ABOUT THE MAYOR'S SCHOLARS PROGRAM (MSP)

What You Need to Know

Baltimore City residents who are 2019 high school graduates can apply regardless of income, GPA and immigration status.

Qualification for the MSP is determined by submission and completion of the Free Application for Federal Student Aid (FAFSA) each year, if eligible to apply for State and federal student financial aid. Applicants to job training programs are exempt from the FAFSA requirement. Immigrants who are ineligible for FAFSA may still apply for MSP.

As a last-dollar scholarship, the Mayor's Scholars Program covers tuition and mandatory fees at BCCC after all other aid has been awarded. It does not cover textbooks, transportation, food, and other out-of-pocket expenses. Please note financial aid is not an entitlement but earned by attending classes regularly.

The scholarship covers up to three years for an associate degree or one and a half times the expected completion time of any BCCC certificate or certified job training program.

Participants who complete an associate degree are eligible to earn a bachelor's degree at Coppin State University tuition-free. Visit coppin.edu for application details.

Participants can enroll to earn an associate degree, certificate or job training credential as a Mayor's Scholar. See bccc.edu for degree and certificate programs.

The following non-credit job training programs are eligible:

Students must complete a six-week Summer Bridge Program starting July 1, 2019. Students may be paid to attend the Summer Bridge Program through YouthWorks or they may be eligible for a CASA scholarship.

There is no minimum GPA to enroll, but participants enrolling to earn an associate degree or certificate must maintain full-time status and at least a 2.0 GPA, while in the program. Those in job training programs must successfully complete all courses in the eligible programs.
