Article I – Name

The name of this organization shall be the American Society of Civil Engineers Student Chapter of Iowa State University.

Article II – Purpose

The purpose of the American Society of Civil Engineers Student Chapter, hereafter referred to as ASCE, of Iowa State University, hereafter referred to as ISU, shall be to expose members to the real-life challenges of civil engineering, to provide a support network, outreach and contacts for members, and to improve the image of civil engineering.

Article III – Membership

Section 1: ASCE abides by and supports established Iowa State University policies, State and Federal Laws, and follows local ordinances and regulations.

Section 2: ASCE agrees to annually complete President’s Training, Treasurer’s Training and Advisor Training (if required).

A. Eligibility

To be a member, s/he must be a full-time or part-time engineering undergraduate or graduate student at Iowa State University.

B. Membership

All members, with the exception of Faculty Advisor(s), Practitioner Advisor(s), Cabinet members, and first semester students, shall pay membership dues. A Membership Drive shall be conducted at the start of each semester prior to the first Speaker Meeting.

b. Active members

In order to obtain active membership status for a semester, ASCE members must have completed at least the following requirements:

i. Pay semester dues in full except those previously mentioned

ii. Attend two (2) Speaker Meetings

iii. Attend one (1) Social Event

iv. Attend one (1) Outreach Event

v. Each of the following activities can fulfill one (1) of the Speaker Meeting requirements, the Social Event requirement, or the Outreach Event requirement:

1. Attend one (1) Event deemed as a “Special Event”

2. Active membership in Steel Bridge Team

3. Active membership in Concrete Canoe Team

Article IV – ASCE Government

A. University Non-Discrimination Statement

B. Faculty Advisor

a. The Faculty Advisor position is filled by a faculty member who fulfills this position for a timeframe that they choose. The Faculty Advisor position will only be voted upon when the current Faculty Advisor steps down from this position.

b. One or more advisor(s) from the Department of Civil, Construction, and Environmental Engineering, hereafter known as CCEE, Department, shall:

i. Be recommended by the ASCE Student Chapter Cabinet

ii. Be subject to annual evaluation by the ASCE Cabinet at the discretion of the Cabinet

iii. Provide input for ASCE matters

iv. Attend Cabinet Meetings

v. Attend Speaker Meetings

C. Practitioner Advisor

One or more advisor(s) who are registered professional civil engineers in central Iowa and are members of the Iowa Section of ASCE, shall:

i. Be recommended by the ASCE Student Chapter Cabinet

ii. Be subject to annual evaluation by the ASCE Cabinet at the discretion of the Cabinet

iii. Provide input for ASCE matters

iv. Attend Speaker Meetings

D. ASCE Cabinet

The following officers shall constitute the ASCE Cabinet:

a. President

b. Vice President

c. Secretary

d. Treasurer

e. Social Chair

f. Public Relations (PR) and Recruitment Chair

g. Webmaster

h. Outreach Chair

i. Engineering Student Council Representative

j. Freshmen Representative(s)

k. Sophomore Representative(s)

m. Concrete Canoe Chair(s)

E. Steel Bridge Team

The Steel Bridge Team will be run by the Steel Bridge Chair(s) as elected by active members of the Steel Bridge Team. Members of the Steel Bridge Team must be working toward active membership of ASCE.

F. Concrete Canoe Team

The Concrete Canoe Team will be run by the Concrete Canoe Chair(s) as elected by active members of the Concrete Canoe Team. Members of the Concrete Canoe Team must be working toward active membership of ASCE.

G. Eligibility

a. To be an ASCE Cabinet member s/he must be a full-time or part-time civil engineering student enrolled at Iowa State University and meet the following requirements:

i. Have a minimum cumulative grade point average (GPA) as stated below and meet that minimum cumulative GPA in the semester immediately prior to the election, the semester of election, and semesters during the term of office. For undergraduate students, the minimum GPA is 2.00. In order for this provision to be met, at least six hours (half-time credits) must have been taken for the semester under consideration. If a student was involved in an internship the previous semester, the prior semester to the internship shall take effect.

ii. Be in good standing with the university and enrolled: at least half time (six or more credit hours) if an undergraduate student (unless fewer credits are required to graduate in the spring and fall semesters) during the term of office, and at least half time (four or more credits) if a graduate level student (unless fewer credits are required in the final stages of their degree as defined by the Continuous Registration Requirement) during their term of office.

b. To be an ASCE Committee member, s/he must be a full-time or part-time engineering student enrolled at Iowa State University.

c. The President of ASCE Cabinet shall have at least one (1) year of experience on the ASCE Cabinet.

d. Students on a work term during the semester prior to Cabinet term must follow election requirements as defined in Article IV, Section J.

H. Election Process

a. ASCE Cabinet

i. All Cabinet positions will be subject to an election every year where current members will be present.

ii. Elections for the following positions shall be held in April:

1. President

2. Vice President

3. Secretary

4. Treasurer

5. Social Chair

6. Public Relations and Recruitment Chair

7. Webmaster

8. Outreach Chair

9. Engineering Student Council Representative

10. Freshmen Representative(s)

11. Sophomore Representative(s)

12. Steel Bridge Chair(s)

13. Concrete Canoe Chair(s)

iii. The elected officers above will begin their term with the Cabinet Exchange Meeting to be held in April or May.

iv. The election process will be as follows: The person(s) being elected must be nominated by two of his/her present members of ASCE; the nominated person will then accept or deny the nomination; if accepted, the nominated person(s) will then give a speech to attending members on why they would do well in the nominated position; the nominated person(s) would then leave the room; a simple vote would be cast; and the winner would be determined by a simple majority.

v. In the event that the term of election will involve a special event including, but not limited to, the Mid-West Regional Conference or Mid-West Regional Concrete Canoe Competition, one (1) or two (2) Special Events Chair(s) will be elected at the general Cabinet Elections, will be subject to all requirements for Cabinet Positions, and will uphold responsibilities as defined in Article IV, Section L.

vi. In the event that a Freshmen Representative is unable to be elected during Cabinet Elections, the Cabinet will appoint the Freshmen Representative during the fall semester.

vii. Elections shall be run by the President.

viii. Nominations shall be taken at the Election Meeting.

ix. Nominees will address all members present at the meeting in which the vote is taken with the exception of those candidates on work term.

x. Students on work term must write a statement of qualifications to be read by the President at the Election Meeting.

xi. Nominees shall leave the meeting room during discussion and election of position.

xii. Voting shall be done by secret ballot.

b. Competition Team Elections

i. All competition team positions will be subject to election every year.

ii. Elections for the following positions shall be held in March or April, but will be held before the Cabinet Elections in April:

1. Steel Bridge Chair(s)

2. Concrete Canoe Chair(s)

iii. The elected officers above will begin their term with the completion of the previous competition year.

c. Duration of office positions

i. Cabinet positions will be one year except as defined by Article IV, Section K.

ii. If a position is filled halfway through an academic year, the position will be vacated when the new elections take place.

d. Special Elections

A special election will be held in the following cases:

i. A Cabinet member is unable to fulfill responsibilities due to extenuating circumstances including but not limited to co-op work experience, study abroad, illness, etc.

ii. A Cabinet member fails to fulfill responsibilities and is terminated by the Cabinet

I. Removals from Office and Vacancies

ASCE Cabinet members may be removed from office for negligence or incompetence by a three-fourths (3/4) vote of the attending ASCE Cabinet, provided that notice was given at the prior meeting.

a. Vacancy of the President

i. In the event of a temporary absence of the President, the Vice-President shall assume the duties of the President.

ii. In the case of the permanent absence of the President, the Vice-President shall receive a confidence vote of one-half (1/2) Cabinet members to assume the duties of the President. If this fails or the option is not taken, nominations and an election shall be held at the earliest possible consecutive meeting to elect a President to complete the term.

b. Vacancy of other ASCE Cabinet members

i. In the event of a temporary absence of other Cabinet members, that position’s responsibilities will be allotted accordingly to the available Cabinet members.

ii. Nominations and elections shall be held at the earliest possible consecutive meeting.

J. Duties of ASCE Cabinet members

All ASCE Cabinet members shall follow the requirements for active membership outlined in Article III, Section B. Failure to do so will result in removal from office in accordance with Article IV, Section K, and a special election for that position will be held at the next meeting of the semester in accordance with the Election Process outlined in Article IV, Section J.

a. General Cabinet Duties:

i. Complete and return applicable event forms to Secretary within one (1) week of the event

ii. Attend all events unless prior notice is given

iii. Assist in setting up before Speaker Meetings and kickoff events

iv. Attend all Cabinet meetings

v. Assist in maintaining the ASCE office space

vi. Become Serve-Safe certified through ISU for the safe handling of food

vii. Promote and encourage fellow ISU students to join and attend ASCE events

b. President:

i. Act as a liaison between faculty/college of engineering and Student Chapter

ii. Assist all other Cabinet Members as need to make ASCE as successful as possible

iii. Schedule and Conduct all Speaker Meetings, Cabinet Meetings, and Cabinet Elections

iv. Lead Cabinet and Chapter in setting goals for each semester with assistance from the Secretary

v. Conduct Annual Review of Faculty Advisor(s) and Practitioner Advisor(s)

vi. Plan Cabinet Exchange at the end of the term

vii. Present student chapter update at Iowa Section Meetings

viii. Attend dinner with presenters before all speaker meetings

ix. Assist Public Relations Chair in updating bulletin board

x. Update Student Organization Database and respond to inquiries sent via email through the Student Organization Database

xi. Provide ASCE members with a update on upcoming meetings weekly or as needed

xii. Ensure proper forms are signed at the end of the semester to ensure the club is in good standing with the university

xiii. Schedule and plan the Iowa Joint Section Meeting at ISU

xiv. Take notes and write the report for the Joint Section Meeting

xv. Order business cards at the beginning of each school year

xvi. All other tasks, duties, and responsibilities not explicitly stated are the responsibility of the President to personally handle or delegate to another chair

c. Vice President:

i. Contact professionals for Speaker Meetings

ii. Schedule Speaker Meetings based on Speaker availability and ISU exam schedules

iii. Reserve classrooms and ITC equipment for Speaker Meetings, Cabinet Meetings, and Cabinet Elections

iv. Conduct Annual Review of Faculty Advisor(s) and Practitioner Advisor(s)

v. Attend dinner with presenters before all Speaker Meetings

vi. Take notes and write reports for Speaker Meetings

vii. Order nametags and polos at the beginning of each semester

d. Secretary:

i. Make a Cabinet contact list at the Cabinet Exchange

ii. Compile a list of all paid members after the Membership Drive

iii. Set up general membership and Cabinet email list

iv. Write minutes for all Cabinet Meetings and Cabinet Elections

v. Take attendance at all Cabinet Meetings, Speaker Meetings, Joint Section Meetings, and Cabinet Elections

vi. Compile attendance records to keep track of active membership and report to the Cabinet at Cabinet meetings

vii. Work with the Cabinet to compile and submit the Annual Report

viii. Lead the Cabinet and Chapter in setting goals for each semester with assistance from the President

e. Treasurer:

i. Maintain weekly balance of funds available:

1. Total ASCE balance

2. General fund balance

3. Steel Bridge balance

4. Concrete Canoe balance

ii. Collect dues at the Membership Drive

iii. Deposit checks and cash weekly, or as needed

iv. Pick up receipts and ledger in B4 Memorial Union monthly

v. Confirm Student Organization’s balance matches Club’s records monthly

vi. Ensure all travel accommodations are paid for at least one week in advance, including but not limited to, hotels, vehicles, food, and registration fees

vii. Provide a statement of the budget to the CCEE Department Chair for all allocations

viii. Arrange conference funding for students, Faculty Advisor(s), and Practitioner Advisor(s), as appropriate

ix. All monies belonging to this organization shall be deposited and disbursed through a bank account established for this organization at the Campus Organizations Accounting Office and/or approved institution/office (must receive authorization via Campus Organizations Accounting Office). All funds must be deposited within 24 hours after collection. The Adviser to this organization must approve and sign each expenditure before payment.

f. Social Chair:

i. Organize and plan all social functions

ii. Take attendance at all social functions and submit attendance records to the Secretary at least one week before all Cabinet Meetings

iii. Organize and run Social Committee if deemed necessary by a majority of Cabinet

iv. Submit complete active Social Committee membership list to the Secretary no more than one (1) week after a time set under the discretion of the committee leader

v. Coordinate with Treasurer and design, order, and distribute t-shirts for members at least every other year

vi. Organize travel arrangements with the Treasurer for all conferences

g. Public Relations and Recruitment Chair:

i. Organize and run the Recruitment Committee if deemed necessary by a majority of Cabinet

ii. Submit complete active Recruitment Committee membership list to the Secretary no more than one (1) week after a time set under the discretion of the committee leader

iii. Create and post flyers of upcoming events at least one week prior to the scheduled date of events

iv. Update layout of the bulletin board and display case each semester, update content of the board and display case periodically as needed

v. Update the CCEE Communication Specialist on ISU ASCE events through press releases and copies of pictures

vi. Compile the Chapter Newsletter as described in Article V, Section E

vii. Plan the Membership Drive each semester.

viii. Take photos at all events or delegate to Freshman or Sophomore Representative(s)

ix. Upload photos to Q-drive one week after all events

x. Update ASCE bulletin board regularly with upcoming events and other useful information

xi. Continually promote continued recruitment and advertisements of ASCE to current and potential ASCE members

h. Webmaster:

i. Maintain and continually develop ASCE website

ii. Update website with Active Membership at the end of the semester

iii. Update website calendar with all Cabinet Meetings, Speaker Meetings, Joint Section Meetings, and Cabinet Elections as final dates are decided

iv. Update Google Calendar with all other events after Cabinet Meeting or Speaker Meeting when events are first announced

v. Update website with Speaker Meeting summaries and Weekly Updates

vi. Manage Net-ID’s with access to the Q-Drive

i. Outreach Chair:

i. Take attendance at all Outreach Events and submit attendance records to the Secretary at least one (1) week after an event

ii. Recruit and schedule student volunteers at outreach activities

iii. Act as a contact for members of the College of Engineering Outreach and Recruitment Office, CCEE department, or Ames community to reach ASCE members

iv. Attend ISU Volunteer Fair for Outreach ideas and opportunities

j. Engineering Student Council Representative:

i. Attend all Engineering Student Council meetings

ii. Update ASCE Cabinet and general membership on Engineering Student Council announcements at each Cabinet Meeting and Speaker Meeting

k. Freshmen Representative(s)

i. Act as a liaison between Freshmen in CCEE and ASCE, and encourage attendance at ASCE events

ii. Assist in advertising events (hanging posters, writing on classroom whiteboards, etc.)

iii. Assist all Cabinet Members in creating successful events through encouraging attendance and assisting with set-up and teardown

l. Sophomore Representative(s)

i. Act as a liaison between Sophomores in CCEE and ASCE, and encourage attendance at ASCE events

ii. Assist in advertising events (Hanging Posters, Writing on Classroom whiteboards)

iii. Assist all Cabinet Members in creating successful events through encouraging attendance and assisting with set-up and teardown

m. Steel Bridge Chair(s)

i. Complete all competition requirements as defined by the AISC National Steel Bridge Competition Rules and attend the Mid-West Regional Steel Bridge Competition

ii. Plan, publicize, and conduct all Steel Bridge Team meetings and events

iii. Coordinate with the Treasurer to plan the Regional and National Competition budget and travel arrangements

iv. Coordinate fundraising and manage the budget for all Steel Bridge expenses

v. Update the Chapter on progress and upcoming events at each Cabinet meeting

vi. Submit updated active membership list to the Secretary once per month

n. Concrete Canoe Chair(s)

i. Complete all requirements as defined by the NCC National Concrete Canoe Competition Rules and attend the Mid-West Regional Concrete Canoe Competition

ii. Plan, publicize and conduct all Concrete Canoe Team meetings and events

iii. Coordinate with the Treasurer and Social Chair to plan for Regional and National Competitions

iv. Coordinate fundraising and manage the budget for all Concrete Canoe expenses

v. Update the Chapter on progress and upcoming events at each Cabinet Meeting

vi. Submit updated active membership list to the Secretary once per month

o. Special Events Chair(s)

i. Define a schedule and critical dates of competition

ii. Coordinate a committee of volunteers to help with planning and executing the event

iii. Obtain permits, contracts, materials, and other pertinent documentation

iv. Secure appropriate funding for the event

v. Coordinate with applicable Iowa State competition chairs, participating schools, and with the National American Society of Civil Engineers

Article V - Powers of ASCE

A. The ASCE President reserves the right to call meetings as deemed necessary.

B. Meetings

a. ASCE Cabinet Meetings

Meetings will be held at least one (1) time each month in a room and time as specified by consensus of the Cabinet.

i. Meetings will be conducted by the President.

ii. No more than three (3) positions of the Cabinet shall be absent from a Cabinet Meeting.

iii. Agendas

1. Agendas will be completed by the President at least one (1) day before the Cabinet Meeting and will be distributed to all Cabinet members and the Faculty Advisor(s).

2. Corrections or additions to the agenda must be submitted at least one (1) day before the Cabinet Meeting.

3. A final agenda will be provided to all Cabinet members and to the Faculty Advisor(s) at the Cabinet Meeting.

iv. Minutes

1. Meeting minutes will be completed by the Secretary 24 hours after the Cabinet Meeting.

2. Minutes will be distributed to all Cabinet members, Faculty Advisor(s), and Practitioner Advisor(s).

3. Minutes should be approved at the beginning of the next Cabinet Meeting.

v. All ASCE members have the opportunity to voice announcements or concerns with prior notice to ASCE Cabinet.

b. Speaker meetings

Meetings will be held at least one (1) time each month in a room and time as specified by the Vice President.

i. Meetings will be conducted by the President.

ii. A summary of the meeting as completed by the Secretary will be posted no more than one (1) week after the meeting on the website.

iii. Food (if applicable) will be served at, for example, 6:00 PM.

iv. The general meeting begins 15 minutes after food is served and will last for at most 15 minutes. For example, the general meeting will begin at 6:15 PM, adjourned by 6:30 PM.

1. Attendance will be taken by the Secretary during the general meeting.

2. All Cabinet members will give applicable chapter updates on events and committee activities.

v. The speaker will be introduced by Vice President when the general meeting is over, for example, at 6:30 PM.

vi. Students are asked to rate the speaker at the end of the meeting.

1. Ratings will be done on a scale of 1-10 with commentary available.

2. Ratings will be tabulated by the President and Vice President, who will report to the Cabinet.

c. Cabinet Exchange Meeting

Meetings will be held at least one (1) time each year after the Cabinet Election Meeting in a room and time as specified by consensus of the Cabinet.

i. Meetings will be conducted by the President.

ii. Attendance is mandatory for all Cabinet members from the previous term, all elected Cabinet members for the upcoming term, Faculty Advisor(s), and Practitioner Advisor(s).

iii. All past Cabinet members and Faculty Advisor(s) will give an oral summary of responsibilities.

iv. All past Cabinet members will give elected Cabinet members a written summary of all responsibilities along with proper documentation from the past term.

v. The constitution will be summarized by the President to elected Cabinet Members.

vi. Past Cabinet members will present a list of future goals as set at the last Cabinet Meeting to the elected Cabinet members.

vii. The elected Secretary will obtain contact information for all past and elected Cabinet members, Faculty Advisor(s), and Practitioner Advisor(s), which will be distributed to all before the end of the school year.

d. Joint Section Meeting

Meetings will be held at least one (1) time each year in conjunction with the Iowa Section of ASCE annual meeting in a room and time as specified by the Vice President.

i. Meetings will be conducted by the Student Chapter President.

ii. A summary of the meeting as completed by the Secretary will be posted no more than one (1) week after the meeting on the website.

iii. Social Hour with refreshments will be provided.

iv. The general meeting will last no more than 15 minutes.

1. Attendance will be taken of students by the Secretary during the general meeting.

2. The Iowa Section President will give any applicable updates.

3. The Faculty Advisor(s) will give any applicable updates.

4. The President will update the Iowa Section on the ISU chapter’s dealings and progress.

v. The speaker will be introduced preceding adjournment of the general meeting.

vi. Students are asked to rate the speaker at the end of the meeting.

1. Ratings will be done on a scale of 1-10 with commentary available.

2. Ratings will be tabulated by the President and Vice President, who will report to the Cabinet.

e. Membership Drive

Meetings will be held at least one (1) time each semester at a place and time as specified by the Vice President.

i. Students must pay ASCE semester dues in full and fill out a membership form to enter the location; dues are not collected for first time students but for each following semester, dues are collected for $15/semester and will be the only monetary collection for the semester required for participating members.

ii. The Treasurer will collect all membership dues.

iii. Food and drink will be provided to all students attending.

iv. The Secretary will compile the membership forms within one (1) week of the event and report membership to the Cabinet at the next Cabinet meeting.

f. Social and Outreach Events

The event date, time, and location will be specified by the applicable Cabinet member and will be publicized by the applicable committee.

i. Attendance will be taken by the applicable Cabinet member and will be submitted to the Secretary at least one (1) week prior to the next Cabinet Meeting.

ii. At least one (1) social event will be held each month.

C. Active membership benefits may include the following items:

a. Name on Website List of Active Members

b. Qualify to run for Cabinet positions

c. Qualify to be nominated for ASCE Outstanding Member of the Year

D. Newsletter

ASCE will publish a one page Chapter Newsletter on the first Monday of each month.

a. The newsletter will be distributed to all CCEE Faculty and Staff, as well as College of Engineering Dean, and College of Engineering Outreach and Recruitment Office, and will be posted on the website by the first Wednesday of each month.

b. The newsletter will contain updates from Steel Bridge and Concrete Canoe Teams, a calendar of all Speaker Meetings, Joint Section Meetings, Cabinet Elections, Social Events, and Outreach Events.

E. Constitution Review

The ASCE Student Chapter Constitution will be posted on the website and will be reviewed, amended appropriately in accordance with Article VI, and approved by the Cabinet and Membership.

a. Amendments must be approved as described in Article VI.

b. If no amendments are brought to the attention of the Cabinet, the Cabinet may approve the constitution by a three-fourths (3/4) vote without a petition from the general chapter.

E. The ASCE Student Chapter shall follow all University rules and regulations.

F. Iowa State University and ASCE does not discriminate on the basis of race, color, age, religion, national origin, sexual orientation, gender identity, sex, marital status, disability, or status as a U.S. Veteran.

Article VI – Amendment

A. This constitution may be amended with a three-fourths (3/4) vote of the attending ASCE Cabinet providing notice be given at the Cabinet Meeting prior to the Cabinet vote and by 60% of the ASCE general chapter through petition.

B. This constitution shall not be valid until it has been approved:

a. The constitution shall be presented to the ASCE Cabinet and tabled for at least one meeting

b. The constitution shall pass without amendments by a three-fourths (3/4) vote of the attending ASCE Cabinet and by 60% ASCE general chapter petition

C. If ratified, this constitution shall be effective starting on the date of the January 22nd, 2018 and all previous constitutions shall become null and void.

Article VII – Advisors

A. Impeachment/Removal of Advisors

a. In the event the current ASCE advisor or practitioner advisor needs to be removed from office, a motion for impeachment must be made at a Cabinet meeting. Impeachment will be considered only after requesting said advisor corrects unsatisfactory behavior. Before proceeding, a three-fourths (3/4) vote of no confidence must be made at a Cabinet meeting. If the vote is passed, inform the advisor of their removal from office. Said advisor will be given the opportunity to address the Cabinet before their removal. After the advisor’s address is given, the Cabinet will make the final decision. The advisor will be asked to not be present during the final vote. An election of a new advisor must be made immediately following the impeachment.

Article VIII – Officer Responsibility for Risk Management

A. All recognized student organizations at Iowa State University must identify a new or existing officer who is responsible for risk management and state the officer’s duties in their constitution. For the purposes of ASCE, these responsibilities are jointly shared by the ASCE President, PR/Recruitment Chair, and Faculty Advisor(s).

B. The role of the Risk Management Officer is to [a] help minimize potential risks for club activities, [b] recommend risk management policies or procedures to ASCE, [c] to submit documentation to ISU’s Risk Management Office, [d] to ensure that Iowa State University policies are followed at all ASCE events, and [e] to ensure that proper waivers and background checks are on file with Risk Management for events (if applicable).

Article IX – Statement of Compliance

The American Society of Civil Engineers Student Chapter of Iowa State University abides by and supports established Iowa State University policies, State and Federal Laws and follows local ordinances and regulations. The American Society of Civil Engineers Student Chapter of Iowa State University agrees to annually complete President’s Training, Treasurer’s Training and Adviser Training (if required).
