Written Testimony for public hearing, March 23, 2018, Hartford Connecticut:

My name is Jean P. Moore. I am from Greenwich, Connecticut, and I am an active member of the community, a mother, and grandmother.

I am testifying in support of H.B. 5540, An Act Concerning Ghost Guns, and H.B. 5542, An Act Concerning Bump Stocks

As you know, "ghost guns" contain no serial numbers and are untraceable. They require no background check to purchase. Many horrific crimes have been committed using ghost guns, and there is no rationale allowing people to evade gun laws because of this loophole. We as a people can no longer accept this threat to public safety. These guns, which should be considered illegal, have been used in mass shootings.

Additionally, we need to ban bump stocks, as other states have done, even Florida, a state that until now has had an abysmal record on laws to stem gun violence. Nationwide, citizens of our country want bump stocks banned.

Connecticut has seen the horror of mass shootings. The tragedy of Sandy Hook is synonymous with our state in the minds of many. For this reason alone, we must also be known as the state with the best gun laws in the country. Let us be a beacon for our nation.

Families who have lost members due to lax gun laws did not love their children any less than I love mine, and I cannot fathom surviving the pain of such loss. This legislation is important to me, to my family, to yours, and to all of us.

Please vote yes on these bills.
