Summary of Key Issues

This item presents a summary analysis of the end-of-year evidence of progress of local educational agency (LEA) Plan implementation for LEAs in Cohorts 1–5 of Program Improvement (PI) Year 3. This accountability requirement is described in Item 7 located on the State Board of Education (SBE) Agenda for November 2011 Web page at .

In a letter dated July 19, 2013, LEAs in Cohorts 1–5 of PI Year 3 received guidelines from the California Department of Education (CDE) for submitting end-of-year evidence of LEA Plan implementation and monitoring by September 30, 2013. (See Attachment 1.)

All evidence was to be submitted electronically in the California Accountability Improvement System (CAIS). LEAs in Cohorts 1–5 of PI Year 3 were also invited to participate in a Webinar on August 28, 2013, that was designed to support LEAs in completing this reporting cycle. From September 2013 to December 2013, trained CDE reviewers received and reviewed the local evidence submitted by LEAs.

The total number of LEAs in Cohorts 1–5 of PI Year 3 is 283. To date, the number of LEAs that have submitted end-of-year local evidence of progress in CAIS is 222, representing 78 percent of those LEAs. (See Attachment 2.) On October 11, 2013, an e-mail courtesy notice was sent via CAIS to all LEAs in Cohorts 1–5 that had not yet submitted end-of-year local evidence of progress in CAIS.

The end-of-year evidence of progress consists of:

• A summary description of the LEA’s progress towards implementation of the strategies and actions in the LEA Plan.

• An analysis of the LEA’s progress towards student achievement goals in the LEA Plan based on local assessment data.

• Documentation of annual communication with the local governing board regarding the end-of-year evidence of progress.

Table I displays and categorizes the most commonly reported types of strategies and actions of LEA Plan implementation as reported by LEAs. An LEA may have reported multiple strategies or actions. Table II displays the most commonly reported types of protocols used to monitor the implementation of the LEA Plan strategies and actions and the total number of LEAs reporting the use of such a protocol.

Examples of LEA Plan Implementation and Monitoring

To illustrate how these commonly reported strategies and actions are being implemented, the following is a brief overview of local evidence of progress that two LEAs provided for the 2012–13 end-of-year submission. In each case, the LEA identified a particular group of students, a targeted academic intervention, and a protocol for monitoring the implementation of the plan.

LEA #1: Based on analysis of 2011–12 Standardized Testing and Reporting program assessment results, this kindergarten through twelfth-grade district indicated they would support the implementation of core materials through professional development and professional learning communities. In addition, this LEA intends to use research-based instructional strategies to promote rigor and deepen the CCSS awareness of key teacher leaders from all grade levels and the secondary English and math departments with the charge to develop units of study for implementation with the start of the 2013–14 school year. A key strategy was developed for each priority and monitored for effective implementation throughout the school year using a cycle of inquiry process based on student formative achievement data, observations, monitoring tools, and professional development evaluations.

The following was submitted as evidence of the implementation of these strategies:

• Research-based instructional strategies are shared during Professional Learning Community time as evidenced by agendas and logs

• Principals increased their classroom monitoring time as evidenced by their logs and data from Quality Instructional Leadership Behavior Rubric

• Mathematics Initiative professional development was provided by Pivot Learning Partners on use of the district’s adopted core – MacMillan/McGraw Hill as evidenced by sign-in sheets and evaluations

• Leadership and Learning Center provided extensive readiness and implementation CCSS training throughout the school year as evidenced by the Units of Study that were developed and rolled out to all teachers on June 21, 2013

LEA #2: This county LEA operates three instructional programs, including Alternative Education, the Division of Special Education, and a charter school, with each of those programs serving a very different population of students. Alternative Education provides educational services to at-risk students in kindergarten through grade twelve. The Special Education Division provides support services to students throughout the county for specific areas of need from birth through age 21. The charter school is a parent-choice and parent-participation charter school, where parents (home teachers) partner with credentialed teachers (resource teachers) and community entities to educate their children. Despite the vastly different population of students served in each of the programs, this LEA reports that they continue to look for ways to make improvements to the overall instructional program to help students meet the goals outlined in their LEA Plan. As part of this process, the LEA holds Principal Retreats on a triennial basis, where administrators from each of the three programs come together for structured collaboration. The LEA reports that the retreats have been instrumental in helping the LEA prepare for CCSS and in selecting an online learning program to pilot for the coming school year.

Evidence to document this work consists of:

• Revised pacing and assessment calendars, curriculum maps, and lesson plans

• Newly developed curriculum maps that include CCSS components such as vocabulary, cross-curricular connections, assessments, and additional information to help guide instruction

• Documented oversight by the Vice Principal of Curriculum and Instruction

• Documented monitoring by the administrators via walk-throughs and informal observations

Conclusion

Based on a review of local evidence, most LEAs in Cohorts 1–5 of PI Year 3 placed a high priority on implementing academic interventions for targeted students during 2012–13, with a particular emphasis on the needs of English learner students. These strategic interventions were supported by a wide variety of professional development activities, many of which were designed to initiate or strengthen professional learning communities at the school or district level. Furthermore, of the 222 reports submitted, 113 indicated that professional development had been planned or conducted to support math CCSS implementation, 119 indicated that professional development had been planned or conducted to support ELA CCSS implementation. Overall, of the 222 submissions, 168 mentioned CCSS implementation in some way, while 63 made no mention of the CCSS. These data appear to indicate that the majority of these LEAs have raised awareness and started preparing for the transition to CCSS implementation.

2012–13 Update

At its November 2013 meeting, the SBE revised the evidence of progress reporting cycle from a mid-year and end-of-year submission to a single end-of-year submission, beginning September 2013 for Cohorts 1–5 of PI Year 3.

GUIDELINES FOR SUBMITTING 2012–13 END-OF-YEAR EVIDENCE OF PROGRESS FOR LOCAL EDUCATIONAL AGENCIES IN CORRECTIVE ACTION

The purpose of this letter is to provide local educational agencies (LEAs) in Cohorts

1–5 of Program Improvement (PI) Year 3, Corrective Action 6, with guidance for completing the 2012–13 submission of evidence of progress. Please note that those LEAs identified in November 2012 as PI Year 3, Cohort 6, will not need to submit a report until the conclusion of the 2013–14 reporting cycle in September 2014.

The 2012–13 end-of-year evidence of progress deadline is Monday, September 30, 2013. The end-of-year evidence of progress consists of:

• A summary description of the LEA’s progress towards implementation of the strategies and actions in the LEA Plan.

• An analysis of the LEA’s progress towards student achievement goals in the LEA Plan based on local assessment data.

• Documentation of annual communication with the local governing board regarding the end-of-year evidence of progress.

All evidence of LEA Plan implementation and monitoring will be submitted to the California Department of Education (CDE) electronically via the California Accountability and Improvement System (CAIS). The documentation will be compiled in a summary report for review by the State Board of Education (SBE). Attachment 1 is a list of LEAs in Cohorts 1–5 of PI Year 3. Attachment 2 provides step-by-step instructions for accessing the PI Year 3 Evidence of Progress monitoring instrument and uploading documentation in CAIS.
