Regular MeetingApril 9, 2018The regular meeting of City Council was held this date in City Hall Council Chambers at 6:00 pm. In attendance were Mayor Terence Roberts, Mayor Pro Tem John Roberts, Council Members Thompson, Buck Roberts, Laughridge, Chapman, Stewart, and Harbin. Councilman Newton was not present. Also in attendance were City Manager, Linda McConnell, Assistant City Manager, David McCuen; Finance Director, Margot Martin; City Attorney, Frankie McClain; Planning Director, Maurice McKenzie; and Utilities Director, Jeff Caldwell. The invocation was given Council Member Thompson and respect to the flag was given by Councilman Buck Roberts.Proclamation WHEREAS, Anderson University is a selective, comprehensive university offering bachelor's, master's, and doctoral degrees on campus and online. They are ranked as one of the best regional universities?in the South by both US?News and World Report and The Princeton Review; andWHEREAS, at the heart of their educational program is an uncompromising commitment to the liberal arts as a means of preparing students with both a breadth and depth of knowledge they need not only to be successful in the career of their choice, but to be successful in all realms of life – in family, community, work, and church; and WHEREAS, April 12, 2018 is Anderson University (AU) second annual A Day; and WHEREAS, A Day is an exciting 24-hour fundraising drive to support AU students, faculty, and campus programs. It is a day for people everywhere to come together in support of Anderson University – every gift makes a difference!; and WHEREAS, during A Day we will celebrate all the things that make Anderson special and Trojans across the globe will participate in remembering the past, celebrating the present, and impacting the future; and WHEREAS, the City of Anderson wishes Anderson University a very successful A Day. RobertsMayorAPPROVAL OF MINUTESA motion by Councilman Stewart seconded by Council Member Thompson carried unanimously (8-0) to approve the minutes of the March 26, 2018 meeting as presented.REQUEST CONSIDERATION OF ORDINANCE 18-04 TO AMEND SECTION 7.5 (CENTRAL BUSINESS DISTRICT) OF THE CITY OF ANDERSON ZONING ORDINANCEPlanning Director, Maurice McKenzie said it is sometimes necessary to refine the Zoning Ordinance in order to maintain its effectiveness and efficiency because of changes in technology, laws and other factors. This request is to amend Section 7.5 CBD, Central Business District as it relates to Churches, Temples, Synagogues or other places of Worship. Currently, a 2-acre minimum lot size is a condition for such uses in the CBD. Based on case law and related rulings elsewhere, it has been determined that it is not necessary to have a lot size requirement on such uses. Therefore, the request is as follows:Remove: “Church, Temple, Synagogue or Other Place of Worship” as a Conditional UseAdd: “Church, Temple, Synagogue or Other Place of Worship” as a Permitted Use The Planning Commission considered this request at their April 3rd meeting and unanimously recommended approval.A motion by Councilman Harbin seconded by Councilman Laughridge carried unanimously (8-0) to approve Ordinance 18-04 to amend Section 7.5 (Central Business District) of the City of Anderson Zoning Ordinance on First Reading.REQUEST CONSIDERATION OF ORDINANCE 18-05 TO ANNEX AND ZONE 1709 S. MURRAY AVENUE EXTENSION TO R-5, SINGLE-FAMILY RESIDENTIALPlanning Director, Maurice McKenzie said the applicant requests to annex and zone the single-family dwelling into the City in order to receive City services. The property is contiguous to the City limit boundary. The R-5 zoning classification is consistent with the zoning in the area.The Planning Commission considered this request at their April 3rd meeting and unanimously recommended approval.A motion by Council Member Thompson seconded by Mayor Pro Tem John Roberts carried unanimously (8-0) to approve Ordinance 18-05 to Annex and Zone 1709 S. Murray Extension to R-5, Single-Family Residential on First Reading.REQUEST CONSIDERATION OF ORDINANCE 18-06 TO ANNEX AND ZONE 1706 S. MURRAY AVENUE EXTENSION TO R-5, SINGLE-FAMILY RESIDENTIALPlanning Director, Maurice McKenzie said the applicant requests to annex and zone the single-family dwelling into the City in order to receive City services. The property will be contiguous to the City limits upon annexation of 1709 South Murray Avenue Extension. The R-5 zoning classification is consistent with the zoning and land uses in the general area.The Planning Commission considered this request at their April 3rd meeting and unanimously recommended approval.A motion by Council Member Thompson seconded by Councilman Laughridge carried unanimously (8-0) to approve Ordinance 18-06 to Annex and Zone 1706 S. Murray Extension to R-5, Single-Family Residential on First Reading.REQUEST CONSIDERATION TO PURCHASE EQUIPMENT FOR THE WASTEWATER DEPARTMENTCity Manager, Linda McConnell said City Council approved Ordinance 16-18 in September 2016.? The ordinance authorized a lease purchase agreement to purchase $800,000 of new and used vehicles and equipment for the Wastewater Department.? Since that time, we have purchased approximately $750,600 in new and used equipment leaving a balance near $49,400. With these remaining funds, the Wastewater Department has researched additional tools to assist in the Comprehensive Sewer Assessment Program requirements of 10% annual system assessment.Utilities Director, Jeff Caldwell said one of the accepted tools is called the Sewer Line Rapid Assessment Tool (SL-RAT). The SL-RAT is a highly portable onsite assessment tool that provides a sewer line blockage assessment in less than 3 minutes. The SL-RAT is composed of two components – the Transmitter (or TX unit) and the Receiver (or RX unit). The TX unit provides an acoustical sound and the RX unit receives and interprets the sound and based on its reading can indicate a blockage.The units are manufactured by InfoSense, Inc. in Charlotte, NC and exclusively sold in South Carolina by Heyward, Inc. of Charlotte, NC and considered a sole source per the City’s Procurement Code. The cost of the SL-RAT package is $25,310.This equipment provides non-destructive rapid assessment of sewer lines without confined space issues and can quickly indicate where additional inspection is necessary. Also, this equipment provides assessment capabilities in smaller lines that may not be possible with camera equipment.The Equipment Lease Purchase Agreement under Ordinance 16-18 will fund the equipment.A motion by Councilman Laughridge seconded by Council Member Thompson carried unanimously (8-0) to approve the purchase of the Sewer Line Rapid Assessment Tool from Heyward, Inc. in the amount of $25,310.ADMINISTRATIVE BRIEFINGQUARTERLY REPORTSCity Manager, Linda McConnell asked Council to review the Quarterly Progress Report included in the Council Packet.UPCOMING EVENTSCity Manager, Linda McConnell reminded Council of the following upcoming events and all meetings in April 2018.April 12th – Anderson County Municipal Association MeetingApril 17th – Westside Community CoalitionApril 19th – Council Retreat – Furman UniversityApril 19th – Southeast Anderson Task ForceADJOURNMENTA motion by Councilman Buck Roberts seconded by Councilman Stewart carried unanimously (8-0) to adjourn.ATTEST:______________________________________________________Terence V.
