Youth Empowerment Project: Capacity Building in Media and Information Literacy for Jordanian Civil Society Organizations

UNESCO is inviting local organisations and associations working with youth interested in advancing Media and Information Literacy in Zarqa and Mafraq to submit applications by 24 February 2019. To this end, UNESCO Amman office will select and contract two Jordanian civil society organizations willing to adapt MIL formula.

I. Background and Objective

The “Youth Empowerment” project advances Media and Information Literacy (MIL) as a holistic response to foster a more ethical and critical use of media and internet. The action builds on over 40-years experience that UNESCO has in MIL worldwide. Moreover, the project will build upon the pilot initiative experienced under the EU funded project “Support to Media in Jordan”. The project will strengthen capacities of public institutions (universities and schools), media and education professionals and civil society organizations to strengthen MIL competencies in four governorates: Irbid, Zarqa, Ma’an, and Mafraq.

The funding for this project is provided by the European Union (EU), within the framework of an agreement signed between UNESCO and EU. The project is being implemented in close cooperation with relevant national institutions.

In the framework of this project, UNESCO will deliver capacity building activities to civil society organizations willing to adapt MIL formula and resources to aiming to raise awareness among youth (age 13-29) in Zarqa and Mafraq. To this end, UNESCO will contract two CSO’s to be part of the following;

• Engage 5-7 staff and volunteers in TOT and on-the-job mentorship to be delivered by UNESCO experts. The capacity building activities will include one workshop for training of trainers (ToT) and on-the-job mentorship program to be provided by UNESCO expert;

• Each selected CSO will implement two training workshops for Youth in Zarqa and Mafraq. Each selected organization is expected to organize two workshops for 25-30 youth from the local communities in Zarqa and Mafraq. The duration of each workshop is two days for 12- 15 participants and delivered by the trained staff and volunteers of the organization;

• Each Organization shall undertake the logistics for the ToT and the two workshops;

III. Eligibility Criteria and Selection process

The organization should be a registered entity in Jordan with full respect to the following minimum eligibility criteria;

A. History of the organization:

- Minimum of three-year experience in working with youth in Jordan (5 points)

- Having implemented at least one project either in Zarqa or Mafraq (5 points).

- An active history of engaging and mobilizing volunteers (5 points).

- Please provide a history of projects. A reference letter of the successful undertaking of at least one project should be provided.

B. Selection Criteria for the technical proposal

- The Institution was able to present a sound strategy that guarantees a successful implementation for the project. (20 points)

- The institution considered proper engagement and mobilization of all project stakeholders. (20 points)

- The proposal demonstrates a sound understanding of the local communities and youth in Zarqa and/or Mafraq. (10 points)

- The proposal demonstrates innovation in undertaking the training assignment. (5 points)

The proposals will be evaluated on a score of 100 points (70% for the technical offer and 30% for the financial offer).

IV. Documents to be provided

- Organization registration documents should be provided;

- Financial statements for 2015, 2016 and 2017

- Vendor Form, which includes a valid bank account with name of account holder matches the name of institution (i.e. not personal account);

- Letter by bank providing bank account information is a must.
