And Prosecution Processes for Reported Sexual ... - Texas

A Supplemental Report on Survey Results for an Audit of Investigation

and Prosecution Processes for Reported Sexual Assaults in Texas

Summary of Survey Respondents

and Sexual Assault Crime Data by County

Summary

Auditors conducted online surveys of 1,630 state and local governmental entities and community-based advocacy

organizations (advocacy organizations) that support survivors of sexual assault throughout Texas. The entities that

responded to those surveys are presented in the table below, summarized by county.

In addition, auditors conducted site visits to certain local law enforcement agencies, district attorneys¡¯ offices, and

district clerks¡¯ offices in five counties in Texas (Bexar, Dallas, Harris, Tarrant, and Travis counties) as part of the fieldwork

for the An Audit Report on Investigation and Prosecution Processes for Reported Sexual Assaults in Texas. Those entities

are listed in their counties even though they were not provided the survey.

Auditors also collected statewide data for calendar years 2014 through 2018 on reported incidents, arrest charges, and

court dispositions for sexual assaults from the Department of Public Safety (DPS), which is presented by county in the

table below. While the data for reported incidents and arrest charges is for the same time period, they are based on

two different data sources that are not comparable because they represent the date of the incident and arrest charge,

respectively, and the data sets are not related (for example, an arrest may be for an incident that occurred prior to

2014). Auditors also determined that the statewide data on reported incidents is not complete and contains duplicates.

However, the information presented was the best available data on sexual assault crimes investigated and prosecuted in

each county for the time period.

Hillary Eckford, Audit Manager, or Lisa Collier, First Assistant State Auditor, at (512) 936-9500.
