Motion carried by unanimous vote.REPORT OF THE STATE FIRE MARSHALINFORMATIONAL ITEMSPersonnel ItemsThe Deputy Fire Marshal I position in Sussex County is in the final phase of being filled. A tentative offer has been made to a candidate to allow them to finish required testing. The Fire Protection Specialist I interviews will be conducted in Dover on May 20th for the vacancy in Sussex County. Kelly Cykosky, Administrative Specialist I has completed 10 years of state service. She is a valuable asset to the agency providing administrative support to the Investigations Division, Healthcare/Day Care Program and Quality Assurance Program. It was moved by Commissioner Dicristofaro, seconded by Commissioner Truitt to recognize Kelly Cykosky for 10 years of service. Motion carried by a unanimous vote.Fire FatalitiesFire Marshal Ingle updated the Commission on the six fire fatalities in the state this year. Three of these involved working smoke alarms and three were without.April 10, 2015 at approximately 3AM within the Indian River fire district, a female victim was found inside of the structure that was deceased due to smoke inhalation. The incident remains under investigation. There were smoke alarms and it is probable that they were working. SFPC MinutesMay 19, 2015Page 3Fire Fatalities cont.April 10, 2015 at approximately 10AM Aetna Hose Hook and Ladder district responded to an apartment building fire. They found a victim deceased within the apartment. There were smoke alarms in the apartment, but other conditions prevented the victim from escaping the fire. May 7, 2015 another fatal fire happened on the 400 block of Feather Drive in Raven Glen. The victim was located on the second floor. It is not yet determined if smoke alarms were working in the residence. The victim was on the phone with the dispatcher prior to fire department arrival. This was the fifth fire fatality of the year. The incident remains under investigation.May 10, 2015 at approximately 10AM the sixth fire fatality took place in the area of Milford/Frederica. A female victim was deceased within the structure who succumbed to smoke inhalation. This incident did not have working smoke alarms. Five other individuals were injured in this fire. Two adults and two children were able to escape through a window and discharged from the hospital with no life threatening injuries. A male victim who was working outside of the structure and saw smoke, went inside and attempted to rescue the female victim and received severe burn injuries to himself. He remains at Johns Hopkins in critical but stable condition. The incident remains under investigation.DTI UpdateThe agencies are updated to a newer version of Script Logic 9.1. The twenty laptops that have been updated for the deputies through the police chief’s Laptop replacement Program are all in service and working well. 2013 Microsoft Licenses have been purchased. DTI will DTI will push out the update to the Office of the State Fire Marshal the week of June 1. Issues have been at a minimum and all of the problems have been dealt with quickly.The phone system will be replaced sometime after July, 2015 in New Castle and Sussex. DTI will oversee the transition.E-Permit, ILS System and QAP System are under the direction of an individual working towards a business solution. He is in the process of completing his report and discussions will begin to move forward with updating and correcting concerns within these programs.SFPC MinutesMay 19, 2015Page 42015 SFPR – UpdateFire Marshal Ingle reported that he met with DAG Davis-Oliva and reviewed the 2015 SFPC Regulations update recommendations. When they are placed in a format to review, the DAG will make a presentation before the commission for comments.City of NewarkAs of April 30, 2015 the City of Newark does not have a fire marshal due to a retirement. They are in need of assistance, so the State Fire Marshal met with them prior to this regarding the state doing fire investigations within the city of Newark. Similar to what is done within the city of New Castle because it may take some time to fill the position of fire marshal. Fire Marshal Ingle entered into an MOU with the City of Newark to assist them in a backup capacity. They will not be supporting plan reviews.Residential Sprinklers Proposed LegislationFire Marshal Ingle discussed House Bill133 that has been sponsored by Representatives Osienski, Heffernan, Johnson, Keeley, Kowalko, Short and Senator Ennis. This bill requires builders of new, one or two family residential dwellings that are 3 stories or less to provide to the purchasers a cost estimate from the builder for an automatic sprinkler system, as well as information from the State Fire Marshal’s Office about the benefits of such a system.ISO Claims Research LetterFire Marshal Ingle reviewed with the commission correspondence received from ISO. This letter sought clarification regarding the fire loss reporting requirements in the State of Delaware.Red CrossFire Marshal Ingle met with representatives of the Red Cross on May 11, 2015 regarding a national “Home Fire Campaign”. This campaign works within communities to strengthen volunteerism. They do a lot of outreach other than smoke alarm awareness. They have a home safety check off list that they teach. It will be re-posted today and a notice will go out to the schools part-time instructors. Director Newnam met with his staff to review school program status and update proposals during the week of May 5th. Meetings were held with Instructor Aides to review polices and future expectations of the position in the week of May 12th. The Fire School has applied for the National Fire Academy Grant for $20,000 that would be used to conduct National Fire Academy classes in state.SFPC MinutesMay 19, 2015Page 6Director cont.The Fire School is applying for re-certification for Haz. Mat. Awareness & Operations with IFSAC. They have decided to not renew the 80 hour Technician Certification. This is something that was done for DuPont which has been bought out by another company and no longer viable at this time. A site visit is scheduled for this fall.Director Newnam added a Career Supervisor contact for Fire Companies – to receive the same information as an EMS Officer.A request will be made for the SFPC to update Contact form to reflect additional Officer Information.DTI has updated the DSFS record system to allow an Instructor the ability to accept contracts directly.Director Newnam responded to a request made by Commissioner Truitt in April to allow Paramedics the ability to use their recertification as an EMT in Delaware. This is currently on hold because the National Registry has changed their requirement. National Registry is going to develop a 20 hour program. In return the state can have 10 or more hours of training. The EMT will then get 10 hours of training somewhere else. The National Registry is reducing the 72-hour recertification to 40-hours. Director Newnam will have a better answer for Commissioner Truitt when they know exactly how the National Registry intends to move forward.Twenty-four new laptops were ordered for the instructor kits at a cost of $25,000. Staff ActivitiesTraining Educator III O’Malley will be attending the Geiger Products Expo in Trevose, Pa on April 28th.Training Educator III O’Malley attended the NY Fire And Life Safety Conference in Montour Falls, NY for presentations from April 30th – May 3rd.Training Educator III O’Malley, Senior Instructors Low and Dempsey will attend the NFA National Development Symposium from June 10th – 13th. Senior Instructor Wilson attended the Rescue drill in Pa. with the Delaware teams.Senior Instructor Brennan attending the DAPSS Award Banquet on May 21st.The staff reviewed and updated the Civil Disorder policies and operations. Senior Instructors Wilson and Stephens supported the Sussex Vehicle Rescue Competition on May 9th.The staff conducted visits from Gear Washer/Dryer vendors for Instructor PPE. These activities were not reported to the Commission.SFPC MinutesMay 19, 2015Page 9BLS MEDICAL DIRECTORDr. Matthews addressed the Commission and submitted the following report.1.Narcan pilot update: Throughout the pilot period, from February 2014 to March 31, 2015, there were 92 uses of Narcan by BLS. The pilot data will be reviewed and analyzed with the ultimate goal of publishing the success of the Delaware BLS Narcan pilot. The data demonstrates the importance of BLS carrying and administering Narcan to those in need during the current opiate epidemic. Thank you to all of the participating agencies, trainers, and providers who have made this program successful throughout the pilot program.2.Thank you to the Fire School Director, and Matt Gajdos who were able to query BLS agencies regarding the interest in the BLS albuterol pilot. A total of 22 companies throughout the State are interested in participating, and most have completed the "Train the Trainer" course which was organized by Matt Gajdos. I attended the second of these courses, which was extremely well orchestrated by Instructor Gajdos, and well received by the trainers. A general albuterol prescription for participating agencies is on file with Southeastern Medical Equipment and I can put on file at other pharmacies if requested.3.OEMS approved a list of EDs throughout the State regarding capabilities for BLS agencies to use as a reference regarding most appropriate destination. The list includes capability status for trauma, pediatrics, obstetrics, cardiac catheterization, and stroke centers. The list is available on the OEMS website. No Update4.Thank you to Matt Gajdos and DE City Fire Company who coordinated, sponsored, and submitted an application for a CPR assist device grant. If accepted, the grant would significantly reduce the cost of purchasing these devices for BLS companies throughout the State. No Update 5.Follow up items: Per SE Med Equipment, the current cost of 2mg Narcan with atomizer is just under $41. Cost of albuterol 2.5 mg respules $5 for box of 25 respules. Neb/tubing ranges $0.90 to $1.35 per set for use. No UpdateSFPC MinutesMay 19, 2015Page 10REPORT OF THE INVESTIGATOR/COMPLIANCE OFFICERIn April, Mr. Truax conducted thirteen annual ambulance unit inspections. Out of those inspections, three were new units.Case #1420 and #1501 were presented to the commission for closure. Case #1420 is with regard to an EMT who is under probation for theft of funds. Case #1501 is an EMT with ten counts of child pornography. The certification of each EMT expired March, 2015. Because they have not recertified the case before the commission is moot. If they choose to certify as an EMT in the future, they will have to reapply and get a new criminal background check. The Commission may choose to still have a hearing. The advice of the Attorney General’s Office is to close the cases because they have voluntarily allowed their certification to expire. Mr. Truax recommended that the Commission close these two cases.It was moved by Commissioner Marvel, seconded by Commissioner Truitt to close cases #1420 and #1501. Motion carried by a unanimous vote.REPORT OF DEPUTY ATTORNEY GENERALDeputy Attorney General Davis-Oliva will review the Fire Prevention Commission regulation updates at the June meeting.REGULAR BUSINESSAction ItemsCommission Radio’sOriginally the Commission worked with the Fire School to obtain radios for the commission Investigator, vehicle and office. Bill Carrow of State Safety and Homeland Security has been very helpful and able to present each Commissioner today with 800 MHz radios. He gave a brief explanation of the radio and talk group. He presented them briefly with instructions and will supply further information in the near future. The Commission shared their great appreciation. The company is not getting any help from the hospital or OEMS. He feels that this is going to affect public safety at some point.
