across years, second attempts at different sites versus onsite nor is there any difference in passing rate in regards to when a candidate retakes (next day vs. same day). Offering retakes onsite remains a huge candidate satisfier.

She went on to discuss the field tests WREB performed on the periodontal assessment and extraoral/intraoral examination items WREB will be evaluating in 2017. The tests provided data on timing of candidates and examiners as well as candidate performance and examiner calibration. Janet informed the HERB members that bite wings (within 12 months) will be required.

The Dental Hygiene Committee will be utilizing electronic scoring for typodont calibration onsite in addition to using 3D printed models to insure uniformity and consistency. The committee also eliminated the need for a patient based perio calibration onsite by utilizing other modes of calibration.

HERB Member Updates

Each member delivered a brief report on behalf of their respective boards. Josette Beach, the educator member, reported that the educator feedback regarding examination enrollment was positive and thanked WREB. She also stated that it is hard for host sites when candidates do not read the school information, provided by each host site, posted on the WREB website. That there are usually 1-2 candidates who don't bring the correct armamentarium, protective wear, etc., and asks the school to provide the missing item(s). WREB staff will delve into ways to ensure all candidates review this vital information prior to arriving at the host site.

CRDTS REPORT

JULY 29, 2016

I attended the CRDTS Steering Committee meeting on June 11, 2016 in Kansas City, Missouri. Following are the highlights of this meeting.

• CRDTS is looking at implementing direct deposit for examiner and committee member reimbursement.

• In October 2016, CRDTS will start the pilot testing of a Dental CIF exam.

• This exam follows the ADA definition of CIF. There will be a minimum of 25 Candidates per session for at least 2 procedures. Successful candidates will receive CRDTS certification. This CIF exam keeps the integrity of the current dental exam. Retakes will be done in the same format.

• CRDTS gave its first restorative exam in Yakima, Washington and a restorative exam is soon to follow in Seattle, Washington.

• The CRDTS DH restorative exam requires a CL II posterior restoration and an anterior CL III restoration.

• Observations with WREB-no plan to move forward. These exchange visits opened up the lines of communication between the two agencies.

• With new exam formats being implemented, states may need to redefine "Clinical Exam". Challenges to the traditional clinical exam is the OSCE, the portfolio in California, ADEA is trying to eliminate the patient based exam, the CDCA Buffalo model (now renamed: Patient Centered Curriculum Integrated Format) and now the CRDTS CIF.

• The CRDTS annual meeting will be held on August 26-August27, 2016 in Kansas City, Missouri.

CDCA REPORT

I was unable to attend the CDCA Steering Committee Meeting as I was attending the CRDTS Steering Committee Meeting which was being held simultaneously. The following is the highlight from that meeting.

I am pleased to inform you that the Finance Committee has recommended and the Board of Directors has approved of a travel honorarium of $100 for examinations to be paid to those examiners who are required to arrive at an exam site prior to 11:00 am on the calibration/exam day and must travel to the exam site the night prior. 

 

This new policy takes effect on July 1, 2016.

Since of the report submitted for the April 22, 2016 meeting of the NM Board of Dental Health Care and the Dental Hygiene Committee, members of the NMDHA participated in the following activities:

• Attended the UNM Division of Dental Hygiene (DDH) Student Table Clinics, April 21

• Co-sponsored with PMI a Hands-on Laser Course for RDH in Albuquerque, May 6

• Sponsored the NMDHA Mid-Year Meeting and CE courses including OSHA update and BLS CPR certification training in Albuquerque, May 7

• Presented the NMDHA Table Clinic Award at the UNM DDH Awards Ceremony, May 11

• Attended and testified at the ABCWUA Public Hearing on water fluoridation, May 18

• Participated with other oral health providers and students at the NM Special Olympics in Albuquerque, May 21

• Attended the American Dental Hygienist’s Association Annual Meeting, House of Delegates and CE courses in Pittsburgh, PA, June 8-14

Future planned activities include the following:

• The NMDHA Annual Meeting and Scientific Session to be held at the UNM Continuing Education building in Albuquerque, September 23-24 2016

RE: UNM Dental Hygiene Updates

In 2014, the Division graduated 24 entry-level BSDH students and 4 graduate students. All entry-level students have passed their clinical board exams during their first attempt, receiving excellent ratings/scores from the respective, WREB and CRDTS, boards. Students continue to benefit from their collaborations with the UNM Dental Residents who refer patients in need of dental hygiene services to the students. All students who have taken the national board examinations have passed. Scores continue to surpass the national average.

The UNM student association chose to participate in NM MOM as their community service project. Students thoroughly enjoyed this event and their experiences with the community providers. Senior students attended Albuquerque Day event sponsored by the HDDHS. Following tradition, students presented table clinics in April and well over 150 dentists, hygienists and assistants attended.

The Division of Dental Hygiene hired two new faculty members. Christina Calleros, RDH, MS, will be assuming the role of junior clinic coordinator and Lindsey Lee, RDH, MS, will be teaching several courses and instructing in clinic. Vicki Pizanis, RDH, MS, is continuing to teach on a part time basis and coordinating the HRSA 2.5 million grant to facilitate dental education in special needs. Candace Hsu, RDH, MS, MPH, has also joined the Division practicing in the Novitski Dental Special Needs Clinic and instructing students in that area.

Demetra Logothetis, RDH, MS has developed a pharmacology course geared for dental hygienists and the junior students completed this course in the spring. Additionally, the junior students also participated in the UNM Health Sciences Center, Interprofessional Education pilot program with students from medicine, nursing, physical therapy, occupational therapy and pharmacy. The students will participate in this program again next year.

Demetra Logothetis’ 2nd edition textbook on Local Anesthesia was published as was Christine Nathe’s 4th edition Dental Public Health and Research textbook. Faculty continue to present at national and state meetings and Diana Aboytes, RDH, MS, developed and taught a laser course for dental hygienists, with high reviews from participants. The Division continues offering CDE courses to the community and course prices have been reduced as brochures are no longer mailed, but available electronically.

The dentists and dental hygienists faculty held the first annual UNM School of Medicine, Continuing Medical Education oral health workshop for medical and nursing providers in February. The course received very positive evaluations from physicians, physician assistants, nurse practitioners and nurses.

The CODA accreditation site visit is scheduled for November 9-10, 2016.
