SECTION 26 18 00

MEDIUM VOLTAGE LOAD INTERRUPTER SWITCHES

PART 1 – GENERAL

1.1 SECTION INCLUDES

A. THIS SECTION INCLUDES SPECIFICATIONS FOR FURNISHING 15 KV CLASS LOAD INTERRUPTER SWITCHES IN METAL-ENCLOSED SWITCHGEAR AND ASSOCIATED ACCESSORIES.

B. The metal-enclosed switchgear assemblies covered by this specification will be arranged to receive incoming 12 kV, three phase, 60 Hertz services.

1.4 QUALITY ASSURANCE

A. QUALIFICATIONS: SELECT A MANUFACTURER WHO IS REGULARLY ENGAGED IN PRODUCTION OF SIMILAR SWITCHGEAR AND HAS DEMONSTRATED A SUCCESSFUL RECORD OF PROVIDING EQUIPMENT OF SIMILAR TYPE AND RATING FOR AT LEAST FIVE SIMILAR PROJECTS. THE PROPOSED SWITCHGEAR AND CIRCUIT BREAKER SHALL HAVE PRIOR ANSI AND NEMA CERTIFICATION.

B. The short circuit and relay coordination study shall be performed by a licensed Professional Engineer hired by Contractor.

C. Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70, Article 100, by a testing agency acceptable to authorities having jurisdiction, and marked for intended use.

1.5 SEISMIC REQUIREMENTS

A. THE EQUIPMENT WILL BE LOCATED AT A SITE WHICH MAY BE SUBJECTED TO SEISMIC STRESSES AS PRODUCED IN EARTHQUAKE LOCATIONS AS DEFINED IN CALIFORNIA BUILDING CODE (2007) SEISMIC DESIGN CATEGORY “D”, IMPORTANCE FACTOR “1.5”. SWITCHGEAR SHALL BE QUALIFIED FOR USE IN SEISMIC AREAS AS FOLLOWS:

1. High seismic loading as defined in IEEE Std 693, with 2.5 amplification factor.

2. IBC-2006, Sds = 2.0g, Ss = 300%, Ip = 1.5, for all z/h in accordance with ICC-ES-AC156.

3. Seismic compliance shall be qualified only through shake table testing.

4. Compliance by calculation is not acceptable.

B. Certified copies of seismic test results or calculations signed and sealed by a California licensed Structural or Civil Engineer shall be submitted for the equipment to show compliance with the above requirements. ICC AC156-2004 “Acceptance Criteria For Seismic Qualification By Shake-Table Testing Of Nonstructural Components And Systems” shall be used for test simulation procedures.

1.6 SUBMITTALS

A. SUBMITTALS SHALL BE MADE IN ACCORDANCE WITH SECTION “SUBMITTALS”.

B. Shop Drawings:

1. Front views, floor plans, and mounting details for all equipment furnished showing dimensions necessary for installing equipment, equipment base details, and entrance locations for main power cables and buses and control cables, including approximate weight of units.

2. Section views of all units showing location and arrangement of buses, control buses, equipment, and outgoing and incoming power and control terminals.

3. Include separate drawings for the following:

a. Elementary diagrams showing connections of all power and control circuits, including all control devices, terminal points, and wire identification from connection diagrams.

b. List of standard symbols and nomenclature.

c. Internal connection diagram of all devices.

d. Wiring diagrams showing interconnections of each unit.

e. Wiring diagram showing interconnections between shipping sections.

f. Interconnection diagrams showing all terminal blocks for connection of internal and external wiring as identified on the elementary diagrams indicated above.

C. Product Data: Manufacturer's catalog cuts, material specifications, installation instructions, and other pertinent data for switchgear assembly and all manufactured components included in switchgear assembly. Include the following:

1. Description of equipment.

2. Manufacturer.

3. Outline drawings showing arrangement of equipment, overall dimensions, and approximate weight.

4. Dimensions and weight of each shipping piece.

5. Voltage rating.

6. Interrupting rating in MVA at rated voltage.

7. Interrupting rating in amperes at rated voltage.

8. Momentary current rating in rms amperes.

9. Type of bus supports.

10. Type of insulation on bus: ANSI C37.20.2, Table 1.

11. Size and material of ground bus.

D. Certification:

1. Certified test reports for specified factory production testing.

2. Certificates from manufacturers verifying that equipment conforms to specified requirements.

E. Documentation:

1. Submit short-circuit calculations and protective relay co-ordination study for system protection and selective overcurrent tripping to the Engineer for approval as follows:

a. In accordance with ANSI/ IEEE 141 and ANSI/ IEEE 242 for fault calculations and coordinated system protection.

b. Include high voltage source, relays on high voltage incoming feeders, transformer units and traction feeders. Coordinate with down stream overcurrent devices at unit substations and adjacent 12kV substations.

c. Available short circuit currents based on power company contribution and connected standby generators.

d. Recommended settings and adjustment of protective devices.

2. Instrument and control wiring tests:

a. Check wiring for accuracy, open circuits, short circuits, ground connections and insulation integrity by means of high-potential, continuity and operational tests. Subject wiring to high-potential test of 1500 volts, 60 Hertz to ground for one minute.

b. Verify that wiring is in accordance with manufacturer’s wiring diagrams. Check complete wiring, including interconnections of shipping breaks.

F. Operation and Maintenance Data: To include in emergency, operation, and maintenance manuals. Submit six (6) copies of each operating and Maintenance Manual 80 days prior to Substantial Completion. Manuals shall be bound in 8.5 inch by 11 inch three ring binders with durable plastic covers, with identification on, or readable through, the front cover stating the general nature of the manual. Submit six (6) sets of operating and maintenance manuals in electronic format on CD's.

1. All written documentation shall be in Adobe Acrobat pdf format. All design and shop drawings shall be in AutoCAD, 2002 or latest version. All manufacturer's standard product data and cut sheets shall be in Adobe Acrobat pdf format.

2. The Engineer and/or Owner will review the initial O&M submittal within 30 days or receipt of such submittal. The Contractor shall make any required amendments and resubmit within 30 days. If the Engineer and/or Owner considers the O&M Manuals to be below an acceptable standard, which will not allow effective operation of the equipment and systems, Substantial Completion will not be given until they are resubmitted and meet an acceptable standard.

G. Demonstration and Training: Submit the following as indicated:

1. Preliminary Schedule: submit a preliminary schedule for Owner's approval, listing times and dates for demonstration and instruction on each item of equipment and each system three (3) weeks prior to proposed dates.

2. Training Materials: submit proposed training materials and a detailed outline of each demonstration and instruction at least 30 days in advance of training.

3. Reports: submit reports within one week after completion of demonstrations indicating that demonstrations and instructions have been satisfactorily completed. List time and date of each demonstration and hours devoted to demonstration and instruction. List names of persons present.

4. Videotape: submit videotape of demonstrations and instructions with each report.

PART 2 – PRODUCTS

2.1 GENERAL

A. REFER TO CONTRACT DRAWINGS FOR ACTUAL LAYOUT AND LOCATION OF EQUIPMENT AND COMPONENTS; CURRENT RATINGS OF DEVICES, BUS BARS, AND COMPONENTS; VOLTAGE RATINGS OF DEVICES, COMPONENTS AND ASSEMBLIES; INTERRUPTING AND WITHSTAND RATINGS OF DEVICES, BUSES, AND COMPONENTS; AND OTHER REQUIRED DETAILS.

B. The switch shall be rated: 600 amperes, nominally 15kV, 3 - phase, 3 - wire.

C. Incoming power to the switch lineup shall be from cables, with size and number shall be as shown on the plans.

D. Each section of the equipment lineup shall be constructed of sheet steel and shall be bolted frame construction. Each section shall be adequately braced and shall have adequate venting to prevent distortion of the cubicle doors and windows under operating conditions. Operating conditions shall include normal operations under load, short circuits, and fuse operation and interruption of short circuits up to the specified rating of the switch.

E. The switchgear shall be UL listed.

F. Each switch section shall be front connected and front/rear accessible. Key interlock provisions shall be provided on each switch section.

G. Each section shall be constructed of 11-gauge sheet steel. This shall include doors, back panels, and side panels.

H. Each switch section shall have a front steel door with safety protected observation windows that shall allow sufficient viewing of the switch contact position. All steel doors shall have concealed hinges and bolting hardware secure the door in the closed position. A mechanical switch and door interlock shall be provided to prevent opening the door when the switch is in the "on" position.

I. Individual doors shall be provided for each switch compartment and for each fuse compartment.

J. The standard indoor depth shall be 50 inches. An optional depth of 60 inches shall be available for special applications or the mounting of additional devices. Each switch section shall be 35 inches wide.

K. Split rear and side covers shall be provided for easy access. Provide hinged rear doors on enclosure

L. Top access covers shall be removable for faster conduit installation from above.

M. Louvered ventilation openings shall be provided as required.

N. Provide rodent barriers.

O. Enclosure shall be dust resistant

P. Lifting angles or other suitable means for lifting shall be provided.

Q. Incoming cables shall be rated as indicated on drawings and enter through the bottom of the enclosure.

R. Switches applied for unit substations shall be close coupled to the medium voltage transformer. The load terminals of the switches shall be cable connected to the primary terminals of the transformer. A transition section shall not be required when cable connection is made to a dry-type transformer.

2.2 BUS

A. THE SWITCHGEAR BUS SHALL BE SILVER PLATED COPPER. THE MAIN BUS SHALL BE FULLY RATED AND ARRANGED FOR FUTURE EXTENSION. CONICAL WASHER BOLTS SHALL BE PROVIDED ON ALL BUS JOINTS. THE MAIN BUS SHALL BE BRACED TO WITHSTAND THE EFFECTS OF A SHORT CIRCUIT WITHIN THE RATINGS OF THE EQUIPMENT. SUPPORTS FOR THE MAIN BUS SHALL BE POLYESTER GLASS.

B. A full-length ground bus shall be provided in the equipment lineup. A 4/0 lug shall be provided at each end of the ground bus. The ground bus shall be arranged for future extension.

C. Where bus bars are insulated to allow closer spacing, the insulation used shall be sleeve type. Where joints are made, the joints shall be sealed with molded covers.

2.3 AIR INTERRUPTER SWITCHES

A. THE AIR INTERRUPTER SWITCHES SHALL BE GANG OPERATED, STORED ENERGY TYPE, 3 - POLE, SINGLE THROW, 2 - POSITION (OPEN / CLOSE) 600 AMPERES. THE SWITCH MECHANISM SHALL BE EXTERNALLY OPERABLE FROM THE FRONT OR SIDE OF THE CUBICLE. EACH SWITCH SHALL UTILIZE A DIRECT ACTING SPRING CHARGED MECHANISM FOR BOTH OPENING AND CLOSING AND SHALL BE OF THE QUICK-MAKE, QUICK-BREAK TYPE. THE OPENING AND CLOSE OF THE SWITCH SHALL BE INDEPENDENT OF THE SPEED AT WHICH THE HANDLE IS MOVED. "TEASING" OF THE SWITCH POLES WILL NOT BE PERMITTED. EACH SWITCH SHALL BE MANUALLY OR ELECTRICALLY OPERATED AS SHOWN ON THE PLANS.

B. Each switch shall have main and arcing contacts and be designed to provide maximum endurance for load interrupting and fault closing. The arcing contacts shall be spring-loaded on-break and shall be last in and last-out. The arcing contacts shall operate in an arc chute designed to assist in interruption, and liberate no appreciable gases on interruption.

C. All components, except the operating handle system, shall be mounted on a jig-welded frame to form a rugged unitized assembly to insure all parts function as required. A strict quality control program shall be instituted and followed.

D. The main blades of each switch shall be made of electrolytically pure cold rolled copper. All contact points shall be heavily silver plated on the blades as well as the hinges and jaw castings. Each of these castings shall be one piece to provide maximum heat dissipation and continuous heat transfer.

E. The rating of the interrupter switches shall be 600A, 15kV, 95kV BIL, 40kA momentary, 40kA fault close. When used with fuses the ratings shall be dependent upon the specified fuse characteristics.

F. The switch shall conform to or exceed ANSI Standards for high-voltage air switches and switchgear assemblies C37.30-1971, C37.32-1972, C37.34-1970, C37.20C-1974. Upon request, certified test reports shall be provided confirming published interrupting, short-time, momentary, BIL, dielectric and fault-closing ratings.

G. All components of each shall be completely checked and operated in compliance with documented quality assurance procedure to insure that all parts function as intended after manufacture and assembly. Testing shall consist of power frequency withstand and mechanical operations.

H. Interphase barriers shall be provided for each switch. Horizontal barriers between the switch and cable terminals or fuse supports shall be provided.

I. Provision shall be included for locking the switch in the open or closed position. The door shall be mechanically interlocked with the air interrupter switch to prevent closing the switch with the door open and to prevent opening the door with the switch closed.

J. Switch operating handles shall be externally mounted non-removable (except for electric operators), self leveling, and padlockable with multiple padlocks in either the open or closed position. OPEN/CLOSE indicators shall advise operators of the switch position.

2.4 ACCESSORIES

A. FUSES SHALL BE SELF-CONTAINED CURRENT LIMITING TYPE TO PROVIDE FAST CLEAN INTERRUPTION. THEY SHALL BE COORDINATED TO MEET THE OVERLOAD AND SHORT CIRCUIT RATING SPECIFIED AND SHALL HAVE THE CONTINUOUS RATING SHOWN ON THE PLANS.

B. Each assembly shall be provided with a permanent non-corrosive nameplate. All units shall have appropriate hazardous danger signs prominently displayed on the exterior and interior of each section.

C. Provisions for terminations shall be NEMA Drill configuration only.

D. Provide key interlocks as indicated on drawings.

E. Provide distribution class lightning arresters, where indicated on drawings.

2.5 FINISH

A. ALL STEEL SURFACES SHALL BE CHEMICALLY CLEANED PRIOR TO PAINTING AND THEN TREATED WITH A PHOSPHORIC ACID, ETCHED AND CLEANED.

B. All surfaces shall be finished in ANSI 61 medium light gray. The paint finish shall be rated for 1000-hour salt spray, per ANSI C37.20.3.

PART 3 – EXECUTION

3.1 PREPARATION

A. TRANSMIT SUBMITTALS AND DELIVERABLES REQUIRED BY THIS SECTION.

B. Furnish products as indicated.

C. Ensure substrates are in suitable condition to receive the work of this Section.

3.2 PRODUCT DELIVERY, STORAGE AND HANDLING

A. ARRANGEMENT FOR DELIVERY SHALL BE MADE IN COORDINATION WITH THE ENGINEER.

B. Ship each unit securely packaged braced and labeled for safe handling in shipment and to avoid damage or distortion.

C. Temporary Bracing: Where necessary, brace switchgear for hoisting, lowering and skidding into position. Label temporary internal bracing of switchgear: TEMPORARY-REMOVE BEFORE OPERATION. All temporary bracing shall be painted yellow.

D. Protection Against Concealed Damage:

1. Include within shipping container mechanical impact recorder of rating recommended by manufacturer for shipment by railroad and submit impact recorder chart with manufacturer’s instructions.

2. Removable circuit breaker elements packaged separately.

E. Store switchgear in secure and dry storage facility.

3.3 INSTALLATION

A. INSTALL SWITCHGEAR ON THE CONCRETE FLOOR, WHICH HAS BEEN STEEL TROWEL FINISHED TO A TOLERANCE LEVEL OF 1/8 INCH IN 10 FEET TO FACILITATE WITHDRAWAL AND INSERTING OF BREAKERS IN THE CUBICLE.

3.4 TESTING

A. PERFORM ALL TESTS SPECIFIED IN THE CITED ANSI STANDARDS AND MANUFACTURER’S INSTRUCTIONS IN ACCORDANCE WITH TESTING SPECIFICATIONS AND, IN ACCORDANCE WITH THE APPROVED TEST PLAN AND SHORT CIRCUIT AND RELAY COORDINATION STUDY.

3.5 OPERATIONS AND MAINTENANCE MANUAL

A. OPERATION AND MAINTENANCE MANUALS SHALL INCLUDE AT LEAST THE FOLLOWING SECTIONS:

1. Description of the equipment, As Built Drawings

2. Operation and Maintenance Bulletins

3. Works Commissioning Data and Test Reports.

4. Site Commissioning Data and Test Reports.

5. List of tools and replacement items recommended to be stored at the Project for ready access. Include part and drawing numbers, current unit prices, and source of supply.

3.6 DEMONSTRATION AND TRAINING GENERAL

A. CONTRACTOR SHALL ESTABLISH STANDARDS FOR DEMONSTRATION AND TRAINING BASED ON THE FOLLOWING ARTICLES.

B. Provide two days of demonstration and instruction to Hospital personnel, performed by a representative approved by the equipment or system manufacturer.

C. Demonstration and instruction shall be specific to each type of equipment or system supplied by the manufacturer. At a minimum, demonstration and instruction shall include operation, maintenance, trouble shooting/repair, and calibration.

D. Owner will provide a list of personnel to receive instructions and will coordinate their attendance at agreed upon times.

3.7 DEMONSTRATION AND TRAINING PREPARATION

A. VERIFY THAT EQUIPMENT AND SYSTEMS HAVE BEEN INSPECTED AND PUT INTO OPERATION, AND THAT TESTING, ADJUSTING AND BALANCING HAVE BEEN PERFORMED AND EQUIPMENT AND SYSTEMS ARE FULLY OPERATIONAL.

B. Furnish training materials, books, etc., to each personnel attending the training classes and have copies of completed operation and maintenance manuals on hand for use in demonstrations and instructions.

3.8 DEMONSTRATION AND INSTRUCTIONS

A. PRIOR TO ACCEPTANCE OF EQUIPMENT OR SYSTEMS, DEMONSTRATE OPERATION AND MAINTENANCE OF EQUIPMENT AND SYSTEMS TO OWNER'S PERSONNEL AS SCHEDULED.

B. Use operation and maintenance manuals as the basis of instruction. Review contents of manual with personnel in detail to explain all aspects of operation and maintenance.

C. Demonstrate startup, operation, control, adjustment, trouble-shooting, servicing, maintenance, and shutdown of each item of equipment or system at agreed upon times, at the equipment or system location.

D. Prepare and insert additional date in operations and maintenance manuals when need for additional data becomes apparent during instructions.

E. Provide videotapes of demonstrations and instructions in DVD format. A large portion of the tapes shall clearly show equipment or systems as they are being described. The audio portion of the tapes shall include the entire narrative of the session, including questions and answers.

3.9 TIME ALLOCATED FOR INSTRUCTIONS

A. CONTRACTOR SHALL ADVISE OF THE TIME REQUIRED FOR INSTRUCTION ON EACH ITEM OF EQUIPMENT AND SYSTEM.

B. Contractor shall perform at least one follow up training session for each System, repeating the entire training course.

3.10 ACCEPTANCE OF TRAINING

A. THE OWNER SHALL DETERMINE WHETHER THE TRAINING PRESENTED WAS ACCEPTABLE AND SUFFICIENT TO ALLOW THE OWNER'S OPERATIONAL PERSONNEL TO OPERATE THE SYSTEMS INDEPENDENTLY. TRAINING SESSIONS SHALL BE REPEATED FOR AN ADDITIONAL FEE UNTIL ACCEPTANCE BY THE OWNER IS ISSUED TO THE CONTRACTOR.
