Minutes of the Regular MeetingGriswold Community School District Board of EducationJanuary 18, 2021The Board of Education met for its regular meeting on Monday, January 18, 2021 in the Conference room. President Rob Peterson called the meeting to order at 5:30 p.m. Board members present were Ryan Askeland, Scott Hansen, Aaron Houser, Rob Peterson, Scott Peterson, and Don Smith. Erika Kirchhoff joined via conference call. Also present were Superintendent David Henrichs, Business Manager/Treasurer Dan Rold, Board Secretary Hannah Bierbaum, Secondary Principal Billy Hiatt, Elementary Principal Nigel Horton, and members of the public.Reading of Mission Statement: Board member Askeland read the school mission statement, “The mission of the Griswold Community School District, in partnership with our families and communities, is to provide leadership for positive change to ensure the best learning opportunities for everyone in a safe and caring environment.”Approval of Agenda: Motion by Houser to approve the agenda as posted. Seconded by Askeland, motion carried all ayes.Public Input: Kaylee Doty was in attendance to address concerns of requiring remote students to return to onsite learning and understand the board’s decision to do so. Cyndi Mitchell also addressed concerns of requiring remote students to return to onsite learning and asked the board to consider how they plan to assist students in the transition of returning to onsite.Superintendent’s Report: Month in review reports given from the Superintendent, Secondary principal, and Elementary principal. Thank you card from Tanner Potter for Veteran’s day cards and care package was shared. Henrichs highlighted the facilities improvement list from the previous work session. R. Peterson would like to see the replacement of the weight room floor added to the list. Henrichs also announced the district should receive an additional $302,692 in Coronavirus relief funds. Hiatt thanked students for taking ownership in painting the weight room alongside Heath Larsen, Strength and Conditioning coach and informed the board that the teacher and para educator job openings have been posted on Teach Iowa. Horton highlighted the decrease in behavior referrals at the elementary level over the last five years and gave several examples that he believed caused this shift. Seconded by S. Peterson, motion carried all ayes. (Any changes made to a board policy will be attached to the original copy of the minutes and available for review at the central office.) COVID-19 Update: Superintendent Henrichs reported fifteen students and eleven staff members have tested positive for COVID since the beginning of the school year, all have recovered.New BusinessConsider Requiring Remote Learners to Return to Onsite Learning: Henrichs provided the board with information about remote learners’ engagement in the classroom, academic position, and addressed the public’s concerns regarding the transition of remote learners back to onsite learning. Motion by Hansen to require remote learners to return to onsite learning February 15, 2021 unless the district receives a medical exemption for a student from a licensed medical professional, confirming that remote learning is medically necessary due to the vulnerable health condition of the student or a family member residing within the same home as the student. Seconded by Houser, motion carried 6-1 (Kirchhoff.)2021-2022 Calendar Hearing 6:00 p.m.President R. Peterson called the hearing to order at 6:00 p.m. Roll call of members present: S. Peterson, Askeland, Houser, R. Peterson, Smith, Hansen, and Kirchhoff joined via conference call. Presentation of the 2021-2022 School Calendar for Discussion: Henrichs presented the 2021-2022 School Calendar. Seconded by Houser, motion carried all ayes.Consider Approval of Modified Supplement Amount (MSA) and Plan For Dropout Prevention:Motion by Askeland to approve the maximum amount of $110,455 for Modified Supplement Amount (MSA) of and Plan for Dropout Prevention. Seconded by Kirchhoff, motion carried all ayes. Approval of Chemical Application Specifications: Motion by S. Peterson to approve the chemical applications specifications as presented. Peterson called for a break from 7:00-7:05 p.m.Private Employment Hearing 7:00 p.m. (started late due to previous break in meeting)President R. Peterson called the employment hearing to order at 7:05 p.m. Motion by Askeland to call the private employment hearing to order. Seconded by Hansen, motion carried all ayes. Also present were Superintendent David Henrichs, Board Secretary Hannah Bierbaum, Secondary Principal Billy Hiatt, and Elementary Principal Nigel Horton, Athletic Director Troy Nicklaus, and several members of the public. Consider Entering Into Closed Session: Motion by Houser to enter closed session at 7:05 p.m. under Iowa Code 21. 5(1)i for the purpose of evaluating the professional competency of an individual whose appointment, hiring, performance or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation and that individual requests a closed session. Seconded by Askeland. Roll call ayes: Hansen, S. Peterson, R. Peterson, Houser, Smith, Askeland, Kirchhoff.
