QFII Quota Administration Guideline

I. About the investment quota

The QFII investment quota is administered on a uniform basis, while the quota adjustment between different products is allowed. The QFII quota includes the quota for open-end funds, and the quota for other products or funds. A QFII may apply to the SAFE for either of the two types of quota based on its business requirements.

The quota for open-end funds may be shared among more than one open-end product.

For the quota adjustment between the quota for open-end funds and that for other products or funds, a QFII should submit the Registration Form for the Adjustment of QFII Investment Quota (see Attachment 1) to the SAFE through its custodian bank, and can use the adjusted quota upon the approval of the SAFE.

II. About the inward remittance of investment principal

When a QFII requires postponed remittance of investment principal, the QFII should submit the Registration Form for Postponed Inward Remittance of QFII Investment Principal (see Attachment 2) to the SAFE through its custodian bank 10 working days prior to the end of the period for the remittance of the principal,; if approved by the SAFE, the postponing can be utilized once only, and for 6 months at most.

III. About the outward remittance of principal

When the outward remittance of principal is required for other products or funds, a QFII should submit the Registration Form for Outward Remittance of QFII’s Principal for Other Products or Funds (see Attachment 3) to the SAFE through its custodian bank, and the bank can remit out the principal upon the approval of the SAFE.

IV. Improvements in the registration

A custodian bank should submit to the SAFE the Registration Form for QFII Products in time (see Attachment 4). According to the Registration, the SAFE shall register the QFII product information (including the alterations) in the capital account information system.

V. Others

If having obtained the investment quota, a QFII should, within 1 month since the release of this Guideline, classify the quota obtained into the quota for open-end funds and that for other products or funds, complete the Registration Form for Classification of Quota Obtained (see Attachment 5), and file with the SAFE through its custodian. The SAFE will issue a consolidated report to classify the investment quotas already obtained by QFIIs.

This Guideline shall come into force as of the date of issuance. Any problem encountered during implementation shall be reported to the Capital Account Management Department of the SAFE.
