MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS OF BRUNSWICK MEADOWS HOMEOWNERS ASSOCIATION HELD AT 6:00 PM, ON JANUARY 28, 2019 AT JONES MEMORIAL UNITED METHODIST CHURCH, 2504 ALMEDA GENOA RD, HOUSTON, TEXAS 77047.

CALL TO ORDER

Due notice of the meeting having been given and a quorum being present, the meeting was called to order at 6:15 PM.

INTRODUCTIONS

Nona Drake introduced the Board of Directors and Beacon Residential Management.

BOARD OF DIRECTORS ELECTIONS

Board of Directors – There are two positions up for election. There was one Willingness to Serve Form returned. There were two nomination from the floor. Tashia Coleman introduced herself. She works for HISD and is currently seeking her Master’s Degree. She explained that she is a problem solver, that she is passionate and would love to contribute. Deshuandra Walker is an original owner with a Master’s Degree and she is a manager over a scholarship fund. She leads the women’s ministry and participates in alumni sorority events. She participated in the fall festival. She agrees that different experiences can contribute to a better community.

INTRODUCTION OF SPECIAL GUESTS

Nona Drake introduced the special guests Precinct 7 Constable May Walker, Sarah Gerdes with Sears Bennett & Gerdes Law Firm, and Pastor Kenneth Levingston with Jones Memorial United Methodist Church. Constable May Walker thanked the community for choosing Precinct 7 for the contract security. She explained the process of turning in concerns to the HOA who then relays the concern to the contract deputies. The contract will begin 3/1/2019 and the patrol will occur from 10:00 am to 6:00 pm Monday through Friday. The number for nonemergency reports is 713-643-6602 where you will reach the Precinct 7 Dispatch. All emergencies should be called to 911. Constable May Walker answered questions from members in attendance. Sarah Gerdes explained the legal matters that her law firm handle for the HOA. Pastor Kenneth Levingston thanked everyone for attending and using their church to hold their meetings. He asked the community to consider partnering with the church to organize and help better Almeda Genoa traffic and congestion. Sarah Gerdes explained her law firm’s representation of the Association as an organization. She explained the items that they assist the Association with as well as collection of past due accounts and severe deed restriction violations.

FINANCIAL REPORTS

Nona Drake and Richard Tesmer discussed the financials and answered questions from members in attendance.

2018 Townhome Budgeted Income $295,000.00

2018 Townhome Actual Income $282,666.75

2018 Single Family Home Budgeted Income $590,835.00

2018 Single Family Home Actual Income $520,781.04

2018 Budgeted Expenses $885,835.00

2018 Actual Expenses $803,447.79

COMMUNITY REPORT

There were 202 deed restriction violations and 1019 invoices sent out for the month

Nona Drake discussed perimeter fencing responsibilities of the HOA. The pond pump was also discussed. It is used to help alleviate the flooding of the community and detention ponds. The pump is HOA owned and expenses are the responsibility of the HOA. The estimated replacement cost is $700,000.00.

Nona Drake stated that the National Night Out was a success. And that there is a budget of $5,000.00 for community events.

Paige Petty discussed the 2019 plans. They include repair and replacement of rotted fences. The Porter is cleaning up all trash throughout the community to keep it neat and clean. The board will be discussing a holiday decorations contest. A new landscaper started in the community in the beginning of the summer and they have been doing a wonderful job to maintain the common areas and improve specified areas designated by the board including tree trimming.

Communication with AT&T to repair common areas damaged was and will continue to be done.

Plans to replace trash cans and dog bag stations.

Plans to install bluebonnets in the common areas on top of the detention ponds to separate Brunswick Meadows from other communities.

Plans to possibly install a new park, exercise equipment, lighting, community center, etc.

ELECTION RESULTS

Vote via Acclamation was cast by homeowners in attendance. An uncontested slate was called by Sarah Gerdes with Sears, Bennett & Gerdes and announced that Tashia Coleman and Deshuandra Walker were elected to the Board of Directors.

QUESTIONS AND ANSWERS

A homeowner asked about her pending fence repair. Management confirmed it is documented and is in line for repairs.

A homeowner asked about the sidewalk maintenance. Nona Drake responded that sidewalks are owner responsibility.

A homeowner stated that there was no new fall surface installed in the playgrounds. The board stated they will look into that.

A homeowner stated that the Christmas lights were no functioning 100%. Nona Drake stated that vendor’s contract will not be renewed, and new contracts will be reviewed for 2019.

A homeowner asked about whether the budget has a line item for installing a bus stop. Nona Drake stated that she is looking forward to working with the new Board Members to coordinate with HISD.

A homeowner suggested that financials be posted on the website. Nona Drake asked the homeowner to consider volunteering to be on a communication committee to help post them.

A homeowner stated that they would like to install a basketball court. Nona Drake stated that would have to put that up to a vote because it would certainly impact the community.

A homeowner asked about new construction south of the community. The board stated that the company NPH is building commercial structures.

A homeowner asked about a gym. The board responded they will look into this option.

A homeowner asked about a swimming pool. The board responded they will look into this option.

A homeowner asked about fireworks continuing until the early morning. Nona Drake stated that the HOA can only enforce the boundaries of a property. Also, a contract security officer is planned to attend each 4th of July and New years Eve to assist with calls. Ultimately there are no noise ordinances in the community as it is a nonincorporated part of Harris County.

A homeowner asked about a new Fire Department. Nona Drake responded that two years ago there was a meeting where a VFD was discussed but there has been no more discussion since then.

A homeowner asked the Board to explain the Almeda Genoa issues. Nona Drake explained that the north side is city and the south side is county. Neither entity wants to take responsibility of road and intersection maintenance and improvements. Nona Drake agrees that the community will be getting involved with the church to work together on improving and maintaining the roads and intersections.

A homeowner asked if the companies developing south of the community will be paying for their portions of the drainage pumps. Nona Drake confirmed that they do pay for their usage. It is contractually.

A homeowner asked if there would be more community events. Nona Drake stated absolutely and that she is looking forward with the new board members.

EXECUTIVE SESSION

Executive session is for considering actions involving personnel, pending litigation, contract negotiations, enforcement actions, matters involving invasion of privacy of individual owners, or matters that are to remain confidential by request of the affected parties and agreement of the Board.
