Introductions

Chairman Dick Piwko called the meeting to order at 9:00 am. Committee members and guests were introduced. A list of those in attendance is attached to these minutes.

Chairman Piwko reviewed main points of the committee last meeting minutes and asked if there are any comments.

Wind-related sessions/meetings at 2008 IEEE T&D Conference

Chairman Piwko gave a list of the sessions and meetings sponsored by the WPCC committee at the IEEE 2008 T&D conference. Two working group sponsored by the WPCC have met during this event. The WPCC-sponsored working groups and panel/poster sessions at the 2008 IEEE T&D conference are shown in Table 1.

The two panel sessions sponsored by the WPCC committee in this conference were successful events and have been very well attended.

In the discussion that followed, it was pointed out that it was difficult to organized a “super sessions” at this IEEE T&D conference because of the organizer concerns about the attendance of such an event. Meanwhile a wind power super session will be sponsored in the IEEE PES general meeting in July 2008.

Wind-Related Sessions at PES General Meeting (Pittsburgh, PA; July 20-24, 2008)

Chairman Piwko gave a list of the sessions and meetings that will be sponsored by the WPCC committee at the IEEE 2008 PES general meeting as follows:.

• Panel Session: Wind Generation Modeling & Controls (PSDP)

• Panel Session: Capacity/Credit Value of Wind Power (WPCC/PSACE) (Chair: Mark O'Malley)

• Super Session: Panel on 20% Wind (WPCC) (Chair: Edgar deMeo)

• Panel Session: Operations Issues in Power Systems with High Integration of Wind (PSO) (Chair: Bill Rosehart)

• Tutorial: Wind Plant Dynamic Modeling (PSDP) (Chair: Abe Ellis)

• Panel Session: Advances in Wind Energy Conversion Technology (EDPG)

Special “Wind Power” Issue of Power and Energy Magazine

Charlie Smith, the guest editor of the IEEE power and energy magazine special issued on wind power (December 2007), mentioned that he got good feedback about the issue. He said that the issue has been widely circulated and a significant number of copies have been distributed, for example about 7000 copies have been given to UWIG members).

Chairman Piwko mentioned that because of the positive feedback about this issue, it is worth to continue this effort and to prepare for a special issue in December 2009.

Charlie Smith welcomed to have suggestions from the WPCC members about the style and topics to be included in this future issue.

NERC: Integrating Variable Generation Task Force

Chairman Piwko mentioned that NERC has formed the Integrating Variable Generation Task Force (IVGTF) recognizing that the Integration of wind resources requires special considerations in planning, design, and operation. Five members of the WPCC are participating in this task force.

Charlie Smith has helped in drafting a white paper about the state of the art of the current practice of wind integration and planning.

Chairman Piwko mentioned that NERC has done a good effort in gathering representative from the wind power industry to participate in the task force and that is promising of good outcomes.

Charlie Smith mentioned that the objective of this task force is to produce a document that includes the vision and technical considerations for integrating variable resources, to evaluate operational standards, to identify gaps in current standards and to recommend new standards. Charlie said that the task force draft report is expected to be released by January 2009.

Panel Session Ideas for 2009 PES General Meeting

Chairman Piwko asked for suggestions for panel session ideas for the 2009 PES general meeting that will be held in Calgary, Alberta, Canada in July 2009.

• Charlie Smith suggested an eight hour tutorial with a title Wind Power 101, such a tutorial will cover the basics of the wind power engineering and will have about seven different lectures.

• The chairman of the Wind Plant Collector System Design WG Ernst Camm mentioned that the WG is planning to organize a one or two panel seasons in this meeting.

Chairman Piwko mentioned that the WG needs to coordination with other technical committees in the planning of panel sessions, to check the formal procedures for such coordination.

Ernst Camm indicated in the WG organizing effort, there is a leader in each technical sub-group who will be leading the sub-group effort and will also take the responsibility to coordinate with other technical committee that is relevant to the sub-group technical area.

• Reigh Walling of GE mentioned that recently several wind related groups have been formed which are:

-Applications of wind farm padmount transformer

-Wind Farm substation transformer application

-Grounding of wind turbine (C62 grounding)

Chairman Piwko mentioned that it is becoming very difficult to learn about different working groups in PSE, as there is no available updated directory of these groups. The current directory is back to 2003 and now the only chance to know new working groups is through the web site if they published one. Piwko is going to complain to the PSE mangament about the lack of updated WG directory.

• Dick Piwko will take the necessarily actions to establish a new working group on Market Operations with high percentage of wind power penetration. Dick will follow up with Bob Zavadil who is leading the effort to establish this working group. The WG will be covering topics such as market deign, Unit commitment, economic dispatch,….etc. This WG should plane to organize a panel session in the PSE 2009 general meeting.

As a summary the WPCC members should plan for the following sessions in the PES meeting 2009:

• Panel Session: Market Operations with high percentage of wind power penetration

• Panel Session: A panel or two based on the progress of the subgroups of the Wind Plant Collector System Design WG

• Paper Session: If good quality papers will be submitted in the wind area.

• Tutorial: Wind Power 101

Existing Wind-Related Working Groups in PES

Chairman Piwko gave a list of the current wind-related working groups in PES which the WPCC is coordinating with them.

• Working Group on Renewable Technologies (ED&PG)

• Renewable Energy Integration Subcommittee (T&D)

• Standardized Wind Generation Models for System Planning Studies (PSDP)

• Collector System Design Considerations for Wind Farms (T&D and EDPG)

• Capacity Value of Wind Generators (PSO and PSACE)

Piwko mentioned that one of the WPCC main goals is to help different technical committees in PES in identifying WG needed to solve the technical challenges facing the progress of wind power.

In an open discussion, the following comments and suggestions were offered:

Capacity value of wind power is an important topic that will be addressed in the NERC (IVGTF) final report. NERC effort will progress faster that the WG effort but members of the WPCC in the IVGTF should try to coordinate between the WG effort and IVGTF effort.

The WG in capacity credit should try having outcomes in a timely manner to influence the IVGTF final report

Chairman Piwko will talk to Michael to accelerate the effort in identifying the capacity value of wind power in a consistent manner for all ISO/ RTOs in the NERC IVGTF effort.

Both the WG and NERC IVGTF should address:

• Capacity value techniques with 15% renewable generation

• Reliability assessment with the existence of wind power generation, ELCC analysis, techniques for calculating LOLP

• Different ISOs/RTOs are addressing wind capacity value in different manners that should be unified by the outcomes of NERC IVGTF effort.

• The effect of available transmission capacity, i.e. limited transmission on the value of the wind farm capacity factor

• How to address an error of 25% in wind forecast in real time operation

• Techniques adopted by different ISOs/RTOs such as the techniques used by PJM which is based on wind output power in a certain period of day for the last three years.

Working Groups Under Development or Consideration

Short Circuit Currents from Wind Generators (EMC, PSRC, T&D)

Chairman Piwko has been approached by the relaying committee for initiating the a working group on short circuit currents from wind generators. Piwko will meet with leaders of EMC, PSRC and T&D to coordinate the effort in establishing this new working group. The WG effort will cover topics such as, identifying the nature of the short circuit current of different WTG, short circuit calculation, relys coordination,……..etc

It has been mentioned that this WG will be conflicting with short circuit and protection coordination subgroup in the Wind Plant Collector System Design WG. To avoid such conflict, Chairman Piwko will meet with the subgroup leader to unify the effort of the subgroup and this new WG.

Power System Operations with Variable Wind Resources – Unit Commitment, Load Following, and Regulation (PSO)

The effort of establishing this WG is lead by Bob Zavadil

In an open discussion, the following comments and suggestions were offered:

There is a conflict between regulations for wind farms connected on distribution systems and wind farms connected on the transmission level

For example a wind farm connected to transmission network is supposed to ride though Low Voltage according to FERC rules, meanwhile wind farms connected on the distribution level must follow IEEE 1547 and to be totally disconnected during Low voltage events. Also IEEE 1547 does allow the distributed generation to regulate voltage.

A question shas been rasine if The IEEE Standards Coordinating Committee 21 (IEEE SCC21) can take action to prevent such conflicts.

Members of the WPCC should review the revised 1547 and express their concerns about standards that conflict with the normal operation of a wind farm. They should vote against standards that does reliaze the proper operation of a wind farm.

Technical Committee Program Chair Report

Chairman Piwko mentioned that the (TCPC) for the WPCC, David Jacobson, is taking the responsibility for:

• Conference Paper reviews – process and results

• Logistics for reserving committee rooms

• Logistics for panel sessions and tutorials

WPCC has been successful in the reviewing process for papers related to wind power submitted to IEEE PES general meeting and IEEE T&D conference. In most cases WPCC will direct the papers to the appropriate technical committee for review. Anout 20% of the papers is review by WPCC itslef.

Piwko stated that the review process is different for the transaction papers. He is worried that transaction may be reviewed by non expert in wind power.

Charlie Smith mentioned that some authors complained about their papers rejected from transaction reviewers and they ended up submitting their papers to other non IEEE transactions.

Piwko states that he is going to contact the editors of the PSE transaction papers to offer the help of WPCC in reviewing transaction papers related to wind power.

Status of WPCC Web Page

The WPCC web page is ready to be published. Dale Osborn will to activate the WPCC webpage in the IEEE PES technical committee main web page. Dale mentioned that the webpage will be update twice yearly.

The website includes minutes of previous WPCC meetings, WPCC activities and work scope, contact information of WPCC leaders, WPCC upcoming meetings and links to non-commercial wind power organizations such as UWIG and AWEA

Liaison Reports and Discussion

• Charlie Smith, Executive Director of UWIG, gave a summery of the ongoing efforts of the five technical working groups sponsored by UWIG. Charlie mentioned that UWIG has recently organized a wind forecast workshop that has been well attended. This summer, UWIG is organizing wind power engineering workshop and Power systems operations with wind.

Chairman Piwko mentioned that NREL wind data will be available for public.

• John Dunlop of AWEA mentioned that he is expecting more than 8000 participant in the wind Power conference in June 2008 with more than 600 exhibitor.

AWEA is collaborating with Sandia on component reliability data base, to supply data to NERC generating availability data system (GADS). AWEA also is is addressing the problem of constrained supply chain and is organizing a workshop for this matter. AWEA is continuing its effort in small wind certification.

Summary of Action Items 

1. Dick Piwko is going to complain to the PSE management about the lack of updated WG directory which makes the coordination effort of the WPCC very difficult. The current on-line directory system is not updated, the update should be mandatory for all working groups.

2. Dick Piwko will take the necessarily actions to establish a new working group on Market Operations with high percentage of wind power penetration. Dick will follow up with Bob Zavadil who is leading the effort to establish this working group. The WG will be covering topics such as market deign, Unit commitment, economic dispatch,….etc.

3. Chairman Piwko will talk to Michael to accelerate the effort in identifying the capacity value of wind power in a consistent manner for all ISO/ RTOs in the NERC IVGTF effort. He also emphasis that the WG in capacity credit should try to have outcomes in a timely manner to influence the IVGTF final report

5. Chairman Piwko will contact the editors of the three PSE transactions, Power Systems Engineering, Power Delivery and Energy Conversion to offer WPCC help in reviewing transaction papers related to wind power.

6. WPCC member should coordinate to give feedback on standards that affect wind power and take appropriate action in standards voting.
