Regular Board Meeting

Minutes – June 27, 2017

Meeting held at the Idyllwild Fire Protection District conference/training room at 54160 Maranatha Drive, Idyllwild, CA. The meeting was recorded.

Call to Order: 13:10

Roll call: Commissioners: President Andrewson; Vice President Donahoo; Secretary Charles-Stigall; Treasurer Buchanan; Commissioner Sawicki; Fire Chief Patrick Reitz and Administrative Assistant Rachel Teeguarden

Approval of Agenda: Treasurer Buchanan made a motion to approve the agenda, Vice President Donahoo 2nd. Motion passed 4-0.

Citizens’ Comments:

Nancy Layton presented a letter and donation check for $650 to the district.

Reports

• Chief Reitz – Report Presented.

o Brush 621 is assigned to the Manzanita Fire down in Lambs Canyon

o Reminder for everyone to sign up for the EWNS notification system. At

o Brush 621 was assigned to the Holcolm Fire

o Rachel is out of the office this week and next week. Thank you to Jon Engel for covering the phones while she is away.

o The Auditors will be here for a site visit next week.

o The District continues to work with GEMT to obtain additional payments.

o The District is working on the rest of the siding project.

o Continuing discussions with REMSA, AMR, and RVC Fire regarding Ambulance service on the Mountain Plateau. The District has responded to the ALS First Responder and Ambulance Agreement and is currently in legal review by REMSA.

o The Chief attended the June RCFCA meeting.

o The Chief was not able to attend the June Guns and Hoses lunch.

o The Chief was able to attend the quarterly MAST meeting and participated in the MAST drill that took place. Cal Fire, County Fire, EMD, Forest Service, Sheriff Department and CHP all participated.

o Continuing to work with the CWPP group to update the plan. There will be a public meeting on July 31.

o Continuing to work on the update to the District’s Hazard Mitigation plan.

o Participated in the Memorial Day activities including the IVFC Rummage sale and Rotary Pancake Breakfast.

o The District had a presence at the ARF Paws Rythm and Blues Festival and the Lemon Lily Festival.

o The District was well represented at the MDP Cert Reception last week.

o The July 4th parade and the Board is invited to ride on the fire trucks with the crew.

o The Concert in the park begins on July 6th.

o The next blood drive in July 15th.

• Commissioner Sawicki – Has an entry in the 4th of July parade and will have a sign on his car saying “Support

Idyllwild Fire”

• Secretary Charles-Stigall – Excused

• Treasurer Buchanan – Attended 2 webiner’s both on websites. One was everything Special Districts need to know about online compliance. It was put on by SDRMA and Streamline. The Finance Committee attempted to have a meeting but not enough for an official meeting so there was an informal meeting. They looked at the May financials and found them to be in line and on budget. Reviewed the Preliminary Budget and are happy with it. They recommend approval of the final budget that is in the Board Packet today.

• Vice President Donahoo – It’s nice to see the siding going up. Will be out of District from June 30th and will be back on July 10th.

• President Andrewson – Also has attended the webiner’s on website’s and getting it up to date and in compliance.

• Idyllwild Volunteer Fire Company (Riggi) – Spaghetti dinner total was $1,800. The Rummage Sale total was $1,500. The Company was involved in the Walk a Thon. The award ceremony at the school went well.

• Idyllwild Career Firefighters’ Association(Battalion Chief Lamont) – Would like to thank the IVFC for all their help here at the station. Thank you to Jon Engel for coming in and answering the phones and helping people when they come in. Thank you to Vice President Donahoo for getting the siding for the station for free and the windows at a very low rate. Would also like to thank the Board for their service and allowing us to go out and assist on the Mutual Aid fires. The District is meeting our training requirements. Right now we are exceeding that target.

Consent Calendar

• Approve meeting minutes from Regular Board Meeting May 23, 2017.

• Approve May, 2017 bill payments

Commissioner Sawicki moved to approve the Consent Calendar, Treasurer Buchanan 2nd. Motion passed 3-0. Vice President Donahoo abstains from the minutes due to missing last Board meeting and 1 check on the bill payments.

Action Items

• Review / Discuss / Approve – May, 2017 Financials.

Treasurer Buchanan moved to accept the May Financials. Commissioner Sawicki 2nd. Motion passed 4-0

• Review – May, 2017 Fire, EMS, and Incidents Statistics

For May 54 EMS calls 39 were transported and non-transported 15. 5 Fires 2 Hazard conditions 6 Public Assist 5 False alarms and 3 Special incidents. For 75 total calls for the month of May.

• Review – CBD Management Ambulance May, 2017 Transaction Summary Report.

May Charges were 129,466. Payments for May are at 52,208.18.

• Review / Approval – Adoption of Budget. –

Treasurer Buchanan moved to adopt the 2017/2018 Fiscal Year Budget, Vice President Donahoo 2nd Motion passed 4-0

Treasurer Buchanan nominated Calvin Gogerty to continue the Finance Committee, Commissioner Sawicki 2nd. Motion passed 4-0.

• Review / Discuss / Approve – Vantage Trust Company Proposed Amendments

Treasurer Buchanan moved to approve the amendments to Vantage Trust, Vice President Donahoo 2nd. Motion passed 4-0

• Review / Discuss / Approve – Special District 2017 Board Elections

• Review / Discuss / Approve – Local Hazard Mitigation Plan Update; Public Comment
