GUIDELINES FOR HANDLING A CRISIS SITUATION

Superintendent

In the Event of a Crisis Situation:

1. Remain calm.

2. Secure the safety of the students first.

3. Do NOT approach anyone, student or adult, in visible possession of a weapon.

4. Report all significant information to the office.

5. Be prepared to follow instructions to either secure your room or evacuate.

6. Be prepared to report student attendance.

7. Use your instincts and judgment.

8. Refer all questions from the press and public to the Superintendent’s Office, 724-0303.

9. The Superintendent will work with local emergency services to establish a command center off-site if needed.

10. The superintendent will communicate with administration and the school board members with updates during and after the crisis, as practical.

Mental Health Situations

Remain calm.

1. Don’t argue with the victim. If possible, remove person to a quiet area.

2. Contact the office.

Principal or designee will do the following:

1. Consult with counselor and school psychologist.

2. Check school health record for pre-existing medical conditions or prescribed medication.

3. Notify the parents.

Traffic Accident at the School

Principal or designee will do the following:

1. Call 911.

2. Assign available personnel to isolate emergency area.

3. Contact transportation coordinator and superintendent to delay dismissal, if necessary. Inform teachers to remain with their classes until given notification from the office.

4. Secure the area with the help of police and school personnel.

5. Nurse reports to the scene. Assist injured.

6. Contact parents, or immediate family.

7. Assist police in identifying witnesses.

8. Send staff member to hospital to assist parents/family members when they arrive.

9. Inform superintendent and follow-up with written report.

Explosion

1. REMAIN CALM. Teachers and staff will evacuate building (see Evacuation Relocation tab in white pages.) (Be aware of structural damage and adjust evacuation routes if necessary.)

2 Teachers will check attendance with roll book and notify the designated contact person(s) if someone is missing.

|Keep in mind – DO NOT use radios or cell phones within 300 yards of the school. |

Principal will:

1. Call 911 (Request that it NOT be put out over the scanner) and notify superintendent.

2. Assign contact persons at the evacuation site to gather missing student information (Assignments are to be made in advance.)

3. Supervise evacuation of the school. Assign supervisors for the evacuation site. (Assignments are to be made in advance.)

4. Contact parents/family member of injured students/staff and send staff member to hospital to meet parents/family member.

5. Report to perimeter location: Elementary Schools (Sherman Street below Meade Street);

Middle School (Highland Street); High School (Junction of Nichols and Sears Streets);

6. Work with the superintendent to determine if there is a need for early dismissal.

7. Work with the superintendent to conduct a debriefing of the situation and prepare a press release.

8. Share appropriate information about the incident with students and staff within a reasonable time frame.

9. Take pictures for insurance purposes.

NOTE: Custodians, maintenance workers, and nurses may be asked to assist and should remain at perimeter location.

Medical Situation/Accident

1. Remain calm.

2. Don’t move the victim unless there is immediate danger. Don’t leave victim alone.

3. Call and follow the lead of the school nurse. Obtain body fluid kit, if needed.

4. Contact office.

Principal or designee will do the following:

1. Notify the parents.

2. Call 911, if warranted.

3. Give care as needed until further/advanced help arrives.

4. Check the school health record to identify any pre-existing medical condition or allergies.

5. Send staff members to hospital to help parents/family member when they arrive.

6. Inform Superintendent (incident report, if minor; phone call, if ambulance called).

Bus Accident

1. Remain calm.

2. All students remain on the bus as stated in the PA DO1 Commercial Drivers Licensing Handbook (P. H-6), unless circumstances call for evacuation of bus. If evacuation is necessary, all occupants should remain together until checked by emergency personnel.

3. Call 911. Identify the bus number involved, the location, and the severity by bus radio through school district or contractor. (Channel 1 – WASD; Channel 2 – Boro/Delmar Twp.; Channel 3 – County Communication Center (911) used if unable to contact School District). If the radio is not working, give tear-off sheet (below) with pertinent information to a passing motorist.

4. Provide emergency treatment as per bus driver’s handbook.

5. Transport students to Soldiers & Sailors Memorial Hospital as necessary. (See Bus Accident Agreement tab).

6. Secure the area with police and school personnel assistance.

7. Driver will assist transportation coordinator in making a list of all students on the bus at the time of the accident and their seating locations.

8. Transportation Coordinator and representative selected by superintendent will go to the scene to assist with alternate student transportation and coordinate parent pick-up, if necessary.

9. School principal or designee will contact parents of injured student(s) and send a staff member to the hospital to assist the parents when they arrive.

10. Incoming phone calls regarding the facts of the accident will be transferred to the superintendent’s office (303).

11. Driver will file an incident report.

12. Driver will have drug & alcohol testing as soon after the accident as possible.

Hazardous Materials

Outside: Seal doors and windows, stay away from doors and windows, and follow Principal’s direction for evacuation as necessary. Turn off univentilators. Inside: Notify the office immediately.

For all hazardous material spills

Involving direct contact: Involving indirect contact-evacuation may be necessary

1. Avoid fumes. 1. Avoid fumes. Move upwind if possible.

1. Contact the office.

Principal or designee will do the following:

3. If smell is faint, open windows and doors and evacuate the area.

4. If the smell is strong, evacuate the building and move upwind and uphill from the smell or spill.

5. If a person is unconscious, do not enter the area without breathing protection. Remove all persons

from the area and contact the school nurse.

Core Crisis Team

1. Principal or designee of the school where the crisis is happening.

2. Counselor(s) of the school where the crisis is happening.

3. School Psychologists

4. At Risk Coordinator

5. Superintendent

6. Others depending on the crisis, i.e., SAP Team, police, transportation coordinator, outside counselors, solicitor, etc.

INTENTIONAL CRISES

In the event of an emergency:

1. Secure the room and account for all students.

2. If necessary, care for the injured, and summon help, dial 911. Report all significant information to the office.

3. Take sheltering action.

4. Prepare for possible evacuations.

5. Await further instructions.

Drugs and Alcohol Possession (Suspicion)

1. Report suspected possession to principal.

Principal or designee will do the following:

1. Refer to school district search and seizure policy #226 and drug awareness #227.

2. Question the student in the office with a staff witness.

3. Search the student’s locker, backpack, etc. as per policy #226.

4. Notify parents if a reasonable suspicion exists or if drugs and/or alcohol are found.

5. Contact local police if drugs and/or alcohol are found.

6. Offer SAP Team services.

Suicide (Attempted)

1. The student should under no circumstances be left alone.

2. Call nurse and/or call 911 if injury has been sustained.

3. Contact principal and counselor.

Principal or designee will do the following:

1. Contact parents.

2. Work with the counselor to arrange for an immediate, outside crisis evaluation, 662-7600.

3. Give the parents a letter stating requirements for returning to school, which includes the signing of a release of information form.

4. Work with the counselor to ensure that the recommendations are carried out.

5. School counselor will be the school contact with the outside therapist.

Principal and superintendent will:

1. Conduct a debriefing with all staff involved.

2. Contact Tioga County Incident Stress Management as a resource by calling 911.

3. Share appropriate information about the incident with students and staff within a reasonable time frame.

Bomb Threat

1. If bomb threat is by phone, fill out the Bomb Threat Information sheet. (See Bomb Threat Report tab).

2. Keep the caller on the phone as long as possible.

3. Hang up receiver. Immediately lift the receiver and listen for normal dial tone. Press *57. Listen for the confirmation announcement and hang up. Notify the principal.

4. If the bomb threat is received by mail or a suspicious object is discovered, do not handle the package or attempt to move it. Notify the principal.

5. Move students away from the package/object and await evacuation instructions. (See Relocation Information tab).

6. At the evacuation site, all teachers will take roll and notify the designated contact person(s) if someone is missing.

5. Work with the superintendent to coordinate the bomb search with local police. An attempt will be made to have an explosive detection dog brought to the school. (P.S.P., Milton Station, 524-2662)

6. Work with the superintendent to determine if there is a need for early dismissal.

7. Work with the superintendent to conduct a debriefing of the situation.

7. Share appropriate information about the incident with students and staff within a reasonable time frame.

NOTE: Custodians and maintenance workers may be asked to assist in the search and should remain at perimeter location.

Weapon (Suspicion)

1. Notify the principal.

2. Do not approach the student or adult.

Principal or designee will:

1. Follow District Search & Seizure Policy #226.

2. Contact local police (724-4400) to retrieve weapon if found.

3. Follow suspension/expulsion procedures according to District Policy #233.

Physical Assault

1. Notify nurse to provide first aid.

2. Notify the office and principal.

Principal or designee will:

1. Request police and/or ambulance, if necessary.

2. Activate Crisis Team, if necessary.

3. Notify counselor for on-site evaluation to determine if counseling is necessary.

4. Notify immediate family members of the victim.

5. In case of rape, do not let the victim wash. Also, clothing must be saved.

6. Accompany the victim to the hospital.

7. Follow School Discipline policy for the perpetrator of the assault.

Student or Intruder with a Weapon

1. Notify the principal immediately and lock classroom door.

3. Principal or designee will make the following announcement over the loud speaker:

WE HAVE A POTENTIAL EMERGENCY. ALL STAFF MEMBERS ARE TO CLEAR THE HALLWAY OUTSIDE THEIR ROOMS AND LOCK THEIR DOORS.

Principal will:

1. Call 911. Request police response. Request ambulance to be on standby.

2. Remain calm. Do not further aggravate the individual. Remove all staff and students from the area if possible. If taken hostage, cooperate with the perpetrator. Remind students and staff that less talk = less danger.

3. Do not attempt to disarm a student or intruder.

4. Keep an open escape route for the student or intruder.

5. Allow the police to take control when they arrive.

6. Have an isolated area for the police command center.

7. Inform the superintendent as soon as is practical.

8. After the incident, prepare for early dismissal, if necessary

8. Work with the superintendent on debriefing and press release.

9. Meet with faculty and staff and give them a written statement of the necessary facts to share with their classes.

Suicide (Actual) – Outside School

1. Principal and/or superintendent coordinate the response.

2. Principal contacts the police and coroner to confirm any details, if necessary.

3. Principal contacts the parents to confirm the death and provide the family with information of available assistance.

4. All staff members will be notified by the use of the phone chain. Only the known facts will be relayed in the conversation. The information given will include the facts that a suicide has occurred and the time, place, and date of the faculty and staff meeting which will be held at the most convenient time prior to the next day of school.

5. At the meeting, faculty and staff will be given a written statement of the necessary facts to share with their classes. They will also be asked to allow students to express their feelings regarding the death. The school day will continue as normal, if possible, with suggestions made in regards to postponing tests. Faculty will also be asked to provide names of the victim’s closest friends who will need support.

6. The Crisis Team will decide when to tell the students. Students are given the available, confirmed, factual information through the prepared statement given to faculty members. Students who are considered to be a high-risk may be assembled together and told separately from their peers.

7. The Crisis Team will plan how to address the crisis. The SAP Team will organize student assistance. Counseling resources should be contacted so that people are available first thing in the morning to meet with faculty, staff, and students.

8. Students wishing to speak to someone will be directed by the guidance office. Logs will be kept of meetings and brochures of hotline numbers and other resources should be available to counselors to give to students.

9. A letter will be sent home at the discretion of the principal stating: That there was a death of a student, the school response (i.e. counseling available), information about the memorial services (if available), information about grieving, and local crisis telephone numbers.

10. Parents of severely affected students will be notified to prepare them for their child’s return home.

11. The principal will identify someone to follow the deceased student’s schedule to identify high-risk students.

12. There should be a brief faculty meeting at the end of the day to assess how things went and to hear faculty concerns. Following the faculty meeting, the Crisis Team will meet and identify students who needed help and those who need follow-up.

13. Pending direction from the police, the personal effects of the student should not be touched. Student’s personal effects should never be removed in the presence of other children.

14. The superintendent and principal will prepare a press release.

Suicide (Actual) – In School

1. Victim(s) should be covered and under no circumstances be left alone. The area should be secure from onlookers and nothing shall be moved.

2. Principal or designee will:

a. Call 911. (Request that the information not be broadcast on scanner.)

b. Notify superintendent.

3. Pending directions from the police, the personal effects of the student should not be touched.

4. Parents of severely affected students will be notified to prepare them for their child’s return home.

5. A meeting of faculty and staff will be held immediately following the dismissal of the students. At the meeting, faculty and staff will be given a written statement of the necessary facts to share with their classes. They will also be asked to allow students to express their feelings regarding the death. The school day will continue as normal, if possible, with suggestions made in regards to postponing tests. Faculty will also be asked to provide names of the victim’s closest friends who will need support.

6. The Crisis and SAP Teams will then decide when to tell the students. Students are given the available, confirmed, factual information through the prepared statement given to faculty members. Students who are considered to be a high risk may be assembled together and told separately from their peers.

7. The Crisis and SAP Teams will plan how to address the crisis. Counseling resources should be contacted so that people are available first thing in the morning to meet with faculty, staff and students.

8. Students wishing to speak to someone will be processed through the guidance office. Logs will be kept of meetings and brochures of hotline numbers and other resources should be available to counselors to give students.

9. The next day a letter will be sent home at the discretion of the principal stating: That there was a death of a student, the school response (i.e. counseling available), information about the memorial services (if available), information about grieving, and local crisis telephone numbers.

10. The superintendent and principal will prepare a press release.

NATURAL DISASTERS

In the event of a Natural Disaster:

1. Account for all students.

2. If necessary, care for the injured, and summon help.

3. Report all significant information to the office.

4. Take sheltering action.

5. Prepare for possible evacuations.

6. Await further instructions.

Tornado

1. Take students to designated safety point, usually interior room or inside hallway, lowest level possible.

2. Rooms such as gymnasiums should not be used.

3. Stay away from glass.

4. If inside, use arms to protect head.

5. If caught outside, seek emergency shelter. If possible lie in ditch and cover head.

Principal or designee will do the following:

1. Notify maintenance/custodian to turn off gas, water, and electric if danger is imminent.

2. Hold students in safest area until the “all clear” signal is given.

Earthquake

1. Stay in building.

2. Take shelter under desks, tables, or furniture.

3. Hold onto a leg of furniture.

4. Stay away from windows and electrical equipment.

5. Outdoors: stay clear of building, trees, and power lines. Stay in the open.

6. Teachers - check attendance. Report missing persons to the office.

7. Assist students and staff with injuries. Refer to Medical Situation/Accidents tab.

9. Be prepared for aftershock.

10. Be prepared for possible evacuation and early dismissal.

Principal or designee will do the following:

1. Notify maintenance to shut off utilities.

2. When immediate danger is over, assess injuries and damages.

3. Supervise evacuation to fire drill locations, if necessary.

4. Discuss with superintendent arrangements for early dismissal.

5. Superintendent and principal will coordinate inspections for structural damage.

6. Take photographs for insurance purposes.

Fire

1. Attend to small fires with the fire extinguisher.

2. If fire is extinguished, inform principal of situation.

3. If fire is not extinguished, follow steps 4 – 7.

4. Activate the nearest alarm.

5. Evacuate the building according to normal fire drill procedures and the evacuation plan displayed in the room. Take roll book. Remember to close windows and doors if time permits.

6. Use alternate evacuation route, if necessary.

7. Take roll; report missing students immediately.

8. Teachers remain with students, maintaining order.

Principal or designee will do the following:

1. Oversee evacuation.

2. Have a plan for teachers to report missing students and/or staff.

3. Inform superintendent.

4. When immediate danger is over, discuss with superintendent and fire department personnel whether or not to continue school or close school. Primary consideration will be the safety and welfare of the students and staff, including the availability of classrooms, the disruption of utilities and cafeteria services, the time of day, and transportation to another site.

EVACUATION RELOCATION INFORMATION

Wellsboro Area High School – All students and staff members shall proceed to the gymnasiums of the Rock L. Butler Middle School (724-2306). If this site is not available, students and staff will be directed to proceed to the United Methodist Church (724-1968) at the corner of Main & Queen Streets, Wellsboro, PA.

Rock L. Butler Middle School – All students and staff members shall proceed to the auditorium of the Wellsboro Area High School. If this site is not available, students and staff shall proceed to the Arcadia Theatre (724-4957), Main Street, Wellsboro, PA.

Don Gill Elementary – All students and staff members shall proceed to the all-purpose room of the Charlotte Lappla School. If this site is not available, students and staff shall proceed to the First Baptist Church (724-4681) at the corner of Central and Pearl Streets, Wellsboro, PA.

Charlotte Lappla Elementary – All students and staff members shall proceed to the all-purpose room of the Don Gill School. If this site is not available, students and staff shall proceed to St. Peter’s Catholic Church (724-3371), Central Avenue, Wellsboro, PA.

Take administrative radios.

Alternate bus pickup locations: Use the alternate pickup locations to avoid buses congesting emergency vehicle access.

H.S. Sears Street field or Boro Maintenance Garage site;

RECIPROCAL EVACUATION AGREEMENT

In the event of a major disaster which requires the evacuation of the students of the Wellsboro Area School District ten (10) to twenty (20) miles from the immediate area without the opportunity for the students to be returned home first, the Wellsboro Area School District proposes the following evacuation:

Policy Statement:

This Emergency Response/Safe Schools Plan is designed to provide protection and direction to

students, faculty, staff, and administrators in the event of an emergency or potentially dangerous situation. This Plan has been developed through the cooperation and collaboration of forty committee members, including staff, administrators, students, school board members, and community members.

The Superintendent of Schools has the responsibility to ensure that a current, district-wide emergency/safe schools plan is well-administered throughout the District. This plan is to be used as a guide for the faculty, staff, and administrators of the Wellsboro Area School District. Any necessary changes may be made to the Plan to ensure the safety of any person or property during the various situations.

Each school principal within the Wellsboro Area School District has the responsibility to develop and distribute a building plan consistent with this Plan. The building plan will outline more specific procedures and staff responsibilities as needed. The building plan will include procedures to secure the building and to screen/identify visitors.

All employees of the Wellsboro Area School District, school bus drivers, and bus contractors will receive a copy of this Plan. In addition, all employees and bus drivers will review this Plan at a minimum when first hired and annually thereafter.
