BY HOLDING THE INDIGENOUS PEOPLES’ CAUCUS OF THE AMERICAS

AND THE NINTH MEETING OF NEGOTIATIONS IN THE QUEST FOR POINTS OF CONSENSUS OF THE WORKING GROUP

(Washington, DC – January 19 – 26, 2007)

I. INTRODUCTION

The Summits of the Americas Secretariat presents this Report, which contains a list of the expenses incurred in holding the Ninth Meeting of Negotiations in the Quest for Points of Consensus of the Working Group to Prepare the Draft American Declaration on the Rights of Indigenous Peoples of the Permanent Council of the Organization of American States (OAS) and the Indigenous Peoples’ Caucus of the Americas, held in Washington, DC on January 19 – 26, 2007.

Representatives of indigenous peoples attended the Ninth Meeting and their expenses were covered by the “Specific Fund to Support the Elaboration of the American Declaration on the Rights of Indigenous Peoples,” established by resolution CP/RES.817 (1319/02).

II. SELECTION BOARD

The Selection Board of the Specific Fund to Support the Elaboration of the American Declaration on the Rights of Indigenous Peoples met on November 10, 2006 to consider and approve the indigenous leaders or experts who were beneficiaries of the Fund and who participated in the Eighth and Ninth Meeting of Negotiations in the Quest for Points of Consensus of the aforementioned Working Group.

The Selection Board of the Specific Fund was composed of Ambassador Juan León Alvarado, Alternate Representative of Guatemala to the OAS and Chair of the Working Group; Counselor Ana Peña Doig, Alternate Representative of Peru to the OAS and Vice Chair of the Working Group; and by the following Subregional indigenous representatives: Ms. Elsa Son, Representative of Central America and the Caribbean; Ms. LuAnn Jamieson, Representative of North America, and Mr. Haroldo Salazar, Representative of South America.

The Selection Board adopted all decisions in accordance with Resolutions CP/RES.817 (1319/02) “Specific Fund to Support the Elaboration of the American Declaration on the Rights of Indigenous Peoples” and CP/RES. 873 (1459/04) “Amendments to the Specific Fund to Support the Elaboration of the American Declaration on the Rights of Indigenous Peoples” of the Permanent Council of the OAS.

III. INDIGENOUS REPRESENTATIVES

The Summits of the Americas Secretariat received and processed 73 applications submitted by indigenous representatives. The selection process took into account the criteria set forth in the aforementioned resolutions, such as the fact that participants must be representatives of indigenous organizations and communities, must be designated as representatives by those same organizations and communities, and must have equitable geographic and gender representation, with no more than two representatives per indigenous organization or community.

The Selection Board selected the following indigenous representatives based on national-level candidacies:

5. Brazil: Azelene Inácio

6. Canada: Ronald Lameman

9. Costa Rica: José Carlos Morales

10. Dominica: Jacob Frederick

11. Ecuador: Raúl Ilaquiche Licta (Selected for the Ninth Meeting of Consensus)

12. Guatemala: Carlos Chex

13. Honduras: Simón Gream Paton

14. Mexico: Margarita Gutiérrez Romero

15. Nicaragua: Hazel Law Blanco

16. Panama: Héctor Huertas González

In addition, the Specific Fund covered the travel expenses and per diem of three indigenous members of the Selection Board and representative of indigenous peoples to the Fund:

1. Representative of Central America and the Caribbean: Elsa Son

2. Representative of North America: LuAnn Jamieson

3. Representative of South America: Haroldo Salazar

The Summits of the Americas Secretariat produced and disseminated two electronic informative bulletins regarding the decision of the Selection Board and sent all of the indigenous representatives selected by the Selection Board an invitation letter.

Of this group, seven representatives were unable to attend the Ninth Meeting of Negotiations in the Quest for Points of Consensus:

Additionally, the Summits of the Americas Secretariat produced an Informative Bulletin regarding the Ninth Meeting of Negotiations that was transmitted electronically on two occasions to the selected indigenous representatives, to those representatives who showed an interest in participating in the Meeting, and to those contacts in the Summits of the Americas Secretariat’s Database of Indigenous Peoples.

Furthermore, The Summits of the Americas Secretariat established a space on the OAS Civil Society Website (civil-society.) containing information related to the Draft American Declaration on the Rights of Indigenous Peoples including information the agendas, informative bulletins, methodology, current status of the Declaration, and compendium of proposals of the Eighth and Ninth Meetings of Consensus.

IV. LIST OF EXPENSES

The total cost of the Ninth Meeting of Negotiations in the Quest for Points of Consensus of the Working Group to Prepare the Draft American Declaration on the Rights of Indigenous Peoples to today’s date was US$53.020.00, which breaks down as follows:

Airfare

The cost of round-trip airfare for the indigenous representatives, from their home locations to Washington, DC, totaled US$20,187.39. The Summits of the Americas Secretariat produced an electronic correspondence for each indigenous representative and applying organization, which informed them of the selection process, the purchase of their ticket, the airline, their reservation number, and the record locator of each airline ticket.

Per diem expenses

The Fund also covered the cost of per diem expenses at a rate of US$60.00 per night between February 18 – 27, 2007, during which time the Indigenous Caucus and the Ninth Meeting of Negotiations were held, for each of the 16 indigenous peoples’ representatives that participated in the meetings and one member of the Selection Board of the Specific Fund, totaling US$8,233.11. Additionally, the Fund reimbursed 2 indigenous representatives US$315.00 for unexpected expenses (June Lorenzo of the United States for one night in a hotel in Irving, Texas due to flight complications caused by weather problems - US$60.00; and Oswald T. Robinson of Saint Vincent and the Grenadines for one night in a hotel in San Juan, Puerto Rico due to a missed connection between flights - US$255.00). The total cost related to the payment of per diems for the representatives amounted to US$8,548.11.

Hotel

The Specific Fund covered hotel expenses of the selected representatives for the Ninth Meeting of Negotiations as well as refreshments and audiovisual expenses for the Indigenous Caucus. The total cost for rooms, refreshments, and audiovisual equipment was US$15,894.00. Furthermore, the Summits of the Americas Secretariat made all the necessary arrangements for those indigenous representatives traveling with their own resources to secure the same price paid by the OAS for rooms at the Washington Plaza Hotel.

Interpretation Services

The Fund covered the costs of interpretation for the Indigenous Caucus which totaled US$8,525.00. Interpretation services were provided by Kathy Ogle and Colleen Reeks from January 19 to 26, 2007; and Andrea Verdasco from January 19 to 21, 2007.

Medical insurance

The Summits of the Americas Secretariat processed and purchased the medical insurance of each selected indigenous representative for the duration of the Meeting, which included the days dedicated to the Indigenous Caucus. The total amount designated to cover the cost of medical insurance for each indigenous representative was US$753.00.

Technical supervision and administrative support

The OAS General Secretariat withheld the amount of $400.00 for technical supervision and administrative support which corresponds to 2% of the total contribution received by France – FRANC06/01 – in the amount of $20,000.00 on January 3, 2007 to the Specific Fund to Support the Elaboration of the American Declaration on the Rights of Indigenous Peoples. This rule was established in the OAS General Standards, article 80d, which was amended by resolution AG/RES. 3 (XXVI-E/99) of the General Assembly at its twenty-sixth special session in November 1999.

V. THE SPECIFIC FUND

As of today, the Specific Fund to Support the Elaboration of the American Declaration on the Rights of Indigenous Peoples has a balance of approximately US$22,754.00.
