Paulding Village Council met in Regular Session on March 18, 2019, at 6:30 p.m. in Council Chambers at the Municipal Building. Mayor Greg Reinhart called the meeting to order.

Finance Director Annette Hasch called roll with the following members present: Randy Daeger, Tim Boss, Barb Rife, David Burtch, Dan Workman and Greg White. Administrator Dale Goebel was also present, as was Solicitor Harvey Hyman.

Dan Workman motioned to approve the minutes of the March 4th Council meeting, seconded by David Burtch. Vote: all yea.

Jeremy Dasher from the Paulding Soccer Club brought the proposed plans for the soccer complex that they would like to build at the Lela McGuire Jeffery Park. Phase I of the plan includes expansion of the driveway, additional 200 parking spaces, concrete walkways, and five varying soccer fields. The Phase I cost is estimated to be $150,000. The soccer club has applied for funds through the Paulding County Vision Board. Their goal is that the fields would be ready to be played on in 2020. Donations can be made to the Paulding Soccer Club at the Paulding County Area Foundation. Dan Workman motioned to approve the Paulding Soccer Club to start the soccer complex at Lela McGuire Jeffery Park, seconded by Greg White. Vote: all yea.

Karen & Matt Sunday were present at the meeting. Karen asked for an update on Emerald Acres. Administrator, Dale Goebel told her that he is waiting for the bids to be returned for the Rita Street Project.

Tim Boss reported on the Safety Committee meeting held on March 11, 2019. This meeting was an informational meeting to discuss new radios for all emergency vehicles.

Randy Daeger reported on the Utility Committee held on March 11, 2019. Items that were discussed were lost water and sewer adjustments. The Water Plant Superintendent, Gary Donat has been comparing water production vs. water billing and there is a large amount of lost water. It was also discussed that we would no longer be giving sewer adjustments for swimming pool fills.

Greg White reported on the PCFA Committee meeting held on March 5, 2019. Fire Chief, Todd Weidenhamer is getting quotes for the 3,000 gallon tanker truck. The estimated cost is $249,000 - $270,000. It will take three months to build the truck. On March 1, 2019 a 1991 Spartan Heavy Rescue Truck was purchased for $28,100. $20,000 was donated by the Paulding Firefighter’s Association and the balance was paid for by the Rescue Truck donations received. The Paulding Firefighter’s Association has several funding raising activities per year, for instance, the 5K run, donations, and pancake and sausage breakfasts. Todd Weidenhamer is hoping to get up to $20,000 in donations this year for items to put in the rescue truck and to purchase an extra set of jaws. The budget of $62,500 for 2019 was approved. The fire department received $49,970.19 in grant money from the State Fire Marshall in 2018 to purchase MACRS radios. In 2019, they have been approved to receive a $3,600 grant to be used for MACR equipment of monthly maintenance fees for the radios. Todd Weidenhamer has also submitted a grant application for $15,000 to purchase 7 sets of gear.

Ordinance No. 1559-19 re: An Ordinance Authorizing the Use of Auxiliary and Associate Emergency Medical Technicians was read for the third time. Barb Rife motioned to table legislation, seconded by Randy Daeger. Vote: Barb Rife, yea; Randy Daeger, yea; Tim Boss, yea; David Burtch, yea; Dan Workman, abstain; Greg White, yea.

Ordinance No. 1561-19 re: An Ordinance Approving CCW Permit Holders to Concealed Carry on Certain Village Properties was read for the third time. Greg White motioned to approve the legislation, seconded by David Burtch. Vote: all yea.

Solicitor, Harvey Hyman mentioned that since Paulding County Court is transitioning to Paulding County Municipal Court January 1, 2020 there will no longer be Paulding Mayor’s Court. He will confirm this with the municipal judge based on new legislation.

Finance Director Annette Hasch requested the approval of the 4/1/19-5/31/20 Liability Insurance Policy through the Ohio Plan in the amount of $58,479. Barb Rife motioned to approve the 4/1/19-5/31/20 Liability Insurance Policy renewal with the Ohio Plan in the amount of $58,479, seconded by Tim Boss. Vote: all yea.

Greg White motioned to approve the Administrator’s Agenda, seconded by David Burtch. Vote: all yea.

Mayor, Greg Reinhart presented an application for Street Right-of-Way Permit from the Branch Christian Fellowship on June 29th from 10:00 a.m. to 5:00 p.m. Tim Boss motioned to approve the Right-of-Way permit, seconded by Randy Daeger. Vote: all yea.

Paulding County Economic Development is hosting a “Show Me the Money” discussion at the Branch Christian Church Basement on March 26, 2019 at 5:00 p.m. The speaker is Ken Heigel from the Ohio Water Development Authority.

Paulding County Sheriff, Jason Landers presented information regarding the new MARCS radios. The Paulding County Sheriff’s Office recently switched to the new system. Sheriff Landers was able to provide the Paulding Village Police Department with (7) seven portable and (3) three mobile radios through Home Land Security Grant. Sheriff Landers presented a Memorandum of Understanding to the Village of Paulding for the MACRS radios. The agreement is for 10 years and have to be inspected by the Paulding County Sheriff’s Office on a yearly basis. The Village of Paulding Police Department is responsible for paying the monthly user fees. Randy Daeger motioned to approve the Memorandum of Understanding with the Paulding County Sheriff’s Office, seconded by David Burtch. Vote: all yea.

David Burtch announced that the Friends of the Paulding Chamber is sponsoring a Wine Tasting event of April 12th at 7:00 p.m. at the Masonic Lodge. The tickets are $25 each.

Deb Brown from an organization called Save Your Town will be in Paulding the week of April 11-17. She helps small towns improve their local economy and revitalize their downtown areas. There will be a public meeting on Tuesday, April 16th at the Branch Christian Fellowship.

Greg White motioned to pay the bills, seconded by Randy Daeger. Vote: all yea.
