Jim Smith, PhD, P.E.

Professor of Environmental Studies and Emergency Management

American Military University

I design and teach online scientific, policy, and technical courses, having taught for American Military University since 2000. Specializing in the areas of disaster management, public budgeting, program appraisal, and environmental management, I am particularly concerned with planning and funding preparedness and mitigation and improving coordination among local, state, and federal agencies in disaster response. My most recent publication is “Budgeting for Disaster” in The Public Manager.

American Military University provides 100% distance learning programs

to the nation's military and public service communities. Out of 13,000 total students, over 1,100 are in AMU’s Homeland Security bachelor's and master's programs. AMU’s Emergency & Disaster Management programs focus on emergencies from the perspective of response, with approximately 350 students enrolled in these bachelor's and master's programs. (AMU is based in Charles Town, WV; I teach from my home in Floyd, VA.)

The conference and pre-conference are exciting. I expect to improve my emergency management teaching skills and my understanding of the entire community.
