Background

Hurricane Katrina made landfall on Tuesday, August 29, 2005. Hurricane Rita made landfall on Saturday, September 24, 2005.

A state of emergency was declared by the state of Louisiana on Friday, August 26, 2005. The Federal Emergency Management Agency (FEMA) issued a series of disaster declarations for Hurricane Katrina for counties in Louisiana, Mississippi, Alabama, and Florida. In addition, FEMA issued disaster declarations for Hurricane Rita for counties in Louisiana and Texas.

A large number of children displaced by Hurricane Katrina have enrolled in Texas schools. Some Texas public schools were closed by Hurricane Rita for a few days, but have re-opened. Problems were more severe in other districts, some of which remain closed. Additional students from Louisiana may be attending Texas public schools following Rita, and some students from schools in southeast Texas are enrolling in other Texas public school districts.

The Texas Education Agency (TEA) is in contact with several agencies and organizations at the state and federal levels on funding for Texas public school districts serving students displaced by Hurricanes Katrina and Rita. In addition, federal or state educational policies may be adjusted in response to the unexpected influx of a large number of out-of-state students from Katrina and Rita and the number of Texas students displaced by Rita.

Action Required

A school district or open-enrollment charter school with students displaced by Hurricane Katrina or by Hurricane Rita must be prepared to provide a data file with records for the displaced students. The specifications for the KRI data file may be found in the Attachment. There is no requirement to submit the data to TEA at this time. Nevertheless, funding or policy actions may be identified that require districts to submit the KRI file to TEA in the future. Districts must be prepared to submit the information within two weeks of receiving a request.

The data in the file duplicate some data submitted to TEA. Efforts have been made to use data formats familiar to school districts to minimize the administrative burden of maintaining the data. TEA is grateful for the review and comments of school district staff, including members of the Information Task Force and the Policy Committee for Public Education Information.

It is required that all districts and charters with students known to have enrolled because they were displaced maintain the data locally and be prepared to submit aggregates or the files themselves to TEA, if required. Funding and policy actions that require data on displaced students will be based on the KRI data files. Districts and charters that fail to maintain the files according to the directions and timelines specified herein could be disqualified from consideration for funding, waivers, or policy exemptions allowed to schools serving displaced students.

No action is required for school districts and open-enrollment charter schools that have not served students displaced by Hurricane Katrina or Hurricane Rita.

File Standards for Transmission

If necessary for data submissions or for data audits, districts must be able to produce Excel files or comma-delimited, ASCII, “flat” files. Districts and charters that are unable to produce the files, if needed, according to the directions and timelines specified herein, could be disqualified from consideration for funding, waivers, or policy exemptions allowed to schools serving displaced students. Superintendents are responsible for the quality of the data files maintained locally and all data submitted to TEA.
