Call to Order Juanita Turnipseed Chair called the meeting to order at 8:30 a.m. in the Iris Room.
Roll Call and Quorum Tanya McCray-Hicks called roll. Present: Juanita Turnipseed, APRN; Leslie Akins, APRN; Samuel Alston, LPN; Sheila Bouie, RN; Dru Malcolm, RN; Lee Mills, public member, Mark Young, APRN
Absent: Marietha Silvers, RN; Amber Wyatt, APRN, Janelle Cecil,RN
A quorum was present.
Welcome and Introduction of Guests Ms. Turnipseed welcomed the Board members and guests in the audience. Any guests were asked to introduce themselves. The following guests were introduced: Students and faculty from,TCAT Harriman, TCAT Dickson and Belmont University.
Introduction of Staff Elizabeth Lund, Executive Director introduced staff. Board staff: Tanya McCray-Hicks, Administrative Director Sandy Butler, Administrative Director Margaret Daniel, Nurse Consultant Donna Kirkland, Nurse Consultant Sherry Richardson, Nurse Consultant Linda Johnson, Nurse Consultant

Approval of minutes Ms. Akins moved to approve minutes for the November 20 & 21, 2019 Board Meeting Mr. Mills seconded; motion carried.

Ms. Akins moved to accept the conclusions of law contained in paragraphs 9 & 10 of the state's proposed order. Mr. Alston seconded; motion carried.
Ms. Akins moved to accept the proposed order as written in paragraphs 11 & 12 and adding #13 for 2 type A civil penalties of $1000 each. Mr. Alston seconded; motion carried.
Ms. Turnipseed read the policy statement of the board to protect the health, safety and welfare of the citizens of Tennessee. The Board finds the appropriate action taken; motion carried. Ms.White was not present and not represented by counsel. Mr. Winters requested to proceed in default. Judge Carter-Ball found sufficient evidence to proceed in default. Mr. Alston moved to proceed in default; Ms. Akins seconded; motion carried. Judge Carter-Ball reviewed the technical record.

Mr. Alston moved to accept the conclusions of law contained in paragraphs 5 & 6 of the state's proposed order. Ms. Akins seconded; motion carried.
Ms. Akins moved to accept the proposed order as written in paragraph in #7 and amending #8 to reduce civil penalties from one thousand each to $500.00 each. Changing the total to $4500. Mr. Alston seconded; motion carried.
Ms. Turnipseed read the policy statement of the board to protect the health, safety and welfare of the citizens of Tennessee. The Board finds the appropriate action taken; motion carried.
