The incumbent serves as the ANG senior enlisted technician in the state managing the military aspects of all full time and traditional Air National Guard (ANG) enlisted members. Personnel covered by the program include ANG enlisted personnel at all ranks within the state. As the ANG Enlisted Program Manager for the state, the incumbent serves as the primary advisor and spokesperson regarding issues related to the analysis and enforcement of established policies and standards for all ANG enlisted members. Program areas managed include military issues related to readiness, as well as the performance, care, conduct, appearance, effective personnel utilization, management, training and development of all ANG enlisted national guard members within the state. The incumbent is also responsible for ensuring subordinate ANG Non-Commissioned Officers (NCOs) comply with the state’s enlisted program goals and objectives. Participates in National Guard Bureau (NGB) and State level advisory councils, planning teams, project management teams and boards that require planning, development, implementation and management of critical enlisted programs that cover a wide range of topics.KEY RESPONSIBILITIES:Maintain liaison with the Adjutant General, the State Command Sergeant Major, Director of Staff, and Joint Force Headquarters Staff members.Advise the Adjutant General on quality of life issues and concerns of the enlisted corps.Advisor on matters concerning the welfare, health, morale, proper utilization and progress of the enlisted corps.Establish a close rapport with Commanders, Senior Officers, Chief Master Sergeants, HRA, HRO, 1Sgt, UCAs, R&R Superintendent, personnel training, education, finance, family readiness, Employer Support of Guard and Reserve (ESGR) and professional organizations, local community, etc.Assess and understand USAF, ANG, State policies, and recommend changes that effect enlisted personnel.Review enlisted promotion, retention, and assignment policies.Conduct counseling and interviewing sessions through a field visitation schedule, as well as home station.Encourage commanders and supervisors to recognize all enlisted personnel warranted. Monitor and promote interest in all enlisted recognition programs, especially the Outstanding Airman of the Year.Manage the Exceptional Promotion Program (EPP) and function as program manager for the First Sergeant Program.Be closely involved with enlisted projects, programs, and councils.
